In particular, the Chairman of the Provincial People's Committee highly appreciated the role of the Standing Committee of Bien Hoa City Party Committee, headed by Member of the Provincial Standing Committee, Secretary of Bien Hoa City Party Committee Ho Van Nam in leading, directing propaganda, mobilizing, flexibly combining and synchronously implementing many solutions in site clearance for national key projects under the direction of the Prime Minister as well as the Provincial Party Committee and Provincial People's Committee.

After nearly 2 months, the Standing Committee of Bien Hoa City Party Committee established working groups to "concentrate" on propaganda and mobilizing people to hand over the land, and the results have achieved great "products".

Specifically, since February 17, working groups of the City Party Committee, the Mobilization Committee of Phuoc Tan Ward, Tam Phuoc Ward and the provincial police working group have visited the homes of 1,161 households that have not yet handed over the land to meet, propagate, mobilize and explain so that people understand and agree to hand over the land to implement the project.

Along with that, Bien Hoa city leaders continuously inspected, directed, and urged the combination of different solutions such as: to where the site is cleared, construction is implemented there; coordinating with the provincial police and ward police to check and grasp the area, classify subjects that show signs of agitation, entice people to not agree to hand over the site, thereby taking timely deterrent measures, not allowing complicated situations to arise, not allowing "hot spots" to be created in the site clearance area.

Results achieved in many aspects

After much effort, by March 26, the 2.8 km section of land through Tam Phuoc ward had been 100% handed over. Notably, 212 households that had not yet handed over agreed to hand over the land without any coercion.

Meanwhile, in Phuoc Tan ward, the number of households that have not handed over their land before February 17 is up to 949 households, so the propaganda and mobilization work has to last longer than expected.

After 58 consecutive days, including weekends and nights, by April 15, the working groups had persuaded 940 households to agree to hand over the land and only applied coercion to one case. Thereby, the total number of households handing over land to implement the project (length of 3.4km) was 1,142/1,150 households, reaching 99.3%.

Thus, as of April 15, 1,506/1,514 organizations and individuals subject to land acquisition for the project section through Bien Hoa city have handed over the site with a total area of 59.38 hectares/59.5 hectares, reaching 99.8%.

During the inspection session on the same afternoon, Member of the Provincial Party Standing Committee, Secretary of Bien Hoa City Party Committee Ho Van Nam praised the city's officials, civil servants, and public employees, the provincial police force as well as the Party committees and authorities of Phuoc Tan and Tam Phuoc wards for participating in the site clearance work for nearly 2 months with high spirit, responsibility and determination. Thereby, contributing significantly to the completion of site clearance for this national key project.

The Bien Hoa City Party Committee leaders also expressed their deep gratitude to more than 1,500 households, representatives of organizations and businesses who agreed to hand over the land for the common benefit of the country.

For the remaining 8 households, the Bien Hoa City Party Committee leaders assigned the Enforcement Committee and local authorities to carry out the remaining procedures to promptly hand over the site.
