Focus on developing effective and sustainable agricultural economy in Quang Tri town

Pursuant to Resolution No. 19-NQ/TW dated June 16, 2022 of the 13th Central Executive Committee on agriculture, farmers, and rural areas by 2030, with a vision to 2045, and related leadership and direction documents from higher levels, in order to suit the production conditions of localities, the People's Committee of Quang Tri town has submitted to the People's Council of the town a resolution on promulgating a project to restructure the town's agricultural sector towards increasing production value and sustainable development by 2020, with a vision to 2025.

Every year, the Town People's Committee issues plans and programs to specify the goals, tasks and solutions for agricultural restructuring, encourage cooperatives, cooperative groups and people to develop economic models. Develop a plan to train high-quality agricultural human resources.

Have policies to attract, train and provide incentives for highly qualified human resources in the field of high-tech agriculture. Encourage businesses to invest in large-scale production and commercialize researched biotechnology products.

Focus on mobilizing resources to integrate programs and projects to invest in and develop agricultural infrastructure and develop economic models for cooperatives, cooperative groups and local people.

Planning crop and livestock production areas suitable to local conditions and applying new crops and livestock to production in the direction of value chains, while improving the effectiveness of planning management.

Strengthen propaganda and mobilization work to make people understand, believe, and respond by participating in discussions, giving ideas, contributing working days and funds, and proactively implementing programs and projects in the area...

In the period of 2022-2025, the town will support and guide cooperatives to complete the project, propose support for the construction of agricultural infrastructure for cooperatives with a total capital of 1,202 million VND; implement the policy of supporting the protection and development of rice-growing land according to Decree No. 35/2015/ND-CP of the Government for the period of 2015-2024 with more than 2,803.74 million VND, support agricultural cooperatives/cooperative groups to build and repair canals, and support agricultural materials for rice growers.

When a natural disaster occurs, the Town People's Committee establishes an inspection team to assess the damage, proposes to the Provincial People's Committee and relevant departments to support the restoration of infrastructure systems in agricultural production and reinforce embankments that have been eroded or sunk.

To develop economic models in the area, from the support of the central government, the province and the town, economic models are deployed; 3 intensive beef cattle farming models are built with a support budget of 300 million VND for the 2022-2024 period; Hai Le Commune People's Committee is directed to invest in the construction of solidification works for 3 canals (in 2024) with a total state support budget of 240 million VND; 161 million VND is supported for subjects participating in science and technology projects; 654.8 million VND is supported to build economic models and train on the transfer of scientific and technical advances in cultivation, livestock and aquaculture.

In addition, the town pays attention to supporting organizations and individuals to access loans from banks to develop economic models, directing agencies, units and localities to effectively implement policies to support natural disasters and epidemics to restore production after natural disasters. Every year, the town People's Committee pays attention to allocating funds for agricultural investment; allocating counterpart funds to implement provincial and central policies, ensuring the rate and efficiency of capital use.

Promoting the achieved results, in the coming time, Quang Tri town will continue to prioritize resources to invest in agriculture, farmers and rural areas. Review, supplement and innovate policy mechanisms, remove bottlenecks, create new motivation for agricultural production development. Prioritize resource allocation to implement preferential policies to support, encourage and attract enterprises, private economic sectors to form joint ventures and build value chains in agricultural production.

Focus on investing in building infrastructure to serve agricultural restructuring. Continue to innovate and develop appropriate and effective forms of production organization. Maintain, consolidate and improve the operational efficiency of cooperatives and production and business cooperative groups. Build a cooperative model that applies high technology in production, processing and consumption of agricultural products, and cooperatives that participate in the "One Commune One Product" (OCOP) program.

Continue to innovate vocational training, create human resources to serve agricultural restructuring. Support the formation of linkage models in agricultural production, linking production with consumption, building sustainable linkage chains.

Strengthening the transfer and application of science and technology in high-tech agricultural production, clean agriculture, and environmental friendliness.

Promote brand building and digital transformation in agriculture; trade promotion activities ensure the connection between production and consumption. Restructure agricultural production in all fields and in each field of cultivation, livestock, aquaculture, forestry, etc.
