On the morning of March 15, the annual event "The 4th Spring Real Estate Forum and the Ceremony to Honor the Leading Real Estate Brands in 2023 - 2024" was held in Hanoi.
Speaking at the event, Mr. Nguyen Manh Ha - Permanent Vice President of Vietnam Real Estate Association (VNRea) expressed the view that housing should be developed in the direction of rental, especially social housing.
Analyzing further, the expert said that the Party and State's viewpoint is to make sure everyone has a home, however, the psychology of the majority of Vietnamese people is to own their own home.
Meanwhile, it is advisable to develop in the direction of building for rent instead of buying and selling because it will be difficult to ensure demand due to the large income gap.
Taking an example from practice, the Chairman of VNRea said that in many developed countries, notably Germany, rental housing is the main type of housing in this country.
In other countries, increase the proportion of rental housing through Real Estate Investment Trusts (REITs). When investing in this channel, people's assets are still there, profits may be a little lower but safe and sustainable.
Mr. Nguyen Manh Ha - Permanent Vice President of VNRea said that we should develop a social housing rental model.
“The development of social housing should be in the direction of more rental housing, increasing the proportion to 30-40% will solve the housing problem. The State should encourage businesses and people to invest in rental housing. People still have a lot of money, but they only know how to deposit it in the bank while rental housing is also a potential channel and can solve the housing problem,” said Mr. Ha.
Sharing the same view, Dr. Vu Dinh Anh said that in Vietnam, social housing is being developed in a way that has the problem of not being designed with a rental mindset.
“For example, in Germany, they only support renting houses, not home buyers. I think it is necessary to regulate that social housing is 100% for rent, while we only allow 20% for rent,” Mr. Anh said.
As a National Assembly Delegate, Mr. Phan Duc Hieu - Standing Member of the National Assembly's Economic Committee, believes that the development of social housing should not be approached in the direction of "we should only", "we only do". According to Mr. Hieu, it should be approached in many ways and from many angles so that the final result is to support the people.
“I agree with the opinion of some experts that social housing should be rented out. However, in addition to renting, buying and selling should also be allowed so that those who can afford to buy can buy, and those who cannot afford to rent,” said Mr. Phan Duc Hieu.
Economist Vu Dinh Anh said that we need to pay attention to whether low-cost housing is available to the right buyers.
However, Dr. Vu Dinh Anh also added that how to distribute social housing to the right people to buy houses is another story.
The expert emphasized that if we do not research carefully and do not have clear statistics, we will easily encounter consequences such as not being able to sell to the right customers, those who cannot afford to buy, and if we let them buy, life will be more difficult because most of the income is used to pay off loans.
Particularly risky is selling houses to the wrong people. The expert confided that he was not surprised that people driving cars bought houses, because according to him, they have the money to buy social housing.
From the perspective of architectural planning, Architect Pham Thanh Tung - Chief of Office of the Vietnam Association of Architects said that people think that building social housing to save costs is to build low-rise buildings, even without basements to save costs, and sell at low prices, which is not correct.

"To build social housing and workers' housing, we should probably learn from those who run boarding houses. The location must be near factories, plants, and schools," Mr. Tung shared. Accordingly, Mr. Tung made 3 recommendations.
Firstly, social housing development must be led by the State and accompanied by enterprises.
Second, the model must be designed to be applicable everywhere, the house is the same, only the foundation is different, and it needs to be practical, complete, and convenient for workers and low-income people.
Third, in planning, it is necessary to attach social housing and workers' housing to public transport, which will solve many problems, helping them move conveniently between work and residence .
