In recent years, the Hai Phong Education sector has proactively promoted the application of IT and carried out digital transformation to improve the quality of teaching, learning and management.
Digital transformation strongly promotes the Education sector
On June 3, 2020, the Prime Minister issued Decision 749/QD-TTg approving the "National Digital Transformation Program to 2025, with a vision to 2030".
Accordingly, Education is one of the eight sectors and fields that need to be prioritized for digital transformation first, because education is a field that has a direct and daily social impact on people. Successful digital transformation of education will help change people's awareness in the fastest way, bringing efficiency and cost savings to many activities in social life, while at the same time, creating motivation for digital transformation for other sectors.

Implementing the National Digital Transformation Program, the City People's Committee issued Plan No. 227/KH-UBND on "Digital transformation of Hai Phong city to 2025, with a vision to 2030", setting the goal of being in the top 15 provinces and cities nationwide in terms of Digital Government development index.
With the basic goal by 2025, the task of developing Digital Government, improving the effectiveness and efficiency of operations to reach 80% of level 4 online public services, provided on various access devices, including mobile devices; 90% of work records at the city level, 80% of work records at the district level and 60% of work records at the commune level are processed in the network environment; 100% of periodic reports and statistical reports on socio -economics serving the direction and administration of the City People's Committee and the Chairman of the City People's Committee are carried out through the City's Reporting Information System; 50% of inspection activities of state management agencies are carried out through the digital environment and information systems of the management agencies.
And by 2030, 100% of level 4 online public services will be provided on various access devices, including mobile devices; 100% of work records at the city level, 90% of work records at the district level and 70% of work records at the commune level will be processed online; a data platform and infrastructure for connecting the Internet of Things (IoT) will be formed, connecting and sharing widely among state agencies, reducing 30% of administrative procedures; opening data to organizations and businesses, increasing 30% of innovative services based on data to serve people and businesses; 70% of inspection activities of state management agencies will be carried out through the digital environment and information systems of the management agencies.
Joining the national digital transformation, the Department of Education and Training of Hai Phong issued Decision No. 118/QD-SGDĐT on consolidating and renaming the Steering Committee for building e-Government of the Education and Training sector of Hai Phong city; Plan No. 39/QD-SGDĐT on promulgating the Operation Plan of the Steering Committee for digital transformation of the Education and Training sector of the city; Official Dispatch No. 2518/SGDĐT-VP dated September 15, 2023 on instructions for implementing the tasks of applying IT, digital transformation and educational statistics for the 2023-2024 school year.
In the digital transformation program for the period 2021-2025 with a vision to 2030, the Hai Phong Education sector has proposed 6 groups of solutions to effectively implement the goal by 2025: 100% of educational units and institutions apply IT in management and administration in sync with the sector's data system; 100% of educational units and institutions are connected to broadband lines with enough bandwidth to effectively deploy online applications on the internet environment; complete the construction of a digital library portal and online teaching and learning system for general schools in the city...
Along with that, focus on digital transformation in education management, complete the electronic office system, public service portal and electronic "one-stop" system, carry out online administrative procedures at the entire level; at the same time, build a digital data ecosystem for the education and training sector, ensure connection of smart urban systems, and put the education sector at the forefront of the city's digital transformation.
Step by step overcoming difficulties on the digital transformation journey
The digital transformation process in Education brings many huge benefits. However, the Hai Phong Education sector also faces a number of challenges such as lack of technical infrastructure and internet, difficulties in training digital capacity for teachers, accepting change, differentiated access to technology, differences in teachers' knowledge, and initial investment costs.
Mr. Tran Tien Chinh, Chief of Office of the Department of Education and Training, said: There are 3 factors that determine the success of digital transformation in the education and training sector: facilities, equipment, implementation costs and human resources.
On the other hand, managing students through virtual classrooms still has many difficulties and shortcomings, requiring close coordination with parents; some schools lack online teaching equipment, some students in difficult circumstances do not have equipment for online learning; at the same time, maintaining online teaching management software requires a large amount of funding...
Sharing about the difficulties on the path of digital transformation, the leader of the Department of Education and Training of Thuy Nguyen district added: facilities, network infrastructure, equipment such as computers, printers, transmission lines, internet services in most schools are still lacking, old, outdated, and not synchronized due to long-term installation, lack of investment and replacement funds. Many facilities still lack personnel to take on the role of administrators, the team of older teachers has weak IT skills, and is not actively self-studying and improving. Along with that, there is a lack of a common data axis for the entire industry to be able to manage and use synchronously and conveniently.
Faced with the above difficulties, the city's education sector has gradually overcome them with specific solutions such as: continuing to promote the application of digital technology and digital platforms to innovate teaching content and methods (electronic lectures, smart digital learning materials, helping to combine classroom learning and online learning, virtual reality), deploying applications on smart devices (apps) for parents and students to provide information and participate in school services.
At the same time, promote research, innovation, and testing of digital technologies in education, organize connections, and seek support from organizations and businesses to deploy digital education applications and platforms.

Along with that, improving the capacity of IT application for teachers and managers through regular training courses; cooperating and training digital transformation staff on digital technologies applied in education and training including educational IT standards, digital technologies on big data, mobile... as the core in digital transformation of education.
Up to now, the Department of Education and Training has determined that digital transformation has been, is and will be a mandatory requirement for educational institutions to implement to ensure progress plans, training quality, and ensure all activities in organization and management towards sustainable development.
