Leaders of the Provincial People's Committee and the Vietnam Association of Victims of Agent Orange/Dioxin presented flowers to congratulate the conference.

The conference focused on discussing the current situation of difficulties, challenges, and solutions with the goal of proactively and actively mobilizing social resources to help victims and families of Agent Orange/dioxin victims in the direction of increasing support for creating sustainable livelihoods.

In his welcoming speech, Comrade Nguyen Van Toan, Permanent Vice Chairman of the Provincial People's Committee, briefly informed about the socio-economic development situation of Hoa Binh province in the past time, which has achieved many important and breakthrough goals, targets and tasks. He emphasized that Hoa Binh province always attaches importance to social security work, paying great attention to policy beneficiaries. In particular, the province always creates conditions for the Association of Victims of Agent Orange/Dioxin in Hoa Binh province to attract legitimate resources, at the same time supporting the creation of sustainable livelihoods, paying attention to the material and spiritual life of Victims of Agent Orange/Dioxin and their children and grandchildren...

The conference highly appreciated the achievements of 26 provincial and municipal associations in the past year. Since the 13th conference held in Hai Duong province in March 2024, the Central Association and the Northern provincial and municipal associations have strived to overcome difficulties, effectively implementing key tasks, especially the work of mobilizing resources and fighting for justice for victims of Agent Orange. Accordingly, the Central Association and the Northern provincial and municipal associations have allocated billions of VND from the Agent Orange Fund and mobilized resources to provide timely support to families of victims who suffered heavy losses from storm No. 3 (Yagi); and have done a good job of visiting, giving gifts, and helping victims of Agent Orange during holidays, Tet, and the annual Day for Agent Orange Victims on August 10. 13/26 provincial and municipal associations have proposed that the Party Committees and authorities pay attention to supporting funding and means to take more than 350 veterans and victims of Agent Orange to receive health care at the Social Protection Center under the Central Association. In 2024, 15/26 provincial and municipal associations were awarded flags and certificates of merit by the Central Association; many provincial and municipal associations were awarded by local Party Committees and authorities.

At the conference, the Central Committee called on provincial and municipal associations to continue to promote a sense of responsibility, frankly share difficulties and challenges in the new situation; at the same time contribute ideas to continue effectively implementing Directive No. 43-CT/TW, dated May 14, 2015 of the Secretariat on strengthening the Party's leadership in dealing with the consequences of toxic chemicals used by the US during the war in Vietnam; build the Association in the context of the whole country resolutely implementing Resolution No. 18-NQ/TW of the 12th Party Central Committee on streamlining the apparatus of the political system; pay attention to implementing policies for resistance fighters infected with toxic chemicals and their children and grandchildren; promote resource mobilization, support to create sustainable livelihoods for victims of Agent Orange.

Concluding the conference, Lieutenant General Nguyen Huu Chinh, Chairman of the Vietnam Association of Victims of Agent Orange/Dioxin, emphasized: In the coming time, all levels of the Association need to focus on building an increasingly strong organization to meet the requirements of the tasks in the new period. Provinces and cities need to proactively follow the direction of local Party committees and authorities, regularly update new issues to prepare well and successfully organize the Congress for the 2025-2030 term. At the same time, further promote the work of mobilizing social resources, aiming to support the livelihoods of victims in a practical and sustainable manner. In addition, special attention should be paid to effectively implementing policies for resistance fighters exposed to toxic chemicals and their descendants.
