Unable to issue motorcycle emission standards in April as requested

At the national workshop on Controlling and Improving Air Quality held on the morning of April 24, Mr. Le Hoai Nam, Deputy Director of the Department of Environment (Ministry of Agriculture and Environment) said that the Draft Motorcycle Emission Standards have been sent to relevant ministries, branches and localities for comments.

"It is expected that this regulation will be issued in the next one or two months. The spirit is that the emission regulations will be stricter, with a roadmap for application to each locality, especially in large cities such as Hanoi and Ho Chi Minh City. The consultation process is also being carried out similarly to the automobile emission standards," said the Deputy Director of the Environment Department.

Previously, in mid-March, Deputy Prime Minister Tran Hong Ha requested that motorcycle emission standards be issued in April 2025, and automobile emission standards be issued in March. With the progress as expected by the Ministry of Agriculture and Environment, the issuance deadline must be delayed compared to the proposed requirements.

According to a representative of the Department of Environment, issuing standards on motorbike emissions is one of the solutions to reduce air pollution, especially in urban areas like today.

Monitoring results in 2024 show that the PM 2.5 fine dust index in most northern provinces and cities such as Hanoi, Ha Nam, Bac Ninh, Bac Giang, Hai Duong, Hung Yen, Thai Binh, Thai Nguyen all exceed the standard. Among the causes, traffic activities such as emissions and road dust are ranked highest with a contribution rate of more than half compared to other sources such as industry, construction, open burning (burning straw, waste outdoors), and people.

Vietnam has over 70 million registered motorbikes, of which over 45 million are used by people every day. According to the Ministry of Transport, motorbikes are the largest source of pollution emissions, but have not been controlled because the 2008 Road Traffic Law has not yet regulated them.

According to Circular 47/2024 of the Ministry of Transport, motorbikes and scooters under 5 years old are exempt from emission inspection. Vehicles from 5 to 12 years old must be inspected every two years, vehicles over 12 years old must be inspected annually. In case the motorbikes and scooters in the database do not have information about the date of manufacture, the date of manufacture is calculated from December 31 of the year of manufacture. The emission inspection certificate will be issued by the Vietnam Register.
