Digital transformation is a breakthrough opportunity for young people

On the afternoon of September 14, the seminar “Enhancing digital capacity for youth” chaired by the Central Committee of the Ho Chi Minh Communist Youth Union took place at the National Assembly. This was the first event to kick off a series of activities within the framework of the 9th Global Conference of Young Parliamentarians.

Challenges from changing perceptions and habits

The seminar attracted the participation of 120 international delegates and more than 300 Vietnamese delegates.

Mr. Bui Quang Huy, First Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union, emphasized the importance of the digital transformation trend, its impact on the world, on each country and each individual, especially young people. Young people are not only the beneficiaries of the benefits of digital technology and digital transformation, but also have to proactively grasp, master and improve their capacity, based on that to create changes to make their own lives, the community and society better. The discussion is a place for young parliamentarians from all over the world and Vietnam to exchange information and experience on this issue to improve their understanding, skills, capacity, and prepare themselves to proactively grasp in the digital age.

Mr. Bui Quang Huy said: “In the past, people often said: Standing still means falling behind; but now if you go slower than others, you have fallen behind. Therefore, digital transformation is a challenge, but above all, it is an opportunity for young people to go faster, break through, create new values; contribute to the prosperity of the country in the near future”.

With the approval of the Politburo and the support of the member parliaments of the Inter-Parliamentary Union (IPU), the Vietnamese National Assembly hosted the 9th Global Conference of Young Parliamentarians from September 14-18, 2023 in Hanoi, Vietnam with the theme "The role of youth in promoting the implementation of the Sustainable Development Goals through digital transformation and innovation".

Sharing at the forum, Deputy Minister of Information and Communications Nguyen Huy Dung said: “The biggest challenge today in the story of developing digital capacity and digital skills is changing awareness. Young people have many concerns, of which digital capacity is one. To improve digital capacity, young people need to be aware of the role and importance of improving digital capacity, and at the same time change their habits.”

Deputy Minister Nguyen Huy Dung said: “In the digital age, we have a saying: Do what we are doing, only have what we have. To have digital capacity and digital skills, the biggest difficulty is changing awareness and habits. Therefore, we change the approach. Specifically, we deploy short-term online training courses, shortening the training time. With artificial intelligence, we change the way we learn digital skills, especially changing algorithm and programming skills.”

Vietnam has a new approach to digital transformation

At the seminar "Enhancing digital capacity for youth", Deputy Minister Nguyen Huy Dung presented Vietnam's model of community digital technology teams. This is a program implemented by the Ministry of Information and Communications in coordination with the Central Committee of the Ho Chi Minh Communist Youth Union. The core members of the community digital technology team are youth union members, representing digital technology teams in 63 provinces and cities. The community digital technology team goes to every alley, knocks on every door to guide each user: Online public services, online shopping, protecting themselves in cyberspace and some other specific skills depending on each region and locality. The Central Committee of the Ho Chi Minh Communist Youth Union has distributed documents guiding the community digital technology team. In 2022, the Ministry of Information and Communications will focus on training all community digital technology in 63/63 provinces and cities with 350,000 members participating. Organize training for community digital technology teams on an online platform. From there, this group guides people to use digital technology naturally and simply. In 2023, Vietnam continues to promote and honor community digital technology groups. This is the basis for promoting digital technology in Vietnam.

According to the Secretary General of the Inter-Parliamentary Union (IPU) Martin Chungong, the seminar is a useful first step, the content of the seminar and the discussions at the Conference in the coming days are complementary to each other. Young people around the world have demonstrated their ability in innovation and entrepreneurship, as evidenced by multi-million dollar corporations and technology companies, such as Facebook and Twitter, which are led by many bosses from a very young age. Therefore, it is necessary to take advantage of this ability and dynamism of the young generation. Involving young people in policy making and making changes is not only a choice but a necessary need in the future.

The IPU is developing new strategies for the 2022-2026 period, placing digital transformation at the heart of the strategy. Currently, the Inter-Parliamentary Union as well as national parliaments clearly recognize the role of digital transformation, as well as the challenges that require maintaining the momentum of digital transformation.

Therefore, motivating and empowering young people is one of the most important tasks. With outstanding digital capabilities, young people can contribute to digital transformation not only for society but also for parliaments. The dynamism and innovation of Vietnamese youth today have been contributing to the development of the country, leading in the field of digital transformation.

Secretary-General Martin Chungong hopes that in the coming days, the IPU will be able to share useful information at the 9th Global Meeting of Young Parliamentarians. From there, challenges can be identified and effective solutions can be formulated.

Representatives of young people from businesses, universities and youth organizations in Vietnam and countries such as Rwanda, Romania, etc. had a lively and active exchange with speakers from the Ministry of Information and Communications, the Ministry of Planning and Investment, UNESCO, the Ho Chi Minh Communist Youth Union, and Viettel Group about the role and importance of digital skills, ways to improve digital capacity for young people, successes and challenges, problems of their units or countries, or problems that young people are facing with global challenges.

At the end of the discussion, in approaching, enhancing and improving digital capacity for young people, delegates all agreed that young people, Vietnamese and global youth, are currently standing at the threshold of great opportunities. Young people need to invest in digital capacity values ​​for themselves to develop steadily in the upcoming digital age. The greatest asset of young people is not being afraid of failure, so let's take action. The mission of young people is to pioneer in digital transformation, so cultivating digital capacity not only helps each individual young person but also contributes to the community, the country and the world.
