In the first three years of the term (2020-2023), the Party Committees under the Quang Tri Provincial Party Committee organized seven direct training courses to update political theory knowledge for cadres and Party members at the grassroots level (target 5), with more than 1,200 students. In June 2024, the Provincial Party Committee's Propaganda Department piloted opening online training courses to update political theory knowledge for 250 cadres and Party members of the Provincial Party Committee of Agencies and Enterprises.
From the results of this pilot class, in September, the unit organized a second class for 900 cadres and party members from grassroots party organizations of district, town and city party committees in the area.
Requirements from practice
Over the past years, Quang Tri has suffered many negative impacts from toxic information spread on the internet and social networks. The authorities have intervened to detect, handle, and advise on handling many cases. Party committees, party organizations, and leaders have focused on dialogue with the people, businesses, cadres, and party members to promptly grasp their thoughts and aspirations to resolve outstanding and pressing issues.
The province has vigorously implemented the fight against hostile and erroneous views and bad and toxic information through nearly 2,000 community groups with common interests/fanpages on social networks. However, in the long term, the province hopes to build an information filtering mechanism so that each party member and each citizen can proactively fight against and refute bad and toxic information.
This is also a requirement for political theory training for cadres and party members, which must be done regularly to update new knowledge, with large numbers and guaranteed quality.
Quang Tri Provincial Party Committee currently has 49,820 party members, of which the number of cadres and party members at the grassroots level (subject 5) is more than 40,500 comrades. In the 2015-2020 term, more than 7,000 cadres and party members at the grassroots level were trained in political theory and updated with new knowledge (reaching a rate of 18%). Analysis shows that the reason for the low rate of cadres and party members at the grassroots level being trained in political theory is due to the opening of direct classes, students have to study in concentration, affecting their professional work.
The remote working area, the cost of travel and living expenses are also difficult for students. On the other hand, the province also lacks funds to organize classes... Based on these difficulties and limitations, the Provincial Party Committee's Propaganda Department is determined to create a breakthrough in the work of fostering political theory and updating new knowledge for cadres and party members working at the grassroots level.
Based on the system of disseminating, training and updating political theory knowledge for cadres and party members on the internet of the Central Propaganda Department. The Propaganda Department of Quang Tri Provincial Party Committee boldly proposed to pilot organizing theoretical training classes and updating new knowledge for cadres and party members of target 5 on the internet. There is an advantage, which is the result of digital transformation activities in the activities of the Provincial Party Committee.
In particular, the "digital ecosystem" of the propaganda sector is built on three pillars: digital skills, digital media and digital culture. Professional activities have been digitized. The system of resolutions, documents of the Party and Party history publications have been uploaded to the digital infrastructure. Quang Tri is also a locality with experience in orienting international propaganda, specifically coordinating with propaganda agencies of neighboring Laos through digital platforms.
With the support, assistance and professional advice from the Central Propaganda Department, the Propaganda Department of the Quang Tri Provincial Party Committee "outlined" a pilot model for organizing political theory training classes and updating new knowledge for target 5 on the internet. Five grassroots party organizations discussed and registered to participate in the pilot class, and agreed on the policy and content of organizing the class, the form of testing and evaluating, and grading students.
In June 2024, the standard set of documents for classes with the domain name http://quangtri.lyluanchinhtri.dcs.vn will be put into operation. The website is designed to be highly compatible with computers and smartphones. The system includes the main modules: Home page, knowledge-professional skills, materials-lectures, tests, research-exchange.
The website has a question bank and an exam bank to meet the learning, review and testing needs of students and helps the class organizers monitor the learning, review and testing progress of each student. The program content has 9 topics and 150 multiple choice questions that have been assessed by the professional agencies of the Central Propaganda Department.
Surveying some exam questions, we found that the content of the topics all mentioned key issues that were of public interest. For example, theoretical questions about the revolutionary and scientific nature of Marxism-Leninism, Ho Chi Minh's thoughts on class liberation, human liberation... or content that is very "close" to life and current events such as economic components in a market economy; the nature of the culture we are building; the leadership method of the Communist Party of Vietnam...
Head of the Department of Political Theory (Central Propaganda Department) Doan Van Bau added: During the process of Quang Tri Provincial Party Committee building this model, the specialized departments of the Central Propaganda Department closely coordinated, ensuring that the content of the topics closely followed theoretical and practical issues.

Effectiveness from breakthroughs
The Quang Tri Provincial Party Committee's Propaganda Department has compiled and studied feedback from grassroots party organizations that received the pilot model and trainees. Most of the feedback was positive. Secretary of the Provincial Party Committee of Agencies and Enterprises Do Thi Ly said: Since the beginning of the term (2020-2025) until now, despite great efforts, the Party Committee of the Block has only organized three classes for 728 comrades out of a total of 2,687 cadres and party members belonging to the Party Committee's target 5.
With the online learning and testing method, the Party Committee will complete theoretical training and update knowledge for all 1,959 cadres and party members in category 5 this year and save a lot of money.
The Organizing Committee of the course collected comments from 50 students from five grassroots party committees who participated in the pilot course. All students commented that this form of learning and testing created interest in receiving knowledge and gained more information compared to the previous form of political theory learning.
Student Nguyen Minh Quynh, Quang Tri Telecommunications Party Committee shared: "I find the content of the lectures systematic, scientific and close to reality. The concise and easy-to-understand language helps students absorb easily. The new topics all have forecast information close to current events, so they are quite attractive."
Other students highly appreciate the online learning format on the internet because it is convenient for students, they can study anytime, anywhere, very effectively. Many students have created zalo groups to exchange and discuss during the self-study process, creating a lively learning atmosphere. Students are supplemented with a lot of knowledge and useful information to meet work requirements. Units with students living far away have the advantage of organizing classes, reducing costs and not losing labor.
Deputy Director of the Department of Agriculture and Rural Development Nguyen Hong Phuong informed: The Party Committee has 44 students currently working in districts and towns, 5 students in the mountainous area of Dakrong district. Although quite far from the city, all students took the exam smoothly. Studying and taking the exam via the internet helps save costs, class organization and labor.
Head of the Provincial Party Committee's Propaganda Department Ho Dai Nam affirmed that the outstanding advantage of the model is that it helps students have more time to deeply study the content of the topics, the amount of knowledge acquired is higher and more comprehensive than in concentrated classes. The results of the test and evaluation are objective, fair and substantial. Saving costs for organizing classes brings benefits to both students and organizers.
This model also does not limit the number of participants. With this breakthrough solution, the Standing Committee of the Quang Tri Provincial Party Committee will achieve the set goal that during its term, all cadres and party members will be trained and updated on political theory knowledge at least once.
Comrade Nguyen Trong Nghia, Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda Department affirmed: The Department's leaders are very interested in and support the model of political theory training for cadres and party members on the internet of the Quang Tri Provincial Party Committee. In the coming time, the Central Propaganda Department will direct localities and units to replicate this model.
