With sand available, the Cao Lanh expressway project is progressing.

Production doubled.

The Cao Lanh - An Huu expressway is divided into two component projects. Component project 1, with a length of 16km, runs through Dong Thap province and has a total investment of over 3,600 billion VND.

Component project 2, spanning 11.4km, is located in Tien Giang and Dong Thap provinces with an investment of over 2,200 billion VND.

Since sand arrived at the construction site, the progress of the Cao Lãnh - An Hữu expressway project has increased day by day.

The Cao Lanh - An Huu Expressway construction project, phase 1, received investment approval from the Prime Minister in Decision No. 769/QD-TTg dated June 24, 2022, and the adjusted investment policy was approved in Decision No. 1640/QD-TTg dated December 19, 2023.

In Decision No. 17/2022/QD-TTg dated July 28, 2022, the Prime Minister assigned the People's Committee of Dong Thap province as the managing agency for component project 1.

Following the commencement of construction, the investor of component project 1 and related units have made efforts to implement the construction, however, the progress to date is still slow.

To expedite the project progress and complete the necessary procedures, the Ministry of Transport requests the People's Committee of Dong Thap province to direct the investor of the land clearance sub-project to closely coordinate with relevant agencies to definitively resolve the remaining 0.16km of land and one high-voltage power line (110kV) location, so that the entire site can be handed over to the contractor for construction as soon as possible.

Mr. Nguyen Quang Tuan, the project commander of VNCN Investment - Construction and Engineering Joint Stock Company, the subcontractor responsible for constructing 9.4km of component project 1, said that the package includes 9 bridges.

To date, the construction progress of the contract package has reached over 30%, and the bridges will be basically completed by the contractor in 2024.

"Compared to the time before sand arrived at the construction site, the daily progress has now doubled. The contractor is also taking advantage of every opportunity to speed up construction," Mr. Tuan said.

The contractor aims to complete the bridges in 2024.

Similarly, Mr. Nguyen Doan Hung, Deputy Director of Thien An Mechanical and Construction Co., Ltd. - the contractor for the 3.5km section of component project 1 - said that after the sand arrived at the construction site, manpower and machinery were mobilized to the maximum extent.

To date, the project's progress has reached nearly 44%. Specifically, the construction of the 8 bridges is 60% complete, with the goal of finishing them this year.

Mr. Hung added that the road section has seen many positive changes since sand arrived at the construction site. Currently, the contractor is allocated 890 cubic meters of sand per day. Thanks to the sand arriving at the construction site, the construction progress is being maintained.

Proposal to increase sand mine capacity

According to Mr. Nguyen Doan Hung, to ensure progress, the contractor has increased manpower and machinery and organized construction according to plan, adapting to the actual situation.

On the construction site, the company deployed 200 workers along with 40 pieces of machinery and equipment. Of these, 70% were responsible for bridge construction, while the rest worked on the road section. However, the daily amount of sand the contractor receives currently only meets one-third of the actual demand.

"All construction sites are ready. Therefore, we are very much looking forward to the expansion of sand mining capacity being implemented soon," Mr. Hung shared.

The contractor has increased manpower and equipment at the construction site to speed up the construction process.

According to Mr. Nguyen Quang Tuan, the construction contract undertaken by the company requires 1.7 million cubic meters of sand for road embankment. The contractor was also assigned to exploit the sand mine under a special mechanism and allocate it to the contractors participating in the construction.

Each day, after deducting the allocated amount of sand, the contractor has approximately 3,000 m³ of sand remaining, while the actual demand is 7,000 m³ of sand per day to ensure construction can proceed.

More sand is needed to help contractors speed up construction on the Cao Lãnh - An Hữu expressway.

Currently, the contractor has deployed 220 workers and 45 specialized machines and equipment on the construction site. This number has increased by 30% compared to before the sand arrived at the site.

"However, in order to expedite the project, the contractor proposed three solutions. Firstly, to put into operation the 18-hectare sand mine with a reserve of 670,000 cubic meters of sand located in An Nhon commune, Chau Thanh district."

Secondly, the plan is to increase the capacity of the currently operating sand mines in Tan Thuan Dong commune, Cao Laanh city; and My An Hung A and My An Hung B communes, Lap Vo district, from 2,778 m3 of sand per day to 3,850 m3 of sand per day.

Thirdly, we need to expedite the approval of the sand mine reserves in Ward 11, Cao Lanh City, so that the contractor can conduct an environmental impact assessment and carry out related tasks," Mr. Tuan proposed.

The Cao Lanh - An Huu Expressway begins at the intersection with the My An - Cao Lanh Expressway in Cao Lanh District, Dong Thap Province. Its end point intersects with the Trung Luong - My Thuan Expressway in Cai Be District, Tien Giang Province.
The cross-section of the completed phase meets the standards of a four-lane highway. The cross-section of phase 1 of the investment is also four lanes, with a roadbed width of 17m and an operating speed of 80km/h.
