That is the information from the Hue City People's Committee at the working session on the morning of April 22 with the working delegation of the Ministry of Culture, Sports and Tourism to survey the construction of a feasibility study report for the National Target Program on Cultural Development for the period 2025-2035.

Implement many important projects and programs
Over the years, Hue City has developed proposals for tasks and budget for the National Target Program on Cultural Development for the 2025-2030 period with key tasks that need to be implemented, in accordance with the actual conditions, culture, society, and characteristics of the locality.
For example, a project has been issued to support investment in restoration, embellishment, and preservation of relics outside the Hue Monuments Complex in the city until 2030.
In the period of 2021 - 2025, 39 relics under the project have been invested in restoration and embellishment with a total cost of 124,547 billion VND from the budget and legally mobilized social capital. Implementing the project "Promoting the value of President Ho Chi Minh's relics in Thua Thien Hue (now Hue City) to serve tourism development".
Currently, the locality is actively developing an outline and research plan to establish a dossier on “Hue Singing Art” to submit to UNESCO for recognition as an Intangible Cultural Heritage of Humanity. In addition, it has also built and managed a database on Hue culinary culture to systematically collect and store it for the purpose of searching and in the future, it can be expanded and upgraded into a forum for exchanging, discussing, researching and updating on Hue culinary culture.
Notably, in recent times, Hue City has organized cultural activities, creating highlights for the central cultural and artistic space of Hue City with cultural and artistic activities, exhibitions on walking streets, parks, and cultural centers on the southern bank of the Perfume River. Along with that, focusing on digital transformation and the application of science and technology in culture. In particular, focusing on promoting the application of information technology to organize exhibition activities on digital platforms.
Currently, the city is focusing on digitizing documents on President Ho Chi Minh's heritage in Hue; archiving Diem Phung Thi's artworks in 3D images; developing a project to digitalize typical fine art works; and building Ca Hue App on iOS and Android operating systems.

Promote attracting investment resources for cultural development
At the meeting, Permanent Vice Chairman of Hue City People's Committee Nguyen Thanh Binh outlined the work of preserving and promoting the cultural heritage values of the ancient capital of Hue in recent times. In particular, focusing resources on the cultural sector to develop and exploit cultural and historical values, creating resources for local socio-economic development.

On this occasion, Mr. Binh proposed to support central budget capital for localities with great potential for cultural and heritage development but still facing difficulties in local budget revenue. This will enable localities to use capital to preserve and promote unique cultural values, heritage, relics, and cultural institutions typical of the locality. At the same time, it will also serve as a premise to promote and attract other investment resources to sponsor, donate, and serve cultural development.
In addition, it is recommended that the drafting unit develop regulations and guidelines for program implementation in a way that enhances the initiative of localities, especially for investment projects in specific fields of culture, heritage, relics, arts, etc.
Deputy Director of the Department of Planning and Finance of the Ministry of Culture, Sports and Tourism Nguyen Thi Hong Lien said that the National Target Program on Cultural Development for the 2025 - 2035 period has been approved by the National Assembly and specified in Resolution No. 162/2024/QH15.
The Resolution is an important milestone in developing culture into one of the pillars of the country's socio-economic development. At the same time, it demonstrates the timely attention of the Party and the National Assembly to the cultural field.
The preparation of a feasibility study report is a task that needs to be completed urgently. The report must have an overview of cultural development in the past, achievements, difficulties, goals, etc. To do this, it is necessary to have a set of criteria for evaluation, and to stipulate principles and norms for resource allocation.
Ms. Lien also hopes that localities need to be proactive in implementing and coordinating to remove bottlenecks and effectively carry out the program's tasks. Along with that, closely follow and list the investment, pay attention to identifying the focus and key points, prioritize urgent contents and propose a specific implementation roadmap for each content.
