Transferring to the Ministry of Education and Training, will the college system find it easier to recruit students?

From March 2025, the Vocational Education (VET) system will be transferred from the Ministry of Labor, Invalids and Social Affairs to the Ministry of Education and Training. Why is this considered to be moving towards a synchronous, interconnected and consistent training system?


Creating a unified and interconnected training system

According to Decree 37/2025/ND-CP issued by the Government on February 26, 2025, the Ministry of Education and Training will assume the role of managing vocational education by merging the General Department of Vocational Education and the Department of Continuing Education (GDTX) into the Department of Vocational Education and GDTX.

This transition is part of an effort to unify the national education system, creating a seamless connection from preschool, general education, continuing education, vocational education to university education. Ensuring connectivity between levels of education will overcome previous limitations when the education system was fragmented, making it difficult for workers to study and improve their qualifications.

Mr. Tran Anh Tuan, Vice President of the Ho Chi Minh City Vocational Education Association, commented: "This decision will promote the systematic development of human resources, combining the strengths of education and training with science and technology to develop high-tech industries and modern services. The vocational education system will continue to develop diversely with a full range of public and private types, expanding the scale of training to meet the demand for technical and professional human resources for the economy."

However, Mr. Tran Anh Tuan also pointed out the challenges that the vocational education system needs to overcome, including unreasonable training structure, teaching content that does not meet the needs of the labor market, as well as the gap between training and actual labor use.

Ms. Vuong Thi Ngoc An, Head of Training Department of Thu Thiem College, said that changing the management system will give colleges an advantage in enrollment. Previously, universities and colleges were under different management, causing difficulties in enrollment. Now that colleges are under the same management as universities, it is hoped that there will be better support policies for enrollment and training.

In fact, there have been policies that show strong changes from the Ministry of Education and Training, positively impacting the development of colleges. Specifically, from 2025, the Ministry's general admission system will consider candidates' wishes at both college and university levels, instead of just university as in previous years. This will help colleges gain a better position in admissions, ensuring input quality.

Innovation in vocational education to meet labor market needs

Mr. Tran Anh Tuan, Vice President of the Ho Chi Minh City Vocational Education Association, said: "Currently, the demand for highly skilled workers is increasing, but the training capacity of many facilities is still limited. The unbalanced training between levels and occupations causes some fields to have a shortage of human resources while others have a surplus. Moreover, the recruitment and salary policies are not really attractive, making it difficult to attract learners and vocational teachers. The teaching quality of the teaching staff, especially practical teaching, is not up to standard, reducing training efficiency."

According to Mr. Tran Anh Tuan, in this context, vocational training institutions need to proactively change to adapt to the new management, while promoting solutions to improve training quality. One of the important directions is to strengthen the connection between schools and businesses, creating combined training models to better meet the needs of the labor market. This also helps to narrow the gap between theory and practice, improving practical skills for students.

Mr. Tran Anh Tuan added that career orientation is also an issue of special concern. In recent years, career counseling activities in Ho Chi Minh City and many other localities have had positive impacts, helping middle and high school students choose careers that suit their interests and personal abilities.

However, there are still limitations in student streaming, as many students still choose to follow the general trend instead of considering future job opportunities. This requires more effective solutions to raise awareness among students and parents about the value of vocational education.

Finally, Mr. Tran Anh Tuan said that the change in vocational education management is an important step in the educational reform roadmap, towards building a more modern, flexible and effective training system. With careful preparation from training institutions as well as support from functional agencies, the vocational education system is expected to develop more strongly in the coming time, contributing positively to the socio-economic development of the country.
