The province has issued documents to direct the implementation of state management in the conservation and promotion of the value of historical - cultural relics and scenic spots associated with tourism development. Directing departments, branches and localities to disseminate and strictly implement legal documents related to the management of historical - cultural relics and scenic spots in the area. Many policies have been developed and implemented, typically the Project on Conservation, restoration and promotion of the value of the system of historical - cultural relics and scenic spots in Quang Ninh province in the period of 2020-2030 with specific solutions and goals to further improve the effectiveness of management, conservation and promotion of the value of relics and scenic spots in the whole province.
Departments, branches and localities strengthen their roles and responsibilities in managing, protecting and promoting the value of relics and activities of preserving, renovating and restoring relics; strictly control the process of inventorying and classifying new relics, closely linking with the program and plan for renovating, embellishing and promoting the value of relics. Effectively and promptly implement the coordination mechanism between agencies and authorities in advising and managing the state on cultural heritage from the central to local levels. Strictly implement the Law on Cultural Heritage, documents guiding the implementation of the Law and regulations on investment and construction when implementing projects for preserving, renovating and restoring relics.
Based on the guiding documents on management, conservation and restoration of relics, localities have directed the organization of regular inspections and periodic inventories of relics to promptly update changes in relics (current status, scale, investment in restoration, embellishment, degradation, ruins, etc.) as a basis for activities of management, conservation and promotion of relic values. The work of maintaining, embellishing and restoring relics has been focused on. At the same time, increasing the mobilization of social investment in the construction of traffic infrastructure projects, connecting relics, and items of works to restore and embellish relics, contributing to the development of tourism in the area. For example, in Dong Trieu, in the period from 2018-2024, the city has 34 relics that have been invested in planning, establishing restoration and embellishment projects; Investing in the road system, lighting and promoting the value from the state budget and socialized capital with a total cost of over 2,100 billion VND (of which, the state budget is over 1,022 billion VND; socialized capital, electricity industry capital, coal industry capital is nearly 1,078 billion VND).
Mr. Nguyen Manh Ngát, Party cell secretary, head of Binh Luc Ha residential area, Hong Phong ward (Dong Trieu city), said: At the end of 2024, the restoration and embellishment of the provincial-level historical and cultural relic of Binh Luc Communal House, phase 1 will be completed with a total cost of over 10 billion VND from 100% socialized sources. Binh Luc Communal House is restored and embellished to meet the spiritual and cultural needs of the people, creating a unique historical and cultural mark of the locality, connecting with the Tran Dynasty National Special Relic Site and the system of relics and scenic spots in the ward and city, contributing to the development of spiritual and cultural tourism, promoting the socio-economic development of the locality.
The work of disseminating, popularizing and educating the law in state management of cultural heritages has also been regularly implemented to improve knowledge and understanding of the law for officials and people, contributing to preventing and limiting acts of encroachment and negative impacts on cultural heritages. Agencies, units and localities have actively promoted their roles and responsibilities in managing and using land, receiving and using mascots, artifacts, worship objects at relics, etc. The activity of guiding visitors to relics has been given attention, helping visitors to directly experience and receive information about the cultural history and value of the heritage.
In addition to implementing and guiding the implementation of legal regulations, functional sectors and localities, based on their tasks, should promote inspection, examination and supervision of the protection and promotion of the value of local relics; promote the supervisory role of the community, strengthen propaganda work, actively mobilize people to participate in the protection and supervision of relic restoration projects in accordance with the procedures and contents prescribed by law; protect the environment, landscape of relics, scenic spots, build a civilized festival lifestyle...
In fact, with the serious and correct implementation of conservation work, the value of relics and scenic spots has been effectively promoted, contributing significantly to enhancing the value of relics, turning relics into valuable resources for the development of cultural tourism, contributing to ensuring harmony between the conservation of cultural heritage and sustainable socio-economic development and tourism development of the locality.
