Digital transformation is the driving force for development

According to the summary report on the socio-economic situation of Lao Cai, in recent years, the province has paid special attention to developing the information and communication sector, focusing on digital transformation. In the Resolution of the Lao Cai Provincial Party Congress, 7 key tasks and 2 breakthrough areas were selected, which are breakthroughs in infrastructure (including breakthroughs in information infrastructure, telecommunications, digital infrastructure) and breakthroughs in tourism development. The province has issued Project 08-DA/TU on developing information technology and communications in Lao Cai province for the period 2020 - 2025; Resolution 20-NQ/TU on digital transformation in Lao Cai province until 2025, with a vision to 2030.

In the field of information technology application and digital transformation, Lao Cai has established 1,556 community digital technology teams; with the digital border gate platform, it has invested in infrastructure and completed items serving the traffic flow at Kim Thanh International Road Border Gate No. II, connecting and sharing data with relevant agencies; the province's data connection and sharing platform (LGSP) has integrated 29 applications, connecting with the national information system and database; digital transformation in the fields of health, education, and tourism has also been implemented; e-commerce and cashless payments are increasingly developing. Many expectations from digital transformation

Lao Cai Provincial Party Secretary Dang Xuan Phong said that the fourth industrial revolution brings great opportunities for the development of the country in general and Lao Cai province in particular. The province considers digital transformation as a practical solution towards reforming and building a streamlined, effective and efficient state apparatus, following the trend of organizing in a multi-sectoral and multi-disciplinary direction. Digital transformation is a tool to promote decentralization and delegation of power, combined with strengthening inspection and supervision, clearly defining responsibilities between local authorities, between managers and workers. Digital transformation is associated with ensuring security, safety, synchronous connection of databases providing online public services, and reforming administrative procedures to develop the digital economy, digital society, and digital citizens in Lao Cai province. Thereby changing the quality of life and satisfaction of people in the province, raising the happiness index.

One of the areas that Lao Cai province has identified as a breakthrough to continue implementing in the 2025-2030 term and the following years is infrastructure development (including digital infrastructure); building e-government, smart border gates, smart cities, gradually transforming digitally, towards digital government, digital economy, green economy and digital society associated with promoting the strong development of the startup ecosystem. Strive to basically complete the digital transformation of agencies in the political system by 2030 to ensure unity, interconnectivity, synchronization...

However, the province is facing some difficulties in the process of implementing digital transformation such as lack of resources and human resources, unsynchronized technology infrastructure, limited public awareness, increasingly sophisticated and diverse cyber attacks, etc. This requires high determination to overcome.

The Provincial Party Secretary hopes that the Minister and experts will advise on solutions and directions for Lao Cai province to overcome difficulties, take advantage of opportunities, and accelerate digital transformation. At the same time, he emphasized a number of issues and requested the Ministry of Information and Communications to consider and support Lao Cai province, such as orienting comprehensive digital transformation of all three pillars of digital government, digital economy and digital society; identifying digital transformation solutions to implement development goals and directions: One dynamic axis, two development poles, three economic regions, four pillars of economic development; building smart border gates, smart cities; building an information system with integrated digital maps to share infrastructure data, business networks, update and apply AI technology to forecast and respond to natural disasters; training human resources in technology for the province, etc.

Creating breakthroughs from digital transformation

Deputy Minister of Information and Communications Pham Duc Long made some suggestions for Lao Cai to implement digital transformation, develop digital economy and digital society related to 7 basic components of the provincial digital transformation framework.

Regarding institutions, the Ministry of Information and Communications suggested that Lao Cai closely follow the Ministry's instructions, develop and promulgate the local digital transformation plan for 2025; prioritize the application of digital technology to bring local leadership and management activities to the digital environment, based on data; strongly deploy solutions to promote digital transformation of all three pillars of digital government, digital economy and digital society to improve the DTI index (Digital Transformation Index), paying special attention to limited indicators such as digital infrastructure, information security and digital economy.

Regarding digital infrastructure, it is recommended that Lao Cai province develop and approve a passive telecommunications infrastructure plan to ensure convenient and safe telecommunications infrastructure development and protect the landscape and environment; invest in fiber optic, mobile, data center, and IoT infrastructure; develop digital utility infrastructure and digital technology as services, focusing on platforms such as digital identification, digital authentication, digital payment and digital invoices, data integration and sharing, digital document authentication, digital signatures and digital signature certification, etc.

Solving the "millennium" problem through digital transformation

Speaking at the meeting, Minister Nguyen Manh Hung emphasized that the concerns of the Lao Cai Provincial Party Secretary are unsolved millennium problems. However, with digital transformation, the above problems will have solutions.

The first is the problem of sustainable poverty reduction. According to Minister Nguyen Manh Hung, Lao Cai province needs to mobilize the participation of businesses to join hands in solving this problem in addition to the support of the State.

According to the Minister, for businesses, after profits comes responsibility to society.

In order for farmers to escape poverty and get rich through digital transformation, Minister Nguyen Manh Hung said that Lao Cai can refer to some provinces that have implemented digital transformation applications in agriculture very well, such as Thai Nguyen (tracing the origin of each tea tree); each type of agricultural product needs to have its own brand, with clear traceability, combined with an e-commerce platform and a delivery system that can connect farmers with the market...

Regarding the problem of the gap between rural and urban areas, Minister Nguyen Manh Hung said that Lao Cai can solve it with digital technology. The Minister cited an example in the field of education, currently, good teachers do not stay in mountainous areas but will choose big cities. Many provinces have created policies and very high welfare mechanisms, even arranged housing, but few teachers are committed.

From there, the Minister said that to solve this problem, Lao Cai province can change its approach by creating virtual assistant teachers, teachers in the classroom have the task of managing, reminding, answering and clarifying. With this approach, according to Minister Nguyen Manh Hung, Lao Cai will have very qualified teachers.

Not only education, according to the Minister, other fields can apply digital transformation to narrow the gap between rural and urban areas.

Another problem that no country in the world has been able to solve is the current low quality of civil servants. According to the Minister, this is also a millennium problem that digital technology can solve. The Minister cited that there are currently about 200,000 documents in various fields, overloading civil servants. Many people are afraid of making mistakes, so they do not dare to implement them.

Therefore, building and applying virtual assistants to solve the above problem will make the procedure more convenient and easier. When the virtual assistant is put into operation, each civil servant will become more excellent and perform better and with absolute accuracy.

According to Minister Nguyen Manh Hung, to accelerate the digital transformation process, Lao Cai province needs to focus on investing in digital infrastructure. In particular, telecommunications infrastructure is particularly important and is considered a strategic infrastructure, along with transport infrastructure and electricity infrastructure.

Digital transformation is more of an institutional revolution than a technological revolution. Therefore, first of all, the information and communications industry needs to change the way it thinks and works.

Regarding how to do digital transformation, the Minister suggested starting with small things.
