Mr. Truong The Hung, Director of Tuyen Quang Provincial Tax Department, said: The Provincial Tax Department has closely followed the direction of the Government, the Ministry of Finance, the General Department of Taxation and the province to promote the implementation of solutions to review and standardize personal tax code data. The Department established a Steering Committee, an implementation team, and a plan to review and standardize the implementation down to the units under and directly under the Tax Department. Along with that, the Tax sector has promoted propaganda and guidance for individual taxpayers to update and change accurate tax registration information, facilitating the review and standardization of personal tax code data, ensuring speed and convenience.

Tuyen Quang Provincial Tax Department said that in the initial implementation at the units, there were many difficulties in collecting taxpayer information such as: citizen identification, address, date/month/year of birth, etc. Thereby, the Steering Committee and the implementation team studied the actual situation in the area with a large amount of work, limited time, if the tax authority looked up and collected data by itself, it would take a lot of time and effort but the efficiency was not high. Therefore, the Tax Department advised the Provincial People's Committee to direct the branches, district and city People's Committees and the police agency to coordinate in reviewing and standardizing personal tax code data to implement the national digital transformation project.
Thanks to the effective coordination between the two sides, the tax teams directly coordinate with the police of wards, communes and towns to be provided with information on citizen identification and identification codes to serve the standardization of personal tax code data of taxpayers. Continuous working hours, including holidays, Saturdays and Sundays, ensure that when the police coordinate to provide data, the tax authority has staff to work.
Impressive results
With the drastic participation of the provincial Tax sector, Tuyen Quang Provincial Tax Department is currently one of the units with high review results in the whole sector. By mid-August 2024, the total number of tax codes with personal information matching the national population database reached nearly 62,000 tax codes. Tuyen Quang ranked 2nd out of 64 Tax Departments nationwide in terms of the rate of tax codes with personal information matching the national population database; ranked 6th out of 64 Tax Departments in terms of the rate of reviewed tax codes.
Ms. Do Thi Kim Thanh, Head of Taxpayer Support Department, Tuyen Quang Provincial Tax Department, said: Through the process of reviewing and standardizing personal tax code data, the tax authority discovered many cases where an individual (one identification number) corresponds to multiple tax codes. The reason is that the individual does not understand the regulations on tax registration or due to confusion, the individual has been granted a tax code before, but when changing information from the ID card or Birth certificate (for dependents) to the citizen identification card, the individual or the organization paying the income does not register the change of information but follows the initial registration procedure. This leads to the individual being granted another tax code if the information on the identification number is different from the identification number that was previously granted a tax code. After the conversion, the identification number will consolidate the individual's tax obligations, then there will no longer be a situation where an individual has multiple tax codes.

According to the Provincial Tax Department, if in the past each person was given an identity card or citizen identification number, then was given a tax code, social insurance code, health insurance card number... then they had to remember a lot of information and declare this information to different state management agencies.

Meanwhile, state agencies carry out independent management and there is no connection or exchange of information between sectors and fields. Therefore, the General Department of Taxation believes that when using a unified citizen identification number as a tax code, it can handle administrative procedures with tax agencies and other state agencies.
State management agencies can exchange information on management by sector and field with citizens to enhance the effectiveness of tax management in particular and state management in general. Thanks to that, people save a lot of time, costs, reduce many procedures, reduce personal documents when performing public administrative transactions; at the same time, state management agencies also save time in management, arranging appropriate human resources for each job position.
Mr. Do Ngoc Tung, Kim Phu commune (Tuyen Quang city) said that the conversion of tax codes to personal identification codes has created many conveniences for people. "Since the conversion, every time I do land procedures, I only need to read my citizen identification number to do administrative procedures from paying taxes to submitting documents."
Ms. Nguyen Thi Thu Huong, Hung Thanh Ward (Tuyen Quang City) said: Recently, I went to the tax office to register my mother-in-law as a dependent to get a deduction when calculating personal income tax. During the process of guiding me to complete the application, realizing that my mother-in-law had not registered a personal tax code, the tax officer guided and registered the tax code according to the personal identification number to ensure synchronization of tax data with the national population database.
Standardizing tax code data with personal identification codes is important and brings many benefits to taxpayers. Information authenticated from the National Population Database is original data assigned by the Government to the Ministry of Public Security for management, so it cannot be falsified, ensuring accuracy and uniqueness. Therefore, when citizens conduct electronic transactions, it will be convenient, fast and safe, creating transparency, contributing greatly to the fight, prevention, and reduction of fraud and scams in cyberspace, and is the basis for digital transformation, serving socio-economic development and national digital transformation.
