Could you please tell us the significance of the state visit of Lao General Secretary and President Thongloun Sisoulith?

Head of the Central External Relations Commission Le Hoai Trung : This is the second state visit of Lao General Secretary and President Thongloun Sisoulith to Vietnam since the beginning of the 11th Congress of the Lao People's Revolutionary Party in January 2021. On the occasion of the visit, the two sides held a high-level meeting between the Communist Party of Vietnam and the Lao People's Revolutionary Party - the most important mechanism in the cooperative relationship between the two Parties and the two countries.

The above foreign affairs activities are very important to the relationship between the two Parties and two countries, taking place very soon after the Central Executive Committee of the Communist Party of Vietnam elected President To Lam to assume the responsibility of General Secretary and to complete a number of other leadership positions of the Party and State.

The visit also took place at a time when the two Parties, two countries and two peoples are actively implementing the Resolutions of their respective Party Congresses - the 11th Congress of the Lao People's Revolutionary Party and the 13th Congress of the Communist Party of Vietnam - and are also actively preparing for Party Congresses at all levels, towards organizing the 12th Congress of Laos and the 14th Congress of Vietnam in early 2026 in the context of the international situation undergoing many rapid and complicated developments.

These very important foreign affairs activities vividly demonstrate the importance that the two Parties, two countries, the two General Secretaries, Presidents and leaders of the two Parties and two countries attach to the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos.

The visit and high-level meeting between the two Parties once again affirmed the two sides' common perception of the special traditional history, solidarity and mutual assistance as historical laws, objective inevitability and one of the greatest sources of strength for the revolutionary cause, the cause of national construction and protection of the two Parties and two countries.

The visit of Lao General Secretary and President Thongloun Sisoulith contributed to further tightening the friendship and solidarity between the two countries, and was one of the important milestones in strengthening and enhancing the effectiveness of comprehensive cooperation between the two Parties and countries, contributing to bringing the Vietnam-Laos relationship to a new height, increasingly in-depth, effective and practical, bringing prosperity to the people of each country, contributing to peace, stability, cooperation and development in the region and the world.

Could you please tell us about the important results achieved during the visit?

During his visit to Vietnam, General Secretary and President of Laos Thongloun Sisoulith and the high-ranking delegation of the Lao Party and State had about 15 important activities.

These include attending the official welcoming ceremony at the state level, holding talks with General Secretary and President To Lam; meeting with Prime Minister Pham Minh Chinh and National Assembly Chairman Tran Thanh Man; co-chairing the high-level meeting between the two Parties; receiving the delegation of the Central Committee of the Vietnam Fatherland Front and the Vietnam - Laos Friendship Association; attending a solemn reception hosted by General Secretary and President To Lam and his wife; laying wreaths and visiting President Ho Chi Minh's Mausoleum, laying wreaths at the Monument to Heroes and Martyrs; visiting and working in Ho Chi Minh City; having meetings with former General Secretary Nong Duc Manh, former President Nguyen Minh Triet and former President Truong Tan Sang.

During the visit, Lao General Secretary and President Thongloun Sisoulith met with representatives of former volunteer soldiers, experts, Vietnamese students studying in Laos, and the young generations of the two countries. Along with participating in a number of official activities, the wife of General Secretary and President To Lam and the wife of General Secretary and President of Laos visited the orphanage in Cau Giay district and organized the Mid-Autumn Festival for children.

Through the talks between the two General Secretaries and Presidents, and the meetings between General Secretary and President of Laos Thongloun Sisoulith and key leaders of Vietnam, the two sides informed each other about the situation of each Party and each country, discussed the international and regional situations, assessed the results of cooperation in the past and proposed directions for cooperation in the coming time in various fields. The exchanges took place in an atmosphere imbued with friendship, comradeship, closeness, and brotherhood, consolidating mutual understanding and friendly relations between the two General Secretaries and Presidents and senior leaders of the two countries.

The two highest leaders of the two Parties and two countries reaffirmed the great and special significance and value of the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos, which was founded by the great President Ho Chi Minh, President Kaysone Phomvihane and beloved President Souphanouvong and cultivated by generations of leaders of the two Parties, two countries and peoples, and is a priceless common asset of the two nations.

Both sides affirmed their special respect and priority for each other and for the Vietnam-Laos relationship. Lao General Secretary and President Thongloun Sisoulith affirmed that Laos consistently attaches special importance to, preserves and continuously strengthens the special solidarity relationship between Laos and Vietnam.

In particular, comrade Thongloun Sisoulith emphasized that the Vietnam - Laos relationship is a unique symbol of international solidarity, a priceless common asset of the two peoples, summed up by four words: Comradeship with the same ideals; Brotherhood has a common origin in the Indochinese Communist Party; Friendship is people who are close, trustworthy, and share joys and sorrows with each other; Solidarity , from the heart, close, pure, loyal.

General Secretary and President To Lam affirmed that the Vietnam-Laos relationship has always been a top priority in Vietnam's foreign policy. The two leaders agreed to continue to work together to foster and promote the relationship between the two Parties, States and peoples to new heights.

The two General Secretaries, Presidents and senior leaders of the two Parties spent a lot of time discussing in depth the directions for promoting cooperation and developing the Vietnam - Laos relationship in depth, practically and effectively in all fields.

The two sides agreed to actively implement the key directions agreed upon by the leaders of both sides, continue to deepen political relations, which is the core of the overall orientation of the cooperative relationship between the two countries, enhance information, exchange, and close coordination in strategic issues, guidelines, and policies related to security and development of each country, enhance theoretical exchanges, especially on new issues; step up propaganda and education on the tradition of the special Vietnam-Laos relationship as well as the Vietnam-Laos-Cambodia relationship among cadres, party members, and people of all walks of life, especially the young generation and armed forces of the two countries.

An important focus that the leaders of both sides highly agreed on was the need to create a breakthrough in cooperation in the fields of economy, culture, education, science and technology on the basis of promoting the potential and strengths of each country; promoting the effective implementation of agreements and cooperation agreements between levels, sectors and fields of the two sides.

Leaders of the two sides discussed and proposed orientations and measures to remove difficulties and obstacles, resolve backlogs, create a favorable legal corridor for cooperation, especially creating breakthroughs in economic cooperation, improving the quality and effectiveness of cooperation and investment, including projects on infrastructure connection, completing projects: Vietnam - Laos Friendship Park in the capital Vientiane; Project to build a population management system and citizen identification in Laos; Drug rehabilitation center in Vientiane province...

In particular, the leaders of the two Parties and the two countries emphasized that in the coming time, the two sides will focus on strengthening and promoting the substantial connection and support between the two economies of Vietnam - Laos as well as between the three economies of Vietnam - Laos - Cambodia to create long-term cooperation and development of both countries. The leaders of the two sides emphasized the connections in terms of institutions, finance, transport infrastructure, electricity, telecommunications, tourism, including strategic connection projects.

The two sides agreed to further promote the pillars of defense and security cooperation, ensuring a solid support for each other to cope with increasingly diverse and complex security challenges; improve the effectiveness of cooperation between agencies of the Party, State, Fatherland Front, mass organizations, people's organizations, and localities, expand direct cooperation, support each other in socio-economic development, and maintain security and stability in border areas.

The two leaders agreed to exchange information promptly, consult, closely coordinate, and effectively support each other at international and regional forums; strengthen cooperation and close coordination in the effective, fair, and sustainable management and use of Mekong River water resources and related resources.

The leaders of the two countries also discussed and affirmed their high consensus on ASEAN's principled stance on the East Sea issue stated in the ASEAN Statements; emphasized the importance of maintaining peace, stability, ensuring security, safety, freedom of navigation and aviation in the East Sea, resolving disputes by peaceful means on the basis of international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982), and working with relevant parties to promote the full and effective implementation of the Declaration on the Conduct of Parties in the East Sea (DOC) and soon reaching a substantive, effective Code of Conduct in the East Sea (COC) in accordance with international law, including UNCLOS 1982.

During the visit, the two sides issued a Vietnam-Laos Joint Statement affirming the principles, directions, and main contents in all areas of Vietnam-Laos cooperation in the coming time.

It can be said that the state visit to Vietnam by General Secretary and President of Laos Thongloun Sisoulith and the high-ranking delegation of the Lao Party and State was a great success. The results achieved during the visit will guide and promote the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos to enter a new stage of development, becoming increasingly close, deeper, more practical and effective between the two Parties, two States and peoples.

Could you please tell us about the major orientations in the coming time to implement the results of the visit?

I believe that organizing and effectively implementing the cooperation directions and developing the special Vietnam-Laos relationship that the leaders of the two sides have agreed upon is very important in the coming time.

To do that, first of all, all levels, sectors and localities must clearly, fully and imbue with the great and special meaning and value of the special Vietnam - Laos relationship, as well as the importance and vital significance of solidarity and mutual assistance for the cause of national construction and protection of the two Parties and two countries.

Second, it is necessary to attach great importance to the effective implementation of the agreements and commitments that the two sides have reached, including agreements and cooperation programs in the fields of economic, trade, investment, infrastructure and currency connectivity. This is the common spirit that has been emphasized in the implementation of Vietnam's foreign relations in recent times. This requires determination, positivity, proactiveness and a spirit of drastic and creative implementation from all levels, ministries, branches and localities to soon put the agreements and commitments into practice.

Third, the two General Secretaries, Presidents and senior leaders of the two sides have proposed important orientations and measures to promote cooperation in various fields between the two countries. Relevant ministries, sectors and localities need to promptly develop programs and implementation plans for each issue and each field, with specific roadmaps, steps and timelines.

Fourthly and very importantly, relevant agencies need to strengthen close coordination, promptly remove obstacles and difficulties, and promote progress in the implementation process; at the same time, regularly urge, periodically check and review progress to ensure effective implementation of agreements, commitments and cooperation programs between the two countries.
