Electronic identification accounts bring many benefits. Not only do they benefit citizens, but they also contribute to serving the tasks of State administrative management quickly and conveniently.
According to Article 3, Decree 59/2022/ND-CP of the Government, "electronic identification account" is a set of login name, password or other form of authentication created by the electronic identification and authentication management agency.
In particular, the information synchronized into the electronic identification account will include: health insurance card, vehicle registration certificate, driver's license, tax code or other documents under the management of industries and professions regulated by State agencies.
When citizens use electronic identification accounts to conduct financial transactions, such as paying electricity and water bills, paying social insurance and health insurance, transferring money... information is kept confidential, avoiding forgery, helping transactions to be safe, saving a lot of time and costs because there is no need to fill out many types of forms, reducing many procedural steps when performing public administrative transactions.
Unlike the CCCD card, the electronic identification account will have its information authenticated in the electronic environment. Citizens can replace the CCCD and other registered documents displayed on the national electronic identification application, such as driver's license, vehicle registration, health insurance... and can use it to take domestic flights. Thus, when people conduct administrative transactions, they will minimize the number of documents they have to carry.
Subjects granted electronic identification accounts
Subjects granted electronic identification accounts according to Article 11 of Decree 59/2022/ND-CP are as follows:
- Vietnamese citizens aged 14 years or older; Vietnamese citizens who are under 14 years old or are under guardianship must register under the electronic identification account of their parents or guardians.
- Foreigners aged 14 years or older entering Vietnam; foreigners under 14 years of age or under guardianship must register under the electronic identification account of their parents or guardians.
- Agencies and organizations established or registered to operate in Vietnam.
Electronic identification accounts have two levels.
- Level 1 electronic identification account of Vietnamese citizens includes personal identification number; last name, middle name and first name; date of birth; gender; photo and portrait. For foreigners, there is additional information about nationality; information about passport or international travel documents.
At level 1, people can use some basic features such as epidemic prevention (health declaration, vaccination information), and handling online public services (residence notification, permanent and temporary residence registration, temporary absence declaration).
- Level 2 electronic identification account includes information at level 1 and additional biometric information such as portrait photo and fingerprint.
At level 2, citizens can use all the provided utilities such as integrating documents such as driver's license, vehicle registration, health insurance, and paying many types of electronic bills (electricity, water, social insurance, health insurance, money transfer). If they have an electronic identification account, when performing administrative procedures, they do not have to present the above documents. Therefore, an electronic identification account can be considered as an "electronic document wallet".
Using a level 2 electronic identification account has the same value as using a CCCD card in transactions that require presenting a CCCD card.
According to Article 14 of Decree 59/2022/ND-CP, if you want to be granted an electronic identification account, you must have a chip-embedded CCCD. If you do not have a CCCD, according to Point b, Clause 2, Article 14 of Decree 59/2022, the Public Security Agency shall issue a Level 2 electronic identification account along with a CCCD card in cases where citizens have not been granted an electronic chip-embedded CCCD.
Registering for an electronic identification account is not mandatory. However, with the above utility, you should go to the CCCD to get an electronic identification account. At that time, the electronic identification account will be issued together with the CCCD.
