The An Binh - Thu Thiem and Thu Thiem - Tan Kien railway routes have not been considered for inclusion in the planning of the Ho Chi Minh City master plan and Thu Duc City planning until 2040.

The Department of Planning and Architecture of Ho Chi Minh City has just sent a document to the Department of Transport (GTVT) regarding the planning of railway stations in the key areas of Ho Chi Minh City.

According to information from the Department of Planning and Architecture, on July 11, 2024, the Department of Planning and Architecture and the Department of Transport met to review the traffic component in the Project to adjust the general planning of Ho Chi Minh City to 2040, with a vision to 2060.

After reviewing, 2 units have commented that they have not considered including the 2 railway lines An Binh (Di An, Binh Duong ) - Thu Thiem (HCMC) and Thu Thiem - Tan Kien (Binh Chanh District) in the Project to adjust the general planning of Ho Chi Minh City to 2040, vision to 2060 and the planning of Thu Duc City to 2040.

However, these two units requested that consultants carefully review the route and supplement the potential planning explanation (maintaining the corridor) of the Thu Thiem - Tan Kien route to serve future development needs. When conditions are met, the Ho Chi Minh City People's Committee will report to the Ministry of Transport and the Government to supplement the planning at the appropriate time.

For the Hoa Hung - Tan Kien route, it is necessary to pay attention to ensuring technical requirements (curve radius, intersections), consider the impact on the urban landscape, clarify the feasibility of the route, and social impacts of related works when proposing this route section.

Regarding Thu Thiem station, according to the Project to adjust the detailed urban construction planning (zoning plan) at a scale of 1/2000 approved by the City People's Committee in Decision No. 3634/QD-UBND dated July 11, 2017, the station location is in blocks: III-GA2 (7.7 ha), III-GA3 (2.3 ha), III-GA4 (0.8 ha), III-GA5 (2.4 ha).

Therefore, the Department of Planning and Architecture requests the Department of Transport to give comments to the Ministry of Transport on the arrangement of Thu Thiem station within the defined planning boundary and area.

At the Hiep Phuoc port terminal, the Department of Planning and Architecture said that the proposed location of the railway station here is not suitable with the location in the detailed planning project at a scale of 1/2000 of Hiep Phuoc Industrial Park (phase 3).

Therefore, the planning management unit proposed to seek agreement from Tan Thuan Industrial Development Company Limited on the location and area of ​​the station.

Regarding the railway connecting to Phuoc An port, it is recommended to consider the possibility of extension and the scale of the cargo station to serve the potential port planning area at Go Gia islet, Can Gio district.

Particularly for the freight railway line running parallel or sharing the same corridor with Ring Road 4, the Department of Planning and Architecture proposed to determine the layout plan within the right-of-way of Ring Road 4 and the proposed locations of stations for freight transport, as a basis for updating in the General Planning Project of Ho Chi Minh City to 2040, with a vision to 2060.

The Department of Planning and Architecture requested the Department of Transport to update the content of the Project to adjust the general planning of Ho Chi Minh City to 2040, with a vision to 2060 to determine the location and area of ​​railway stations, suitable TOD model planning areas and arrange public transport connections such as urban railways, buses, etc.
