The representative of the National Assembly Standing Committee emphasized this at the National Conference summarizing the work of the People's Councils of provinces and centrally run cities in 2023 and deploying the work plan for 2024, taking place on March 25.
Many outstanding marks
Presenting the report of the National Assembly Standing Committee, Head of the Delegation Affairs Committee Nguyen Thi Thanh said that in 2023, despite facing many difficulties and challenges, our country successfully achieved its goals and tasks with quite comprehensive results and many outstanding marks.
In that common achievement, there is an important role of elected bodies, the National Assembly, the Standing Committee of the National Assembly, the agencies of the National Assembly, the agencies under the Standing Committee of the National Assembly, and People's Councils at all levels, which have actively innovated and improved the quality and efficiency of their operations in terms of legislation, supervision, and decision-making on important issues of the nation and each locality.
Coordination and maintenance of working relationships with central and local agencies and people's organizations have been strengthened in all aspects of work such as disseminating and propagating laws; carefully preparing contents to successfully organize meetings, including timely institutionalization of Central Resolutions such as Resolution No. 43/2022/QH15 of the National Assembly on fiscal and monetary policies to support the socio-economic recovery and development program, Resolution No. 68/2022/QH15 of the National Assembly on the socio-economic development plan for 2023, Resolution No. 81/2023/QH15 of the National Assembly on the national master plan for the period 2021-2030, vision to 2050.
Participating in the National Assembly's supreme supervision delegations and local supervision and re-supervision activities; coordinating well in meeting voters, handling petitions, complaints and denunciations of citizens... has created proactive flexibility, opened up and used resources more effectively, created breakthroughs, contributed to improving infrastructure, solving social security and environmental issues...
Many new methods of operation implemented by the People's Council have brought about high efficiency and interaction, and have been closely followed and highly appreciated by voters.
The implementation of the Conclusion of the National Assembly leaders after the 2022 Summary Conference has been seriously carried out by the Standing Committees of the People's Councils of provinces and cities, by concretizing it into the 2023 work program.
Activities of meeting voters, receiving citizens, receiving and handling complaints and denunciations from citizens are increasingly enhanced. Coordination and maintaining working relationships with central and local agencies continue to be comprehensively strengthened in all aspects of work.
In addition to the achieved results, according to Ms. Nguyen Thi Thanh, in 2023 there are still some difficulties and limitations: The quality of organizing some extraordinary meetings is still limited, the arrangement of time for examination and discussion is still limited, documents are sent late, there are no resolute and effective measures to thoroughly, promptly and fully implement the recommendations after supervision.
Greater responsibility, more decisive action
2024 is identified as the year of acceleration and breakthrough to implement the Resolution of the 13th National Party Congress, the Resolution of the Party Congresses of provinces and cities, the 5-year socio-economic development plan 2021-2025, which is of great significance to the completion of the set goals and plans, in the context of an uncertain and unpredictable world situation.
Based on the resolution of the Party Central Committee, the National Assembly has issued resolutions on socio-economic development with high determination. The People's Councils of provinces and cities have also issued resolutions in accordance with the law. It is forecasted that our country's economic growth will continue to recover positively. Accordingly, the support policies issued in 2023 will have a clearer impact on the economy; investment incentives will be strongly promoted...
However, difficulties and challenges remain enormous, especially the unfavorable external factors and the internal limitations and shortcomings that have lasted for many years. Unfavorable developments in the world and the region will continue to have a strong impact on production and business activities. Challenges to regional connectivity will be more complicated if there are no early identification and solutions to promote the advantages of each region, each industry and each locality. Traditional and non-traditional security are forecasted to have more unpredictable fluctuations.
“Based on the results, achievements and lessons learned from the beginning of the term, the Standing Committee of the National Assembly recommends that the People's Councils of provinces and cities need to make greater efforts, take greater responsibility, act more decisively, promote the spirit of self-reliance, proactive adaptation, flexibility, active innovation and creativity to gradually improve the quality of the People's Council's activities, create more breakthroughs for localities to develop quickly and sustainably, prepare well for personnel for Party Congresses at all levels; elect deputies to the 16th National Assembly and deputies to People's Councils at all levels for the 2026-2031 term” – the report stated.
The National Assembly Standing Committee emphasized the need to continue to innovate and improve the quality of the People's Council's activities. This includes strengthening supervision, survey and control of state power at the local level, promptly correcting and improving discipline and order in the implementation of the People's Council's resolutions; promoting the work of urging, responding to and thoroughly handling recommendations after supervision to improve the practical effectiveness of supervision activities, contributing to correcting the situation of avoiding and shirking responsibility in performing public duties and protecting cadres who dare to think, dare to do, dare to take responsibility.
Mentioning some key tasks and solutions, Head of the Delegation Affairs Committee Nguyen Thi Thanh noted focusing on removing institutional and policy bottlenecks, especially for provinces and cities implementing specific mechanisms and policies according to the National Assembly's Resolutions; unblocking resources; effectively handling obstacles to develop the economy, culture, education, health, prevent and combat natural disasters, respond to climate change, ensure social security, sustainably reduce poverty, and improve the material and spiritual life of the people. At the same time, well implementing supervision work, ensuring that the Party's policies and the State's laws are effective and efficient in practice.
“Prepare well for personnel for Party congresses at all levels; elect deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term,” according to Ms. Nguyen Thi Thanh.
