Kinhtedothi - The Capital Law 2024 has a separate provision demonstrating the superiority of Hanoi's social policy, social security, and social welfare.
In the 2024 Capital Law, social policies, social security, and social welfare are stipulated in Article 27; Point d, Clause 1, 4, Article 43.
Resolution No. 15-NQ/TW has set out the policy: "Developing a comprehensive social security system, covering all people, expanding policy beneficiaries, creating conditions for people to have maximum access to essential social services".
Institutionalizing this policy, the 2024 Capital Law stipulates: “Building a system of social policies, social security, and social welfare of the Capital to ensure diversity, comprehensiveness, modernity, sustainability, and coverage for all people; creating conditions for people to have maximum access to essential social services in health, education, culture, physical education, sports, social assistance, legal assistance, clean water, social housing, and access to information” (Clause 1, Article 27).
The Capital Law 2024 stipulates a number of specific policies on social security and social welfare. Specifically:
a) On social policy
The Law empowers the City People's Council to regulate support from the state budget for those in need of poverty reduction, job creation, and social housing loans; support for workers and laborers in industrial parks to borrow to buy social housing; support for career conversion and job search for poor ethnic minority households living in communes in ethnic minority and mountainous areas working in agriculture and forestry in cases where production land cannot be arranged (Clause 2, Article 27).
b) On social security and welfare policies
The Law empowers the City People's Council to regulate the subjects and levels of support for voluntary social insurance contributions for people in poor households, people in near-poor households, other subjects, health insurance for people with disabilities, people in near-poor households, the elderly aged 70 years and older, support for other subjects at higher levels or support for subjects not specified in documents of superior state agencies; support for free annual health check-ups for the elderly in the city (Clause 3, Article 27).
This is the city's superior social security policy to help prevent diseases early and from afar, reduce treatment costs and improve the quality of life for the elderly, which is necessary and appropriate in the context of Hanoi's rapidly aging population but the number of healthy years is quite low.
The Law assigns the City People's Council to clearly define the subjects, contents, support levels, and procedures for implementing social policies, social security, and social welfare of the City; gradually expand the scope of beneficiaries and arrange the budget in accordance with practical conditions and the balancing capacity of the City budget (Clause 4, Article 27).
c) Apply investment incentives
Investment incentives for organizations and individuals with investment projects in non-public social assistance facilities, voluntary drug rehabilitation facilities, and facilities providing voluntary drug rehabilitation services at home and in the community to mobilize social resources together with the State to implement social security and social welfare policies.
Regulations on support and sponsorship money from organizations and enterprises for activities of consulting, propaganda, drug prevention and control, drug addiction treatment, development of new models of drug addiction treatment, post-rehabilitation management and incentives and motivation for enterprises, organizations and individuals with achievements in drug prevention and control work are considered legal expenses of enterprises when accounting and deducted from income before calculating tax for individuals residing in the city (Clause 4, Article 43).
Associate Professor, Dr. Bui Thi An - Member of the 13th National Assembly, Director of the Institute of Natural Resources, Environment and Community Development, assessed that the Capital Law 2024 has made breakthroughs, creating a specific mechanism for the development of the Capital. In addition, the Law has also thoroughly decentralized to better and more effectively manage the Capital.
Regarding social security issues, Associate Professor, Dr. Bui Thi An said that Hanoi always cares about this policy, cares about the quality of life not only of those with permanent residence in the capital but also of residents from other localities who come to live and work in the capital.
When the Capital Law is implemented, it will be a condition for social security policies to be improved and implemented more thoroughly, in line with the slogan "no one is left behind".
Associate Professor, Dr. Bui Thi An also hopes that the capital will develop rapidly, the city will develop according to a green economy, and social security will be improved. In particular, the quality of life, income, and other social infrastructure will be improved and people will benefit.
