Well prepare conditions for the 20th Session, 18th Provincial People's Council

The 20th session of the 18th Provincial People's Council is expected to take place in mid-July 2024. At this session, the Provincial People's Council will focus on discussing and deciding on many important issues on socio-economics, national defense and security, and contents related to people's lives.

In order for the meeting to be successful and meet the voters' aspirations, in the preparation work, the Provincial People's Council Party Delegation has submitted to the Standing Committee and the Provincial Party Committee for approval on the content and list of items to be submitted to the meeting. Along with that, the Provincial People's Council Standing Committee has assigned specific tasks to agencies, units, and committees of the Provincial People's Council to advise on the development of reports, projects, draft resolutions, and promptly approach and organize surveys to serve the review work to ensure quality and compliance with regulations. In addition, the Standing Committee and committees of the Provincial People's Council have organized thematic supervisions according to plan and regularly monitored and surveyed the implementation of the socio-economic development plan; the results of the implementation of the National Target Program on New Rural Development from 2021 to 2023 in Thanh Hoa province; implementation of the National Target Program on socio-economic development in ethnic minority and mountainous areas from 2021 to 2023; implementation of legal provisions in State management of a number of sectors and business investment with conditions on security and order; supervision of the implementation of voters' recommendations... Thereby, grasping information on the implementation of policies and laws, especially resolutions of the Provincial People's Council, as a basis for grasping information to help Provincial People's Council delegates consider and decide on related issues presented at the session to ensure objectivity, practicality and effectiveness.

One of the contents that the Provincial People's Council closely directed was the activities of meeting voters before the session. The meetings all took place in a democratic and open atmosphere, the Provincial People's Council delegates demonstrated a sense of responsibility, openness to receive opinions and suggestions from voters; and explained and clarified many contents. Through the opinions and suggestions from voters, the Provincial People's Council delegations synthesized and classified content groups according to the authority of the Central, provincial, district and by sector and field to report to the relevant levels for resolution and reflection at the upcoming Provincial People's Council session.

In addition, the review activities of the provincial People's Council committees are also carried out in accordance with the provisions of law, ensuring quality. To effectively carry out the review work, the provincial People's Council committees have proactively participated from the beginning with the document drafting unit to grasp the situation, request information and reports as required by the review work; at the same time, urge relevant agencies and units to prepare documents, send documents to the committee members for research in advance, as a basis for contributing opinions at the review meeting. During the review, the committees clearly expressed their opinions on the agreed contents, unclear issues, issues that are not in accordance with the provisions of law, and are not close to the actual situation of the locality, requesting the drafting agency to explain, amend and supplement in order to complete the documents submitted to the meeting; providing a lot of necessary information, as a basis for delegates to consider, study, discuss and decide at the meeting.

Before the session, the agenda and documents presented at the session are all converted into digital form and put into a shared data system for delegates to study in advance. Participating in the paperless session, each delegate is provided with a tablet, installed with the "VNPT - eCabinet" application and has a separate account to access documents for the session. The application has full meeting documents, meeting agenda, list of delegates, announcements, and voters' opinions. The document sections are scientifically arranged for users to easily follow. In addition, the Office of the National Assembly Delegation and the Provincial People's Council has done a good job of preparing conditions to serve the session such as meeting halls, means of transport, accommodation for delegates, etc. Coordinate well in implementing information and propaganda work about the session to voters and all people before and during the session.

With careful preparation, proactive and flexible working spirit of the Provincial People's Council Standing Committee, Provincial People's Council committees, Provincial People's Council delegations and relevant agencies, we believe that the session will be a great success.
