At the meeting, Minister of Home Affairs Pham Thi Thanh Tra presented the Government 's report on the implementation of salary reform, pension adjustment, social insurance benefits, preferential benefits for people with meritorious services and social benefits.

Regarding the adjustment of the basic salary, the Minister of Home Affairs said that on June 30, 2024, the Government issued Decree No. 73/2024/ND-CP adjusting the basic salary from VND 1,800,000/month to VND 2,340,000/month (an increase of 30%), effective from July 1, 2024. Applicable to salary earners, allowances and bonus regimes applicable to salary earners working in agencies, organizations, public service units of the Party, the State, the Vietnam Fatherland Front, socio -political organizations and associations receiving state budget support for operating expenses at the central level, in provinces, centrally run cities, in districts, towns, provincial cities, centrally run cities, in communes, wards, towns, in special administrative-economic units and the armed forces.

The Minister of Home Affairs affirmed that, in the context of the country's many difficulties, the adjustment of the basic salary to increase by 30%, the addition of 10% to the Bonus Fund for cadres, civil servants, public employees and armed forces; the adjustment of pensions, social insurance benefits and monthly allowances to increase by 15%, the standard level of social assistance to increase by 38.9%, the standard level of preferential allowances for people with revolutionary contributions to increase by 35.7% from July 1, 2024 is a great effort of the Central Government, the National Assembly, the Government and has basically improved the lives of people receiving salaries, allowances and subsidies from the state budget; at the same time, creating motivation to improve productivity and work efficiency, contributing to social stability.

According to the Minister of Home Affairs, the Central Ministries, branches and People's Committees of provinces and centrally-run cities shall carry out information and propaganda work on salary reform in accordance with Conclusion No. 83-KL/TW of the Politburo and Resolution No. 142/2024/QH15 dated June 29, 2024 (Resolution of the 7th Session of the 15th National Assembly).

Proactively and actively implement the policies of the Party and the National Assembly and implement legal documents on salary, pension, social insurance, preferential allowances for meritorious people and social subsidies in accordance with regulations, creating high consensus, practically contributing to improving the lives of beneficiaries of salary and subsidy and allowance policies for related subjects; ensuring social security for social protection beneficiaries.

At the same time, actively implement the streamlining of the organizational apparatus, streamlining the payroll from the state budget, restructuring the staff, civil servants and public employees in accordance with the spirit of Resolution No. 18-NQ/TW of the 6th Central Conference, term XII.

Speaking at the meeting, National Assembly Chairman Tran Thanh Man noted that the propaganda work should avoid misunderstandings that salaries will be adjusted in the future. The National Assembly Chairman clarified that this is to give opinions on the Government's report on the implementation of a number of salary policy reforms that have been implemented since July 1, 2024, and that in 2025 there will be no budget resources to continue to increase salaries as in 2024.

According to Minister Pham Thi Thanh Tra, in 2026, we must focus first on perfecting the entire institutional system, directly impacting the construction of two-level local governments and civil servants.

According to Ms. Tra, the funding source to pay for this direct subject is very large. Therefore, in 2026, there is no proposal to adjust the basic salary for related subjects. Currently, there is no basis or basis for the proposal because it depends on the country's economic situation in 2025.
