On the afternoon of April 16, in Hanoi, General Secretary To Lam and Prime Minister Pham Minh Chinh attended the opening ceremony of the Partnership for Green Growth and the Global Goals 2030 (P4G) Vietnam Summit 2025 with the theme "Sustainable green transformation, people-centered".

Also attending the opening ceremony were Lao Prime Minister Sonexay Siphandone, Ethiopian Prime Minister Abiy Ahmed Ali, Cambodian Deputy Prime Minister Neth Savoeun, UN Deputy Secretary-General Amina J. Mohammed; Chief of the Party Central Committee Office Le Hoai Trung, Head of the Central Committee's Policy and Strategy Committee Tran Luu Quang, Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son; along with many ministers, ambassadors of countries, leaders of international organizations, scholars, experts, and businesses around the world.
After Prime Minister Pham Minh Chinh delivered the opening speech and General Secretary To Lam delivered a policy message, the Conference heard speeches by the Prime Minister of Ethiopia, the Prime Minister of Laos, the Deputy Secretary-General of the United Nations, and President of the World Resources Institute Ani Dasgupta.

According to the Prime Minister, since its first event in Copenhagen (Denmark) in 2018, the P4G Summit has demonstrated the far-reaching influence of a world-leading forum for promoting public-private cooperation, connecting governments, businesses and social organizations to jointly develop breakthrough solutions and policies on green growth, contributing to the implementation of the United Nations Sustainable Development Goals by 2030.
In the context that the world continues to face unprecedented challenges of natural disasters, climate change, epidemics, environmental pollution, resource depletion, population aging, etc., green transformation and sustainable development are inevitable trends, top priorities and strategic choices of countries and peoples around the world.
The Prime Minister stated that the theme of "Sustainable green transformation, taking people as the center" of this Conference reflects the aspiration of all of us towards a bright, green, clean and beautiful world with the viewpoint emphasizing the human factor as the center, the subject, the goal, the driving force and the resource for development, for the greening process and sustainable development on our beautiful green planet.

The Head of the Vietnamese Government stated: Facing difficulties and challenges is also an opportunity for us to develop together, overcome adversity, for the sustainable development of nations and peoples, for the happiness of all people in the world. The green transformation journey of humanity in the past time has not been easy, there have been successes and failures, but it has left valuable and important lessons, which are valuable provisions to guide us into a new stage of development, greener, more inclusive, more sustainable worldwide.

That is, ensuring a comprehensive, global, inclusive approach for all people, "leaving no one behind", especially disadvantaged and vulnerable groups in the green transition process. "A green economy needs green businesses. A green society needs green citizens. A green world needs green countries. Participating in, contributing to and enjoying the fruits of the green transition process is both the responsibility and the right of all countries and peoples in the spirit of "working together, winning together, enjoying together and developing together", the Prime Minister said.
The Prime Minister also emphasized that science and technology, innovation, and digital transformation play a key role; the market plays a leading role; and social awareness plays a fundamental role in promoting green transformation. This has been clearly demonstrated and is a fundamental factor leading to success in many countries. The Prime Minister gave an example of the renewable energy sector only developing explosively when all the following factors converge: Technology can promote its potential, creating products of real value; market relations are firmly consolidated, businesses maintain profits; and awareness of people and consumers is raised in each country and around the world.

Along with that, the Prime Minister emphasized the need to uphold the principles of equality, fairness, and responsibility in green transformation. This is a process that requires steadfastness in goals, but proactiveness and flexibility in methods and roadmaps, taking into account different conditions and capacities of countries. The success of a country in green transformation does not belong to that country alone but to the whole world, and is a common asset of all humanity.
The Prime Minister said that for Vietnam, along with digital transformation, green transformation is an inevitable objective requirement, a key factor and a breakthrough driving force to promote rapid, green growth and sustainable development, realizing the strategic goal of becoming a developing country with modern industry and high middle income by 2030 and a developed country with high income by 2045, while contributing to gradually realizing the commitments at COP26 on bringing net emissions to "0" by 2050.
From practical experience with initial positive results, especially in renewable energy, green agricultural development, participation in multilateral mechanisms and initiatives on green transformation, as the host country of the 4th P4G Summit, to promote the green transformation process, focusing on people, the Prime Minister said that Vietnam has 3 proposals for delegates to discuss, analyze, evaluate and agree on approaches, solutions and cooperation frameworks in the coming time.

Firstly, promote the improvement of green thinking, focusing on developing science and technology, innovation, digital transformation associated with green growth; identify green resources originating from green thinking, green growth drivers originating from green transformation and green power originating from green awareness of people and businesses in countries, regions and globally.
Second, building a responsible green community. In which, the Government plays a role in guiding, encouraging, and ensuring stable institutions, favorable for green growth; the private sector is the core in investing in technology, popularizing green standards; the scientific community is a pioneer in developing green technology and training green human resources; people constantly raise green awareness and are truly the beneficiaries of the results of green transformation.
Third, promote international cooperation and strongly develop multi-stakeholder green cooperation models, especially public-private partnerships (PPP), South-South and North-South cooperation, multilateral cooperation frameworks, etc. to remove institutional barriers, enhance access and accelerate the transition of green capital, green technology and green governance. Developed countries need to take the lead in implementing commitments to support finance, technology and institutional reform experience; while developing countries need to strongly promote internal strength in conjunction with effective use of external support resources.
The Prime Minister stated that Vietnam warmly welcomes P4G's recent correct approach to promoting green transformation, starting with specific, effective, widespread, motivating and inspiring projects; calling on P4G to continue to further promote its position, potential and strengths, truly becoming an "idea incubator", an international "laboratory" for sustainable development and green growth, where pilot projects are replicated, breakthrough initiatives and technologies are given wings, fly high and reach far, with the spirit of "thinking deeply, doing big, looking far and wide".
