Regarding the staffing of local authorities at the commune level (commune, ward, special zone), the Government Steering Committee requested to transfer 100% of the existing district-level staffing to arrange commune-level staffing.
"In which, the current leadership and management staff of the district-level political system will be arranged as the core at the new commune-level units; it is possible to increase provincial-level cadres, civil servants and public employees to the commune level," the document stated.
The Government Steering Committee requested that in the immediate future, the current number of staff and civil servants at district and commune levels be maintained to arrange work at the commune level and to review and streamline staff in conjunction with restructuring and improving the quality of the team to meet task requirements, ensuring that within a period of 5 years, they will basically comply with regulations.
The Government Steering Committee estimates that the average staffing level of each commune is about 32 staff (excluding party and mass organizations).
Regarding the staffing of public service units, according to the guidance of the ministry managing the sector or field, localities are responsible for arranging the staffing quota for civil servants receiving salaries from the budget within the total staffing assigned by competent authorities.
The Government Steering Committee requested to end the current non-professional activists at the commune level from August 1.
Assign local authorities to consider and possibly arrange and assign non-professional workers at the commune level to meet task requirements to participate in work in villages and residential groups and implement policies and regimes for cases where work is not arranged according to regulations.
