The Youth Union of the Department of Construction propagates and guides organizations and individuals on how to use online public services and digital payments.
100% digital records
The State has paid special attention to developing the digital transformation of the construction industry. Along with that, in order to effectively implement the digital transformation of the construction industry, the Department of Construction has selected a number of key tasks in 2024 to implement. Accordingly, the Department has developed a plan and set specific goals: 90% of online public services generating records; 70% of administrative records processed online; 100% of digitalized records and results of handling administrative procedures; 88% of work records processed online; 80% of cadres, civil servants and public employees trained, fostered and popularized in basic digital skills.
With the above plan and goals, the Department assigns departments and offices to coordinate with the Youth Union to propagate and guide organizations and individuals on how to use online public services and digital payments. In addition, the dissemination and raising of awareness about digital transformation is also promoted on the Department's website, in activities after the flag-raising ceremony at the beginning of the week and other digital platforms. At the same time, the Department coordinates with ministries and branches in implementing the construction of national databases and specialized databases to ensure synchronization, efficiency, and avoid duplication on a national scale; focus on building and perfecting shared databases, specialized databases and speeding up the progress of putting data into the Provincial Shared Data Warehouse according to Decision No. 7361/QD-UBND, dated August 11, 2023 of the Provincial People's Committee promulgating the List of shared databases of Long An province.
The Department of Construction deploys the provision of open data to serve people and businesses, promoting innovation based on data according to Decision No. 7360/QD-UBND, dated August 11, 2023 of the Provincial People's Committee on promulgating the Open Data Catalog and the Open Data Provision Plan in Long An province on the province's Open Data Warehouse, posting industry data on the Department's electronic information page. The Department connects and effectively shares data between the Ministry of Construction and the province through the national data integration and sharing platform (NDXP); continues to implement Plan No. 800/KH-UBND, dated March 16, 2022 of the Provincial People's Committee to implement the Project on developing data applications on population, identification and electronic authentication to serve national digital transformation in the period of 2022-2025, with a vision to 2030, focusing on cleaning up related databases; Collect and compile specialized construction data to serve as a basis for building digital data to serve management, policy planning, and direction for the province and the Ministry of Construction according to Directive No. 02/CT-BXD, dated April 6, 2022 of the Ministry of Construction on promoting digital transformation in the construction industry.
At the same time, the Department of Construction uses national digital platforms that have been announced and deployed such as the electronic identification and authentication platform, the mass open online learning platform - MOOCS; the platform for surveying and collecting people's opinions; uses the provincial platforms that have been officially put into operation, focusing on the Smart Urban Platform through the exploitation of the Long An Digital Citizen application and the Long An IOC application.
Administrative reform to serve people and businesses
The reception, transfer and settlement of administrative procedure records are all carried out online, with 100% of records being settled on time.
Director of the Department of Construction - Nguyen Van Hung affirmed that the administrative reform (AR) work continues to be identified by the Department as a key task and many documents are issued to direct departments, offices, and affiliated units to implement at their agencies and affiliated units. From there, the affiliated units proactively issue annual plans and deploy and implement them with quality and on schedule.
Administrative reform work is basically favorable, legal documents are issued in accordance with prescribed procedures, are strictly controlled, ensuring consistency, synchronization, and feasibility throughout the province, bringing practical efficiency, aiming at service quality, meeting the requirements of people and businesses.
Accordingly, in 2024, the Department issued and implemented Plan No. 277/KH-SXD, dated January 23, 2024, to deploy administrative procedure control activities; implement the "one-stop" and "one-stop" mechanisms in handling administrative procedures in the construction sector in 2024.
The Department of Staff of the Provincial People's Committee announced many administrative procedures related to state management of construction in the province. The Department arranged 1 civil servant with a university degree in Construction who meets the job requirements, has a standard style and language to serve the "one-stop" department at the Provincial Public Administration Service Center. The reception, circulation and settlement of administrative procedure records are all carried out online. Records resolved on time reached 100%. To date, 100% of the results of handling administrative procedures have been digitized.
In early 2024, the Department issued Plan No. 271/KH-SXD, dated January 23, 2024, to inspect, review, and systematize legal documents of the Construction sector in 2024; Official Dispatch No. 234/SXD-VP, dated January 18, 2024, on reviewing and systematizing legal documents for the 2019-2023 period in the Construction sector in the province; Official Dispatch No. 1490/SXD-VP, dated April 24, 2024, on strengthening the review and handling of legal documents after reviewing and systematizing legal documents for the 2019-2023 period in the province. Thereby, 33 documents were reviewed and 2 documents were found to be no longer suitable and proposed draft documents to replace them.
The Department also reviews and shortens the time to resolve administrative procedures related to the construction sector in order to build an open, transparent, and attractive investment and business environment and create favorable conditions for organizations and individuals to participate in investment and business.
Also according to Mr. Nguyen Van Hung, after the Provincial People's Committee announced the results of DDCI and the preliminary review of PCI and PGI in 2023 of the province, the Department of Construction continued to deploy and effectively implement the tasks set out in the 2024 Administrative Reform Implementation Plan of the province. In particular, the Department strengthened the role and responsibility of the head in directing the implementation of administrative reform, identifying the task of administrative reform as a key task, ensuring comprehensiveness, synchronization and smoothness. Thereby, enhancing the sense of responsibility, discipline, administrative discipline and public ethics of cadres, civil servants and public employees in performing public duties; linking the results of administrative reform implementation with the assessment and classification of the level of task completion of cadres, civil servants and public employees and considering annual emulation and rewards.
The arrangement and assignment of staff, civil servants and public employees according to job positions with appropriate professional qualifications; strengthening the work of educating political ideology, ethics, style and skills in performing public duties; implementing methods to measure the satisfaction of organizations and citizens in performing administrative procedures;... are also carried out regularly and periodically by the Department./.
