Speaking at the 23rd Session - the regular session at the end of 2024 of the 14th Provincial People's Council, Comrade Vu Dai Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee emphasized: 2025 is a year of special significance, the entire political system of the province needs to continue to promote the tradition of solidarity, "Discipline and Unity", join hands, unite, overcome all difficulties and challenges, determined to fully complete the set goals and tasks. Today, I am very happy and moved to attend the Opening of the 23rd Session - the regular session at the end of 2024 of the 14th Provincial People's Council. On behalf of the Provincial Party Executive Committee, I would like to respectfully send to the delegates, distinguished guests, National Assembly deputies, Provincial People's Council deputies, and all voters and people in the province my greetings and wishes for health, happiness and success. Wishing the session a great success!

As we know, Quang Ninh province carried out its tasks in 2024 in more difficult conditions than favorable conditions, with greater challenges than opportunities, especially the historic storm No. 3; however, closely following the direction of the Central Government, local realities and the working theme of the year "Improving the quality of economic growth; developing culture and people rich in Quang Ninh identity", the Provincial Party Committee has focused on leading, directing, mobilizing the combined strength of the entire political system, promoting the will of self-reliance, self-strengthening, perseverance, and efforts to overcome difficulties and challenges; maintaining political - economic - social stability, maintaining solidarity, unity of will and action; maintaining the trust of people, businesses, cadres and party members; maintaining a peaceful, friendly, stable, cooperative and developing border and achieving important and quite comprehensive results in all fields; basically completed the main targets set out in the Resolution of the 15th Provincial Party Congress. Developing culture and people with rich identities, Quang Ninh has made progress in many aspects. The work of ensuring social security, welfare, protecting people's health, and taking care of education and training development continues to receive attention and promotion. The work of building new rural areas and sustainable poverty reduction associated with the implementation of Resolution No. 06-NQ/TU has been deployed synchronously, achieving clear results. The whole province has quickly overcome the damage, brought activities back to normal, and restored production and business after storm No. 3. The work of building and rectifying the Party and the political system has been promoted; focusing on the work of planning, arranging, and using cadres to prepare the cadre team for the term 2025 - 2030 (2026 - 2031); Implement the arrangement of district and commune-level administrative units of the province in the period of 2023 - 2025 and establish Dong Trieu city; improve the effectiveness of inspection, examination, supervision and prevention of corruption, waste and negativity. National defense, security, border and island sovereignty are maintained, social order and safety are ensured, no sudden or unexpected incidents occur. Foreign affairs activities are promoted and go into depth.

The above outstanding results were achieved thanks to the efforts of the entire political system and the people of all ethnic groups in the province; in which, there were very important contributions from the People's Council and People's Council delegates at all levels. The Provincial People's Council has made great efforts, affirming its role as a state power agency in the locality; has selected important and urgent issues that have received the attention of many voters and public opinion to issue resolutions, urge implementation and inspect and supervise. In particular, with a high sense of responsibility, during the year, the Provincial People's Council organized a thematic session to promptly consider and approve mechanisms and policies to overcome the consequences of storm No. 3.

On behalf of the Provincial Party Committee, I sincerely thank the active and effective contributions of the Provincial People's Council delegates; thank the spirit of striving, the great contributions of the people from all walks of life; of all levels, sectors; and of the armed forces in the province in the past time.

On December 2, 2024, the Provincial Party Executive Committee issued Resolution No. 31-NQ/TU on the direction and tasks for 2025 with the theme of the year being "Breakthrough in economic development, creating momentum for the new term" and the general goal being: "Strengthening the building and rectification of the Party and the political system to be clean and strong in all aspects; focusing on arranging the organization of the political system in the direction of "streamlining - compact - strong - effective - efficient - effective"; improving the quality of cadres at all levels; promoting solidarity, democracy, discipline, self-reliance and self-reliance; resolutely fighting against corruption, waste and negativity. Boosting growth, creating breakthroughs in economic development; restructuring sectors and fields, improving productivity, quality, efficiency, autonomy, resilience and competitiveness of the economy; focusing on implementing three strategic breakthroughs. Developing culture, people, protecting ensure social security, improve people's quality of life. Ensure national defense and security, expand and improve the effectiveness of foreign affairs. Strive to fully complete goals and targets and successfully organize party congresses at all levels".

At the same time, 19 main targets on party building, economy, society and environment were identified; in which, striving for an economic growth rate (GRDP) of 12%; total state budget revenue in the area exceeding the target assigned by the Central Government; the whole province having no more poor and near-poor households according to the province's multidimensional poverty standards; 60% of communes meeting advanced new rural standards and at least 30% of communes meeting model new rural standards; restoring forest coverage to over 42%...

The 23rd session - the regular year-end session with many important contents is a very timely step to concretize the Party's guidelines and resolutions, the State's policies and laws and the local development aspirations. I request the Provincial People's Council delegates to uphold their sense of responsibility, focus their intelligence, discuss frankly, actively and practically the contents presented at the session to unify the resolution for approval; on that basis, immediately after this session, all levels, sectors, agencies, units and localities must urgently concretize and put the resolution into practice and promote its effectiveness. In particular, the following contents should be noted:

Firstly, create a breakthrough in economic development, determined to achieve the target of an average economic growth rate (GRDP) of about 10% per year in the 2021 - 2025 period. Restructure the economy in conjunction with growth model innovation, improve productivity, quality, efficiency, autonomy, adaptability, competitiveness, and sustainability of the economy; promote digital transformation, green transformation, and energy transformation; take stability as a premise to promote development and development as a basis for stability. Urgently complete and effectively implement the Project to restore and reconstruct the economy after storm No. 3.

Promote the restructuring of the industrial sector, rapidly increase the scale and proportion of the processing and manufacturing industry. Focus on attracting new generation foreign direct investment (FDI) capital into industrial parks and economic zones; actively accompany and support enterprises to come into operation, supplement additional capacity, increase productivity and output, especially Thanh Cong Viet Hung Automobile Factory; focus on implementing the Vietnam Semiconductor Industry Development Strategy to 2030 and vision to 2050. Develop the coal and electricity industry stably and sustainably; contribute to ensuring national energy security according to the planning associated with the process of energy conversion to renewable energy, new energy, etc.

Developing tourism into a spearhead economic sector associated with sustainable marine economic development; promoting investment attraction in tourism and service projects, developing golf courses according to planning; striving to attract 20 million visitors by 2025, including 4.5 million international visitors. Promoting the development of logistics services and multimodal transport, import and export, e-commerce, digital economy, green economy, night economy, circular economy, etc.

Developing ecological agriculture, modern countryside, civilized farmers. Accelerating restructuring, quickly recovering production, improving agricultural economic efficiency after storm No. 3; urgently assigning marine farming areas according to planning to ensure publicity and transparency; focusing on planting large timber forests, developing the economy under the forest canopy associated with ecotourism.

Improve the effectiveness and efficiency of budget revenue and expenditure management; nurture revenue sources, expand the revenue base and new revenue sources from taxes and fees. Resolutely and promptly overcome bottlenecks and limitations in public investment; promote public investment disbursement from the beginning of the year; complete the medium-term public investment plan for the period 2021-2025 and develop a medium-term public investment plan for the period 2026-2030 according to regulations. Strive to disburse 100% of the capital plan by 2025.

Second, promote the effective implementation of three strategic breakthroughs. Continue to improve the system of transport infrastructure, industrial park infrastructure, information technology infrastructure, digital infrastructure, healthcare, education, culture, etc.; accelerate the implementation and timely completion of projects to welcome the 16th Provincial Party Congress: opening the riverside road connecting Ha Long - Hai Phong expressway to Dong Trieu town, Dam Nha Mac intersection, upgrading National Highway 279, Provincial Road 342, etc. Effectively implement the Project on upgrading rural traffic in the period of 2024 - 2025, with a vision to 2030, and the Project on upgrading urban areas of Quang Yen town.

Developing high-quality human resources associated with promoting technology development and application, promoting innovation, start-up movements, and private economy; striving to create at least 30,000 additional jobs by 2025.

Improve the quality of administrative reform, improve the investment and business environment, promote comprehensive digital transformation in management and operation; develop the digital economy and digital society. Urgently develop and complete the Project on building mechanisms and policies for the development of Van Don Economic Zone and some key areas of the province, report and propose to competent authorities for consideration and decision.

Third, closely combine rapid and sustainable economic development with cultural and human development, building a culture rich in Quang Ninh's identity; focus on effectively implementing Resolution No. 17-NQ/TU dated October 30, 2023 of the Provincial Party Committee in conjunction with the National Target Program on Cultural Development for the 2025 - 2035 period; improve people's material and spiritual life and health. Continue to review and eliminate 100% of temporary and dilapidated houses newly arising for the poor, near-poor and social protection beneficiaries. Pay attention to developing education and training, protecting people's health, consolidating and developing the specialized health system, grassroots health care, and preventive medicine; ensure essential needs for clean water for daily life according to standards for all people... Improve the capacity to prevent and effectively respond to natural disasters; strictly control and ensure the safety of mine waste dumps; Overcoming landslides and flooding in urban areas. Implementing solutions to ensure successful implementation of the targets for collecting and treating wastewater and waste set forth at the 15th Provincial Party Congress.

Fourth , improve the effectiveness and efficiency of state management in the fields of planning, natural resources and environment; effectively implement, review, update and adjust the Quang Ninh Provincial Planning for the period 2021-2030, with a vision to 2050 in accordance with the new situation; speed up the progress of developing documents guiding the implementation of the Land Law according to authority. Focus on doing well the work of compensation, site clearance, resettlement, ensuring the source of filling materials, controlling the price of raw materials... Focus on reviewing, classifying, having fundamental solutions to handle, remove difficulties and obstacles in the implementation of projects using land that are still pending, stopped construction, urgently deploying completion, putting into use to prevent waste and loss.

Fifth , firmly ensure national defense and security; maintain political stability, order, social safety, and national border sovereignty; proactively grasp and forecast the situation early and from afar, promptly handle emerging issues and complicated incidents in the area at the local level; avoid being passive or surprised in any situation. Expand and improve the effectiveness of foreign affairs and international integration activities.

Sixth , promote the work of Party building and rectification and the political system; innovate methods, improve the leadership capacity, fighting strength of the Party, the effectiveness and efficiency of the government, the quality of activities of the Fatherland Front and socio-political organizations at all levels. Focus on preparing and successfully organizing party units at all levels and the 16th Provincial Party Congress towards the 14th National Party Congress. Resolutely innovate and arrange the apparatus of the political system "streamlined - compact - strong - effective - efficient - effective" associated with building a contingent of cadres with sufficient qualities, capacity, prestige, equal to the tasks according to the Central's policy; pay attention to promptly resolving the regimes and policies for cadres, civil servants and public employees after the arrangement according to regulations.

Promote administrative reform in the operations of Party and State agencies; promote decentralization and delegation of power in conjunction with resource allocation, improve implementation capacity, coordination, strengthen inspection, supervision and control of power. Enhance the responsibility of leaders, strengthen discipline and administrative discipline while motivating, encouraging and protecting dynamic, creative cadres who dare to think, dare to do, dare to make breakthroughs for the common good; resolutely and effectively overcome the situation of avoidance, shirking, fear of mistakes and fear of responsibility. Improve the effectiveness of inspection, supervision, investigation, prevention and fight against corruption, negativity and waste. Improve the effectiveness of public reception, direct dialogue with people, handling people's recommendations, reflections, complaints and denunciations; resolutely not to let "hot spots" form.

2025 is a year of special significance; the final year of the 5-year plan 2021 - 2025; the year of many important anniversaries of the Party, the country and the nation; the year of holding party congresses at all levels, the 16th Provincial Party Congress towards the 14th National Congress of the Party, entering a new era, an era of national growth. The world and regional situation is forecast to continue to be complicated and unpredictable; difficulties, challenges and opportunities, advantages intertwine, but difficulties and challenges are greater. In that context, the tasks ahead of us are extremely important, urgent and heavy. The Party Committee, government and people of all ethnic groups in the province expect: The Provincial People's Council to continue to have practical innovations and contributions, improve capacity, effectiveness and efficiency of operations; promote the role of state power agencies in the locality; deeply grasp the situation, discuss and decide on correct policies and solutions; Strengthen monitoring activities; promote information, propaganda and dialogue to promote consensus among all classes of people in the province to join hands and unite to successfully implement the goals and tasks of 2025 and the entire 2020-2025 term at the highest level.

There is very little time left in 2024, all levels, sectors and localities in the province need to make the most of the time to accelerate to the finish line to achieve the highest goals and targets set. At the same time, prepare and ensure the best conditions to enter the new year 2025 with a new spirit, along with the highest determination to create clear changes right from the first months of the year. In the immediate future, I request that you pay attention and focus on doing well the year-end summary, evaluation and classification work and urgently develop and issue resolutions, programs and work plans for 2025 to ensure quality. In addition, prepare well for the Lunar New Year of At Ty, pay attention to visiting, encouraging, giving gifts, and taking care of Tet for policy families, people with meritorious services, poor households, difficult cases, etc. to ensure that everyone and every family can celebrate Tet happily and safely; Step up the peak period of attacking and suppressing crimes, law violations, social evils, ensuring security and order before, during and after Tet.
