In recent times, Quang Tri province has made efforts to implement solutions to support the development of typical products for ethnic minority and mountainous areas. Many typical products have been available in domestic and foreign distribution systems, bringing many economic benefits and improving the lives of ethnic minority and mountainous people. Quang Tri Newspaper reporters interviewed Acting Chairman of Quang Tri Provincial People's Committee HA SY DONG about this issue.
- Dear comrade, in recent years, the issue of supporting product development for ethnic minority and mountainous areas has been integrated into socio-economic development programs and policies for ethnic minority and mountainous areas. Could you please tell us the results of implementing these support policies?
- The Resolution of the 13th National Party Congress identifies socio-economic development in ethnic minority and mountainous areas as a strategic task, a top priority in the country's socio-economic development planning. In the spirit of focusing on perfecting and implementing ethnic policies in all areas, especially specific policies to solve the difficulties of ethnic minorities in production development, creating livelihoods, jobs, domestic water, sustainable and stable settlement for ethnic minorities, especially in remote, isolated and border areas.
In order to effectively implement the goals and orientations of the Resolution of the 13th National Party Congress, the Government and central ministries, departments and branches have issued and effectively implemented many support policies on production development and job conversion for ethnic minorities; programs on applying and transferring science and technology to develop the socio-economy in rural, mountainous and remote areas, ethnic minority areas...
In particular, focusing on effectively implementing the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period is considered the foundation and basis for effectively and practically implementing national target programs (NTPs) for the specific characteristics of each ethnic minority area in particular, and ethnic minorities and mountainous areas in Quang Tri province in general, contributing to promoting the positivity and self-reliance of ethnic minorities in socio-economic development and sustainable multidimensional poverty reduction.

In particular, 2022 is the first year of implementing the National Target Program on Socio-Economic Development for Ethnic Minority and Mountainous Areas according to Decision No. 1719/QD-TTg dated October 14, 2021 of the Prime Minister (referred to as Program 1719). This is a large program, including 10 projects, contents in many fields and chaired and implemented by different sectors, integrating central policies for ethnic minority and mountainous areas in the previous period and adding new policies.
Implementing Program 1719 in Quang Tri province with the central budget allocated for implementation from 2022-2024 is 980.2 billion VND, up to now, more than 545.2 billion VND has been disbursed, reaching a rate of 55.6%, of which, sub-project 2 Support for development of production according to value chains, precious medicinal herb growing areas, promote business start-ups, start-ups and attract investment in ethnic minority and mountainous areas, the allocated capital is more than 147.6 billion VND with 3 contents: Support for development of production according to value chains, investment, support for development of precious medicinal herb growing areas, promote business start-ups, start-ups and attract investment in ethnic minority and mountainous areas.
In addition, the Provincial People's Committee has directed the effective integration of resources from domestic and foreign programs and projects to promote the development of potential, advantageous, and unique products along the value chain to contribute to the socio-economic development of ethnic minority and mountainous areas in the province.

Thanks to that, the socio-economic situation of ethnic minority and mountainous areas has developed stably, the economic structure has shifted according to the advantages of each sub-region; agricultural production has developed towards commodity production. The agricultural economy has developed in a diverse way with specialized areas for growing coffee, rubber, bananas, pepper, cassava, etc., which has promoted production development for households, creating stable income for people.
- Dear comrade, successfully building a brand for typical products of ethnic minority and mountainous areas is of great significance in order to increase the value of products and improve people's lives. In recent years, how has the province directed all levels, sectors and localities to focus resources on implementing this work?
- As we know, the brand for each product is an extremely important factor because this is the "invisible added value" created from the crystallization of the production process, regional culture associated with product quality. With the potential of the ethnic minority and mountainous areas of the province, there are many rich, diverse and quality local products, however, the consumption of these products faces certain difficulties in terms of product standards.
Identifying that bottleneck, in the period of 2021-2024, the Provincial People's Committee has allocated more than 2.2 billion VND from the capital of Program 1719 and integrated other resources to focus on supporting brand building and connecting to promote the consumption of typical products of ethnic minority and mountainous areas, in which priority is given to supporting enterprises, cooperatives, and production facilities to complete products, meeting the conditions and standards of the distribution system such as supporting design consulting, printing models, packaging, and product labels for specialty products, typical in Dakrong district such as: herbal tea, green black bean tea with pandan leaves, green black bean tea with jasmine flowers, Ba Nang leaf yeast wine, wild banana wine, Mo O watermelon, Ta Rut dwarf banana, Tra Phan domestic honey products.
Huong Hoa district has completed 5 coffee products that have been certified with 4-star OCOP at the provincial level, including “Khe Sanh Coffee 100% Arabica powder”, “Khe Sanh Coffee roasted beans” of Khe Sanh Agricultural Cooperative, “Nang-roasted ground coffee powder” of Pun Coffee Company Limited, “Ta Lu Coffee powder” and “Ta Lu Coffee beans” of Ta Lu Khe Sanh Coffee Company Limited. The product “Khe Sanh Coffee” of Huong Hoa district has been granted a collective trademark protection certificate by the Department of Intellectual Property (Ministry of Science and Technology).
Thanks to that, many products have become local strengths that are consumed in distribution and export channels. This not only helps people stabilize their income and improve their quality of life, but also develops the socio-economy and promotes the unique cultural traditions of ethnic groups in the localities.

- To effectively implement the development of typical products for ethnic minority and mountainous areas, what solutions will Quang Tri province have in the coming time, sir?
- First of all, it is necessary to continue to promote propaganda about the goals, viewpoints, orientations, and contents of Program 1719 and projects and plans on developing commercial infrastructure in ethnic minority and mountainous areas to raise awareness among the business community, production and business establishments and people, ensuring unified coordination of all levels, sectors, related units and people in the implementation process.
Strengthen trade promotion activities, support connection to consume typical products, specialties of ethnic minority and mountainous areas into distribution channels at supermarkets, retail stores and agricultural stores in and outside the province. Connection helps businesses and production establishments find consumption partners, expand markets, create stable output for products.
Continue to implement the project to support enterprises, cooperatives, and individual business households in ethnic minority and mountainous areas to build a two-way trade model to consume products of ethnic minority and mountainous areas and supply essential goods to the locality.

Developing agriculture towards sustainable development, improving quality, increasing value and competitiveness, focusing on forming specialized concentrated areas with reasonable scale, suitable to soil and climate conditions and using local labor.
Focus on restructuring agricultural products according to 3 key product groups (provincial level, district level and local specialties) associated with the One Commune One Product (OCOP) Program, orienting the restructuring of agricultural production by sector and region in accordance with the agricultural restructuring plan for the 2021-2025 period.
