Speaking at the conference, Minister of Health Dao Hong Lan affirmed the inevitable trend of digital transformation in all fields, which is a mandatory requirement for countries that want to enhance economic development, improve the quality of life, promote social progress and prosperity. Healthcare is one of the eight priority areas for digital transformation. This is the driving force for the development of the healthcare sector to serve the development of the socio-economy in general.
Minister Dao Hong Lan stated that in digital transformation, the issue of moving from awareness to action is very important, deciding the priority of resources, people and implementation organization. The Ministry of Health identified that promoting digital transformation is a major policy, an inevitable direction and responds to the current situation. The goal by 2030, digital transformation will create conditions for people to access timely and effective health services. At the same time, digital transformation will serve the management and operation of the Ministry of Health to be clear, transparent, meet the needs quickly and in accordance with socio-economic conditions.
The Minister of Health reviewed the digital transformation results that the health sector has achieved in recent times, which have contributed to many innovations in the health sector such as: Helping to reduce health care costs for people and businesses; reducing travel time costs; managing records, examinations, tests and treatments through electronic medical records... However, to meet the practical requirements of the Government on the implementation of Project 06 on digital transformation of health, the results achieved by the health sector are still limited.
The reasons are due to the legal basis for promoting digital transformation and innovation that is not suitable; The infrastructure in applying information technology is not commensurate with the volume of data managed by the health sector; The technology platform for digital transformation in health is still fragmented and not connected; The problem of ensuring network security and major orientations in information technology, the Minister of Health pointed out.
To implement digital transformation in healthcare, in the near future, the Ministry of Health will develop national digital data to create a foundation for the implementation of digital government, ensure the provision of digital data for online public services, seamless data sharing between state agencies, provide open data sets with high quality and exploitation value according to the provisions of law to implement digital government, digital economy, digital society. At the same time, the Ministry will also develop and approve the dossier to propose the level of information system security and implement plans to ensure information security and network security according to the provisions of law; create a digital data warehouse for the health sector to meet the requirements for connection, sharing of information resources and data, etc.
In addition, the Ministry of Health also directed the implementation of technical solutions and plans to develop local digital health infrastructure; build specialized database systems (medical examination and treatment, preventive medicine, human resources, medical equipment, pharmaceuticals) in accordance with the direction of decentralization of management from the central to local levels for development. Units complete the national health database, apply digital technologies to effectively exploit data to serve digital health transformation on the basis of taking people as the center, taking the Electronic Health Record platform as the core to focus on digitizing people's health data. At the same time, units focus on implementing synchronous solutions to ensure information security and network security.
