At the press conference on socio-economic issues of Ho Chi Minh City on the afternoon of August 17, Mr. Dinh Thien Tan, Head of Operation Management Department, Ho Chi Minh City Department of Construction, provided information about the apartment buildings 137 and 149-151 Ly Thuong Kiet (Tan Binh District, Ho Chi Minh City) which are seriously degraded, and residents have been waiting for 5 years without being temporarily relocated.
According to Mr. Dinh Thien Tan, after reviewing legal documents related to apartment building lot 1, area A Phu Tho, the Department of Construction has submitted a document to the Ho Chi Minh City People's Committee to adjust the decision to establish State ownership of this building.
At the same time, it is proposed that Ho Chi Minh City approve the policy of handing over all common ownership to the Center for Housing Management and Construction Inspection under the Department of Construction for repair so that it can be handed over to Tan Binh District to organize the relocation of households in apartment buildings 137 and 149-151 Ly Thuong Kiet for temporary residence.
Mr. Tan said that in May 2021, the Center for Housing Management and Construction Inspection received 55 apartments in Lot 1, Area A, Phu Tho apartment building and arranged temporary accommodation for 55 households in 3 apartment buildings (137 and 149-151 Ly Thuong Kiet).
However, common areas such as stairs, hallways, elevators, electricity and water systems, and fire protection systems are still managed and operated by District 11 Public Service Company.
By September 2021, Lot 1, Area A of Phu Tho Apartment was handed over to District 11 People's Committee to use as a hospital for Covid-19 admission and treatment according to the decision of the City People's Committee. In August 2022, the Center took over this apartment building after the decision to dissolve the hospital was made.
Due to damage during the conversion of the apartment building into a hospital, in September 2022, the Center repaired the apartments to serve the handover to Tan Binh District. By February 2023, the Department of Construction organized an inspection and acceptance of the completion of the repair work of 55 apartments in the apartment building.
However, the Department of Construction has not yet approved the completion and put into use because the technical infrastructure system belonging to the common ownership part has not yet ensured sufficient safety conditions for use by the people.
