Many readers said that for many years they have enjoyed policies according to Resolution 43 of the People's Council of Quang Nam province.
However, when Resolution 29 was issued, the locality required people to have a discharge certificate and medical record summary to continue enjoying the regime.
Reflecting to Tuoi Tre Online , reader Pham T. said that a family member has had heart and joint disease for a long time. Every month he has to go for a check-up and receive medicine for the past 10 years.
Mr. T. said that his family members also received social benefits according to Resolution 43 of the People's Council of Quang Nam province.
“Unexpectedly in mid-December 2024, the People's Committee of the commune where I live required the most recent discharge certificate and a summary of the medical record, otherwise the subsidy would be cut. So I had to go to the hospital to ask for my family member to be admitted to ensure the procedure,” said Mr. T.
According to Tuoi Tre Online, in recent days, many localities in Quang Nam have announced to stop implementing the policy of Resolution 43.
From December 2024, to enjoy the policy regime under Resolution 29, a new certificate must be requested according to the list of critical illnesses listed in the appendix of Resolution 29. Policy beneficiaries are required to complete the certificate and medical records before December 31.
Many communes in Quang Nam sent official dispatches to hospitals in Da Nang requesting coordination in confirming cases of critically ill patients in their localities.
Some localities require patients to contact the hospital to request medical records and a letter confirming that the resolution is word for word.

Hospital refuses to register patient name without proper expertise
According to records at Da Nang Hospital, in recent days there have been cases of patients coming to ask for a medical record confirmation paper to match the name of the patient recorded in the resolution.
However, some cases are not accepted because there are cases where the disease name in the resolution is not in accordance with the professional guidance of the Ministry of Health. The hospital only confirms the correct medical records as guided by the Ministry of Health in the treatment regimen.
Ms. Nguyen Thi KC (in Quang Nam) said that her mother's medical record stated on the hospital discharge paper as "acute myocardial infarction".
However, when submitting the documents, the policy unit refused and requested that the disease name must be exactly as in Resolution 29, which is "first myocardial infarction".
“When I contacted the hospital, they said that the term “first myocardial infarction” does not exist in the medical terminology. They only gave me a certificate of “acute myocardial infarction”. I brought it back again, but the place that handled it still refused. They asked me to correct the discharge papers because the certificate was invalid.
If the policy already exists, we should create favorable conditions for patients to enjoy it," said Ms. C.
The leader of the Department of Labor, War Invalids and Social Affairs of Quang Nam province said that he is synthesizing problems related to some diseases with similar names to the disease names in the resolution's list to report to higher-level agencies for consideration and comments.
While waiting for the summary, people are still running around to complete the procedures to enjoy the policy before the deadline of December 31!
