Production doubled
The Cao Lanh - An Huu Expressway is divided into two component projects. Of which, component project 1 is 16km long, passing through Dong Thap province, with a total investment of more than 3,600 billion VND.
Component 2 project is 11.4km long and located in Tien Giang and Dong Thap provinces with an investment of over 2,200 billion VND.
Since sand arrived at the construction site, the construction progress of the Cao Lanh - An Huu highway has increased day by day.
The Cao Lanh - An Huu Expressway Construction Project, Phase 1, was approved by the Prime Minister for investment policy in Decision No. 769/QD-TTg dated June 24, 2022, and approved for adjustment of investment policy in Decision No. 1640/QD-TTg dated December 19, 2023.
In Decision No. 17/2022/QD-TTg dated July 28, 2022, the Prime Minister assigned Dong Thap Provincial People's Committee to be the managing agency of component project 1.
After the groundbreaking ceremony, the investor of component project 1 and related units have made efforts to implement the construction, however the progress so far is still slow.
To speed up the project progress and complete the procedures according to regulations, the Ministry of Transport requested the People's Committee of Dong Thap province to direct the investor of the GPMB sub-project to closely coordinate with relevant agencies to focus on resolving the remaining 0.16km of land and 1 high-voltage power line location (110kV) to promptly hand over the entire site to the contractor for construction.
Mr. Nguyen Quang Tuan, Project Manager of VNCN Investment - Construction and Engineering Joint Stock Company, the contractor in charge of constructing 9.4km of component project 1, said that the package has 9 bridges.
Up to now, the construction progress of the package has reached more than 30%, the bridges will be basically completed by the contractor in 2024.
"Compared to the time when sand was not available at the construction site, the daily work progress has now doubled. The contractor is also taking advantage of every opportunity to speed up construction," said Mr. Tuan.
The contractor aims to complete the bridges in 2024.
Similarly, Mr. Nguyen Doan Hung, Deputy Director of Thien An Mechanical and Construction Company Limited - the contractor for the 3.5km long package of component project 1, said that after the sand arrived at the construction site, human resources and machinery were mobilized to the maximum.
To date, the progress of the package has reached nearly 44%. Of which, the construction of 8 bridges has reached 60%, with the target of completion this year.
Mr. Hung added that the road has seen many positive changes since the arrival of sand at the construction site. Currently, the contractor is being allocated 890m3 of sand per day. Thanks to the arrival of sand at the construction site, the construction progress is maintained.
Proposal to increase sand mine capacity
According to Mr. Nguyen Doan Hung, to ensure progress, the contractor has increased human resources, machinery and organized construction according to plan, suitable to the actual situation.
At the construction site, the company has arranged 200 workers and 40 machines and equipment. Of these, 70% of the workers are in charge of constructing the bridge, the rest are working on the road. However, the amount of sand the contractor receives daily only meets 1/3 of the actual demand.
"All construction sites are ready. Therefore, we hope that the sand mining capacity will be increased soon," Mr. Hung shared.
The contractor has increased manpower and equipment to the construction site to speed up construction.
According to Mr. Nguyen Quang Tuan, the construction package carried out by the company requires 1.7 million cubic meters of sand for roadbed construction. The contractor is also assigned to exploit sand mines according to a special mechanism and allocate it to contractors participating in the construction.
Every day, after deducting the allocated amount of sand, the contractor has about 3,000m3 of sand/day left, while the actual demand is 7,000m3 of sand/day to ensure construction.
More sand is needed for contractors to speed up construction progress of Cao Lanh - An Huu highway.
Currently, at the construction site, the contractor has arranged 220 workers and 45 specialized machines and equipment. This number has increased by 30% compared to before the sand arrived at the construction site.
"However, to speed up the project's progress, the contractor proposed three solutions. The first is to put the 18-hectare sand mine with a reserve of 670,000 cubic meters of sand in An Nhon commune, Chau Thanh district into operation.
The second is to increase the capacity of the sand mine currently operating in Tan Thuan Dong commune, Cao Lanh city; My An Hung A commune and My An Hung B commune, Lap Vo district from 2,778m3 of sand/day to 3,850m3 of sand/day.
Third, the sand mine reserves in Ward 11, Cao Lanh City should be approved soon so that the contractor can conduct an environmental impact assessment and carry out related work," Mr. Tuan proposed.
The Cao Lanh - An Huu Expressway starts at the intersection with the My An - Cao Lanh Expressway in Cao Lanh District, Dong Thap Province. The end point is at the intersection with the Trung Luong - My Thuan Expressway in Cai Be District, Tien Giang Province.
The scale of the completed phase cross-section meets the standards of a four-lane highway. The cross-section of phase 1 is divided into four-lane investment scales, with a roadbed width of 17m and an operating speed of 80km/h.
