On the afternoon of June 27, with 464/464 National Assembly deputies participating in the vote in favor, the National Assembly passed the Law on National Defense Industry, Security and Industrial Mobilization.

The Law has 7 chapters with 86 articles, stipulating the position, tasks, principles, organization, operation, resources, regimes, policies, and responsibilities of agencies, organizations, and individuals regarding the defense industry, security, and industrial mobilization; effective from July 1, 2025.

According to this law, priority will be given to recruiting scientists, experts, and highly skilled workers to serve the defense and security industry.

Overseas Vietnamese experts and scientists and foreign experts are encouraged to participate in defense and security industry activities in the high-tech field.

The Law provides a provision regulating the regime and policies for experts, leading scientists, and chief engineers participating in defense and security industrial activities at core facilities.

For experts, they are entitled to negotiate and receive salaries, bonuses, and benefits from work results according to the agreement; the State guarantees resources and material conditions for performing tasks; they are given priority in arranging official housing; in case they cannot arrange official housing and have to rent a house, they are supported with housing rent; they are supported with means of transportation during the performance of tasks.

If there is a desire to serve long-term, that expert will be considered for recruitment to hold an officer position and given priority for military rank.

In addition, experts also enjoy preferential policies on personal income tax according to the provisions of law.

Leading scientists and chief engineers also enjoy policies according to regulations.

The National Assembly assigned the Government to specify the maximum salary level for experts, leading scientists, and chief engineers in cases where the state budget is used.

Establishing a Defense and Security Industry Fund for urgent tasks

The National Defense and Security Industry Fund is a non-budgetary state financial fund, established at the central level and managed by the Government to support the implementation of urgent, new, high-risk tasks or research and manufacture of weapons and technical equipment of strategic significance, and special technical means.

The operating principle of the Defense and Security Industry Fund is not for profit and is managed and used for the right purposes, in accordance with the law, promptly and effectively.

The Government shall detail the establishment, management, allocation and use of the National Defense and Security Industry Fund.

Regarding land used for defense and security industry, The Ministry of National Defense and the Ministry of Public Security shall preside over and coordinate with competent state agencies to establish and organize the implementation of land use planning in accordance with the provisions of the law on land, including land for the construction and development of core defense and security industrial facilities.
