Focus on supporting the development of distinctive products for ethnic minority and mountainous regions of Quang Tri province.

Over the past period, Quang Tri province has made efforts to implement solutions to support the development of distinctive products for ethnic minority and mountainous areas. Many distinctive products have entered distribution systems both domestically and internationally, bringing many economic benefits and improving the lives of people in ethnic minority and mountainous regions. A reporter from Quang Tri Newspaper interviewed the Acting Chairman of the Quang Tri Provincial People's Committee, Ha Sy Dong, about this issue.

- Comrade, in recent years, the issue of supporting the development of products from ethnic minority and mountainous regions has been integrated into socio-economic development programs and policies for these regions. Could you please tell us about the results of implementing these support policies?

- The Resolution of the 13th National Congress of the Party identifies socio-economic development in ethnic minority and mountainous areas as a strategic task and a top priority in the country's socio-economic development planning. This is in the spirit of focusing on perfecting and effectively implementing ethnic policies in all fields, especially specific policies to address the difficulties faced by ethnic minorities in production development, livelihood creation, employment, access to clean water, and sustainable and stable settlement for ethnic minorities, especially in remote, mountainous, and border areas.

To effectively implement the goals and directions of the 13th National Congress Resolution of the Party, the Government and central ministries and agencies have issued and effectively implemented many policies to support production development and vocational retraining for ethnic minorities; and programs for the application and transfer of science and technology to develop the socio-economic conditions of rural, mountainous, remote, and ethnic minority areas...

In particular, focusing on the effective implementation of the National Target Program for socio-economic development in ethnic minority and mountainous areas for the period 2021-2030 is considered the foundation and basis for unlocking national target programs to be effective and substantive, tailored to the specific characteristics of each ethnic minority region in particular, and the ethnic minority and mountainous areas of Quang Tri province in general. This contributes to promoting the positive spirit and self-reliance of ethnic minorities in socio-economic development and achieving sustainable multidimensional poverty reduction.

Notably, 2022 marked the first year of implementation of the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Regions, as stipulated in Decision No. 1719/QD-TTg dated October 14, 2021, of the Prime Minister (referred to as Program 1719). This is a large-scale program comprising 10 projects and contents across various fields, led and implemented by different sectors. It integrates central government policies for ethnic minority and mountainous regions from previous periods and supplements them with new policies.

The implementation of Program 1719 in Quang Tri province, with central government budget allocations from 2022-2024 totaling 980.2 billion VND, has disbursed over 545.2 billion VND to date, reaching 55.6%. Specifically, sub-project 2, "Supporting production development along the value chain, cultivating valuable medicinal plants, promoting business startups and attracting investment in ethnic minority and mountainous areas," has been allocated over 147.6 billion VND across three components: supporting production development along the value chain, investment, and development of areas cultivating valuable medicinal plants, promoting business startups and attracting investment in ethnic minority and mountainous areas.

In addition, the Provincial People's Committee has directed the effective integration of resources from domestic and international programs and projects to promote the development of potential, advantageous, and distinctive products along the value chain, thereby contributing to the socio-economic development of ethnic minority and mountainous areas in the province.

As a result, the socio-economic situation in ethnic minority and mountainous areas has developed stably, the economic structure has shifted according to the advantages of each sub-region; agricultural production has developed towards commodity production. The agricultural economy has diversified with concentrated areas specializing in coffee, rubber, bananas, pepper, and cassava... which has promoted production for households and created stable income for the people.

- Comrade, successfully building brands for distinctive products of ethnic minority and mountainous regions is of great importance in enhancing product value and improving people's lives. In recent years, how has the province directed all levels, sectors, and localities to focus resources on implementing this work?

- As we know, branding for each product is extremely important because it represents the "intangible added value" created from the culmination of the production process, regional culture, and product quality. The ethnic minority and mountainous regions of the province have abundant, diverse, and high-quality local products; however, the consumption of these products faces certain difficulties regarding product standards and regulations.

Recognizing this bottleneck, during the 2021-2024 period, the Provincial People's Committee allocated over 2.2 billion VND from the 1719 Program's capital and integrated other resources to focus on supporting brand building and connecting to promote the consumption of characteristic products of ethnic minority and mountainous regions. Priority was given to supporting businesses, cooperatives, and production facilities in perfecting their products to meet the conditions and standards of the distribution system, such as providing consulting services for design, printing of packaging, and trademarks for specialty and characteristic products in Dakrong district, including: herbal tea, green bean tea with pandan leaves, green bean tea with jasmine flowers, Ba Nang herbal wine, wild banana wine, Mo O watermelon, Ta Rut dwarf banana, and Tra Phan domestic bee honey.

Huong Hoa District has completed the certification of 5 coffee products with 4-star OCOP (One Commune One Product) at the provincial level: “Khe Sanh Coffee 100% Arabica Powder”, “Khe Sanh Coffee Roasted Beans” from Khe Sanh Agricultural Products Cooperative, “Nang - Roasted and Ground Coffee Powder” from Pun Coffee Co., Ltd., “Ta Lu Coffee Powder” and “Ta Lu Coffee Beans” from Ta Lu Khe Sanh Coffee Co., Ltd. The “Khe Sanh Coffee” product from Huong Hoa District has been granted a collective trademark protection certificate by the Intellectual Property Office (Ministry of Science and Technology).

As a result, many local products have become strengths, being sold through distribution channels and exported. This not only helps people stabilize their income and improve their quality of life but also contributes to socio-economic development and promotes the unique cultural traditions of the ethnic groups in these localities.

- To effectively implement the development of distinctive products for ethnic minority and mountainous regions, what solutions will Quang Tri province implement in the coming period, Comrade?

- First and foremost, it is necessary to continue promoting the dissemination of information about the objectives, viewpoints, orientations, and content of Program 1719 and the projects and plans for developing commercial infrastructure in ethnic minority and mountainous areas. This aims to raise awareness among businesses, production and trading establishments, and the people, ensuring unified coordination among all levels, sectors, relevant units, and the people in the implementation process.

Strengthen trade promotion efforts and support the connection of consumption of distinctive and specialty products from ethnic minority and mountainous regions to distribution channels in supermarkets, retail stores, and agricultural product stores inside and outside the province. This connection helps businesses and production facilities find consumption partners, expand markets, and create stable outlets for their products.

Continue implementing the project to support businesses, cooperatives, and individual business households in ethnic minority and mountainous areas to build two-way trade models to consume products from ethnic minority and mountainous areas and supply essential goods to the locality.

Developing agriculture towards sustainability, improving quality, increasing value and competitiveness, focusing on forming concentrated specialized farming areas of reasonable scale, suitable to soil and climate conditions and utilizing local labor.

Focus on structuring agricultural products into three key product groups (provincial level, district level, and local specialties) linked to the One Commune One Product (OCOP) program, and orienting the restructuring of agricultural production by sector and region in accordance with the agricultural restructuring plan for the 2021-2025 period.
