Since early March 2025, the movement to eliminate temporary and dilapidated houses has spread strongly across the country. This is not only a political task but also a meaningful gift that the Party and State send to the poor, the meritorious, and ethnic minorities, so that they can truly have a place to live and have confidence in a bright future.

On the afternoon of March 10, speaking at the 3rd meeting of the Central Steering Committee to implement the elimination of temporary and dilapidated houses nationwide, Prime Minister Pham Minh Chinh, Head of the Steering Committee, emphasized that 2025 is a year with many major holidays, important anniversaries, and important events. Therefore, the Party and State want to have a meaningful "gift" for the people, especially the poor, the disadvantaged, people in remote areas, and ethnic minorities.
At the meeting, the Prime Minister decided to allocate VND509.7 billion from the 5% savings of the central budget for 2024 to 7 localities and transfer VND1,022.1 billion from unused funds of 28 provinces to 16 localities lacking capital. In addition, nearly VND1,000 billion from 8 other localities was also reallocated to 15 localities to support the elimination of temporary and dilapidated houses for poor and near-poor households.

According to statistics from the Ministry of Ethnic Minorities and Religions, 54 localities nationwide have approved the need for temporary and dilapidated houses to be removed in the area to serve as a basis for organizing support implementation. This number has increased by 6 localities compared to the previous updated report, including: Ninh Binh, Ha Tinh, Ben Tre, An Giang, Quang Tri and Binh Duong.
Of which, Binh Duong province has approved the need to eliminate temporary and dilapidated houses, including 455 units. Binh Duong province strives to complete 50% of the need by April 30, 2025; and to complete the elimination of temporary and dilapidated houses by June 30, 2025. Ninh Binh province has approved the need to eliminate temporary and dilapidated houses, including 1,216 units.
Ha Tinh province has also approved the need to eliminate 1,374 temporary and dilapidated houses. An Giang province has approved the need to eliminate 3,156 temporary and dilapidated houses. Quang Tri province has approved the need to eliminate 7,663 temporary and dilapidated houses. Ben Tre province has approved the need to eliminate 2,101 houses.
Ninh Binh, Ha Tinh, An Giang, and Quang Tri provinces are all striving to complete the elimination of temporary and dilapidated houses in the third quarter of this year. Ben Tre province is striving to complete the plan by December 31, 2025.
To date, 61 localities have issued plans to eliminate temporary and dilapidated houses. Hanoi and Hai Phong are the only two cities that have not made plans because there are no more temporary houses in the area.
Some localities have achieved encouraging results, such as Bac Ninh completing the program on the occasion of the 95th anniversary of the Party's founding. There are 14 localities determined to complete in the second quarter of 2025, 22 localities are expected to complete in the third quarter of 2025, aiming for the goal of basically eliminating temporary and dilapidated houses nationwide by October 31, 2025.
In Nghe An, despite facing many difficulties, 8/20 districts, cities and towns have completed the program. Thai Binh province is also focusing on and making efforts to build and repair houses for poor, near-poor and disadvantaged households. As of March 13, Thai Binh province has started building and repairing 1,088 houses for poor and near-poor households.
In the spirit of “whoever has something to help,” many provinces and cities have strongly mobilized contributions from organizations, businesses and the community. After the launching ceremony of “Joining hands to eliminate temporary and dilapidated houses,” Lang Son received more than 176.7 billion VND from philanthropists, of which 28 organizations and businesses donated from 1 to 50 billion VND; Vietnam Posts and Telecommunications Group (VNPT) alone donated 50 billion VND.
