According to Associate Professor, Dr. Nguyen Trong Phuc, former Director of the Institute of Party History, the Party and State are streamlining the payroll to make the State apparatus work more effectively and efficiently. This is a correct policy, supported and highly appreciated by public opinion and the people. However, this will also cause many redundant officials and workers.
“Therefore, in my opinion, there needs to be a policy to ensure the rights of redundant workers after streamlining and merging. To do this, we need to take into account each person’s time of contribution and specific job position to have a satisfactory level of support, not equalize. We streamline but must do it in a humane and transparent spirit to convince the people,” said Mr. Phuc.
Mr. Phuc also expressed his support for the locality's initiative to propose spending money to provide additional support for those who quit their jobs due to staff reduction. For example, Ho Chi Minh City plans to spend about 175 billion VND from the budget to provide additional support for those who quit due to staff reduction or redundancy when rearranging administrative units.
" That is a very good and necessary proposal that provinces and organizations need to refer to. I think we need to put it into the State's regime and set it into a scale, not emotionally. There must be unified direction from the Central agency to the locality and there must be careful, scientific and humane calculations ," Mr. Phuc emphasized.

Sharing the same view, economic expert, Associate Professor, Dr. Ngo Tri Long said that ensuring the rights of redundant workers after streamlining and merging is an important issue to protect workers and maintain social stability.
According to Mr. Long, there are many measures that can support cadres and workers after being laid off mid-career. For example, organizing vocational training courses or improving skills to help workers easily transition to new jobs. Or supporting job search, setting up job referral centers, cooperating with organizations and businesses to open up other opportunities for workers.
An indispensable measure is to provide timely financial support such as ensuring a reasonable level of subsidy based on their previous working time and salary; creating conditions for workers to quickly access unemployment insurance according to regulations. There should even be a special support package from the government and management organizations or the establishment of a specialized support fund to help workers," Mr. Long proposed.
According to Mr. Long, along with supporting workers, the Government should also have preferential tax policies for businesses that accept to recruit redundant workers after mergers. "These policies help protect the rights of workers, thereby making them maintain their trust in the Party and State's management system, actively contributing to sustainable social development," Mr. Long analyzed.
According to Dr. Nguyen Bich Lam, former General Director of the General Statistics Office, it is necessary to properly evaluate the contributions of workers in order to provide appropriate financial support, helping them feel worthy of their previous contributions.
“ This is a difficult story in terms of national and government finances, but there still needs to be financial support policies and appropriate salary policies so that officials and workers feel protected and their lives are guaranteed after they have to quit their jobs, ” said Dr. Nguyen Bich Lam.
“ Although the economy is difficult, we have good budget revenue. At the same time, saving on financial expenses and business expenses can help ensure the budget for streamlining the apparatus, ” Mr. Lam added optimistically.
Training for job changers and stayers
Mr. Lam also emphasized that we must evaluate correctly to avoid wasting brainpower for society. Those who are being streamlined must be worthy of being streamlined, do not let talented people, people who can do the job be streamlined. We must respect people with ability, qualifications, and knowledge.
According to Mr. Lam's expectation, the quality of staff after streamlining must be improved and succession must be ensured. Only then will the streamlining process be effective, making the apparatus operate more effectively.
" Avoid the situation where skilled people are laid off, leading to a reduction in both numbers and quality," he said.
Dr. Vo Tri Thanh also said that streamlining and merging is not a new phenomenon in our country. However, the special point in this period is that it is more urgent, drastic and stronger than other times. In this period, to minimize the negative effects, the best way to do it right away is to train both those who change jobs and those who stay. The second thing is to support the income of workers immediately so that they have time to arrange their new lives and jobs.
In addition, Mr. Thanh recommends that an equally important point when arranging the apparatus and labor is the criteria for determining and classifying. If not done well, many conflicts will arise and will be difficult to resolve satisfactorily.
Mr. Thanh mentioned 5 groups of subjects that need attention in the process of streamlining the payroll.
These are redundant cadres, workers and civil servants who are old or close to retirement age but do not meet the conditions and need to be guaranteed benefits such as early retirement or skills training so that they can work in other fields.
Currently, Ho Chi Minh City has proposed a subsidy of 3 months of current salary for each year of early retirement; an additional subsidy of 5 months of salary for the first 20 years of work, with compulsory social insurance; from the age of 21 onwards, each year of work with compulsory social insurance is subsidized with an additional half month of salary.
Second are short-term contract workers. This group of people often do not have long-term contracts and clear insurance benefits, so they need financial support or opportunities to work in other job positions.
The third group is the vulnerable in society such as pregnant women, women with young children, people with disabilities, and people in economic difficulties. This group of people needs to be given priority for special financial support and skills training support.
The fourth group is those who are working in remote areas, those who have dedicated themselves for many years in remote areas such as borders and islands, and need attention because resettlement or job conversion of this group of people often encounters many difficulties and great challenges.
The fifth group is those who are competent but not suitable for their current position. These are individuals with high professional competence but not suitable for the new organizational structure, need to be supported with retraining or introduced to other more suitable areas.
