Focus on investing in perfecting the automatic and continuous waste monitoring system.

With the viewpoint of economic development associated with natural resource and environmental protection, Quang Tri province has had many solutions in environmental management, in which, priority is given to investing and building an automatic and continuous environmental monitoring network. On October 11, 2016, Quang Tri Provincial People's Committee issued Official Dispatch No. 4189/UBND-NN on agreeing to the investment policy to install an automatic and continuous monitoring data connection control room (central station) and operated by the Quang Tri Center for Natural Resources and Environment Monitoring. Monitoring data including monitoring data and surveillance images will be automatically transmitted to the central station for monitoring, management and updating into the database system to serve the extraction and provision of data upon request.

Pursuant to Decision No. 1200/QD-UBND dated June 5, 2017 of the Provincial People's Committee on promulgating regulations on management and operation of automatic and continuous monitoring systems in Quang Tri province, the Department of Agriculture and Environment has assigned the Center for Natural Resources and Environment Monitoring to organize the operation of the province's automatic and continuous monitoring data connection control room.

Regarding automatic monitoring, the province currently has 1 central station located at the Center for Natural Resources and Environment Monitoring and 6 base stations that have connected data to the central station, including stations at VTJ Toms Textile Co., Ltd., Quang Tri Town Wastewater Treatment Station, Huong Hoa Tapioca Starch Factory, An Thai Tapioca Starch Processing Joint Stock Company, Bim Son Cement Joint Stock Company - Quang Tri Branch. In addition, there is an automatic, continuous environmental monitoring station at the Quan Ngang Industrial Park Wastewater Treatment Station that is transmitting test data.

During the operation, it has been shown that the automatic and continuous monitoring system has brought about some practical results, especially in the state management of natural resources and environmental protection. The parameters measured from the automatic and continuous monitoring stations (base stations) have helped the Department of Agriculture and Environment to regularly and continuously control the emission activities of production and business establishments in the area.

From there, timely measures can be taken to handle and prevent emissions exceeding the permitted limits according to standards into the environment. In addition, through the automatic and continuous monitoring system, businesses can comprehensively control and evaluate the production process, contributing to raising awareness and responsibility of businesses in protecting resources and the environment.

Up to now, the central station has received monitoring data for 7 environmental monitoring stations and 8 automatic and continuous water resource exploitation and usage stations in Quang Tri province. In the coming time, in order to comply with the provisions of law on automatic and continuous monitoring, the Department of Agriculture and Environment will continue to inspect and urge the units under the subject to install automatic and continuous monitoring systems and connect and transmit data to the central station for monitoring and management.

Actively organize the work of monitoring, receiving and managing automatic monitoring data continuously every month and in batches at central stations and base stations; urge facilities subject to automatic and continuous monitoring of wastewater and industrial emissions and organize monitoring and review of the operation of automatic monitoring systems at facilities periodically once a year and suddenly when there are incidents.

In order to enhance and promote the effectiveness of automatic and continuous monitoring activities according to the Law on Environmental Protection, the Department of Agriculture and Environment has submitted to the Provincial People's Committee Decision No. 1472/QD-UBND dated June 24, 2024 on approving the feasibility study report on investment in the construction of new automatic and fixed environmental monitoring stations in Quang Tri province, the project scale includes: Construction of 1 new monitoring station operator house in the Southeast Quang Tri Economic Zone; construction of 2 new ambient air monitoring stations, 3 surface water monitoring stations on rivers, implementation period from 2024-2027.
