Previously, the family of Ms. Vi Thi Nguyen, Phieng Et village, Dong Quan commune was a poor household, lacking capital to develop production. In 2019, with the guidance of the head of the village savings and loan group (TK&VV) as well as the staff of the district Social Policy Bank Transaction Office, her family applied for a loan of 50 million VND from the poor household loan program to invest in planting and caring for pine trees. Ms. Nguyen shared: Thanks to the capital, my family bought fertilizer, hired people to clear some areas of pine forest that were about to be exploited, and at the same time planted a part of the pine trees. During the process of using the capital, I also actively participated in training courses on science and technology transfer organized by the commune, thanks to which, my family's pine forest has developed well. From 2022 to now, some pine areas have been exploited, bringing my family an income of 90 million VND/year. Currently, my family has risen out of poverty, and our lives have gradually improved.
Not only Mrs. Nguyen's family, currently, in Dong Quan commune, there are nearly 200 poor households borrowing capital from the preferential loan program for poor households of the District Social Policy Bank Transaction Office with a total outstanding debt of over 13.4 billion VND; this is the commune with the largest outstanding debt of the program in the district. Mr. Au Van Hung, Chairman of Dong Quan Commune People's Committee, said: In recent years, the capital source of the loan program for poor households in the commune has been effective, helping households borrow capital to invest in planting pine, acacia, and eucalyptus forests. Thereby, contributing to the effective implementation of the commune's poverty reduction work. By the end of 2023, the commune's poverty rate will be 10.31%, down 4.12% compared to 2022.
Together with Dong Quan commune, up to now, the Transaction Office of the People's Credit Fund of Loc Binh district has provided loans for the poor household loan program with a total outstanding loan balance of VND 116.6 billion to over 1,500 households. This is the district with the largest outstanding loan balance for the poor household program in the province.
Ms. Be Thi Vien, Zone 3, Khon Tong, Na Duong town shared: My family used to be a poor household. In 2015, I boldly borrowed 50 million VND from the District Social Policy Bank Transaction Office to invest in building a goat farm and growing grapefruit. Thanks to the capital, my family was able to plant over 400 grapefruit trees, maintaining a herd of about 25-30 goats per litter (2 litters per year). By 2019, my family had escaped poverty and paid off all debt to the bank. In 2021, I continued to borrow 100 million VND to expand the livestock farm as well as take care of grapefruit trees. Since then, my family has had a stable income of over 200 million VND per year.
Mr. Trieu Viet Quy, Deputy Director of the District Social Policy Bank Transaction Office, said: In order for the preferential loan program for poor households to be effective, in recent years, the Transaction Office has closely coordinated with socio-political organizations that have been entrusted to actively promote the purpose and significance of the capital program to poor households. Every year, the unit also coordinates with the People's Committees of communes to proactively make a list of poor households in need of loans, on that basis, the bank disburses capital quickly, promptly, and to the right subjects. In particular, the unit coordinates with the People's Committees of communes, towns, and relevant agencies to promote the integration of the effectiveness of social policy credit with models, programs, and projects for socio-economic development of the district; agricultural, forestry, and product consumption promotion programs, and to build and replicate typical production and business models.
In addition, the Transaction Office also assigned credit officers to closely coordinate with the Party Committee, the commune and town authorities, the entrusted organizations and the Savings and Credit Groups to grasp the loan needs as well as the circumstances of each poor household to guide and orient households to use capital appropriately and effectively. During the implementation of the program, thanks to the close coordination between the VBSP and the local authorities, as well as the organizations, unions and Savings and Credit Groups, all borrowers used capital for the right purpose and effectively. Accordingly, from 2014 to present, the capital source of the lending program for the poor has helped over 6,200 households escape poverty.
Mr. Phan Anh Thang, Deputy Director of the Provincial Branch of the Social Policy Bank, assessed: Over the years, the Social Policy Bank Transaction Office of Loc Binh District has always effectively implemented the Government's preferential loan programs, thanks to which, the unit is always in the top transaction offices with high outstanding loans in the province. In particular, this is the district with the highest outstanding loans for poor households and the largest number of poor households receiving loans in the province, thereby creating conditions for poor households to borrow capital to develop the economy, gradually escape poverty, and become rich legitimately on their homeland.
From the above results, it can be affirmed that the capital source of the loan program for poor households has made an important contribution to the economic restructuring and poverty reduction work of the district. By the end of 2023, the poverty rate of the district will be 7%, an average decrease of over 3% per year.
