Chairman of the Ho Chi Minh City People's Committee Phan Van Mai requested that the heads of project management boards in Ho Chi Minh City must update the plan and disbursement progress from now until the end of the year, and must manage each project, each month, assign tasks to each board, each project team and be responsible for this.
On the morning of September 4, Chairman of Ho Chi Minh City People's Committee Phan Van Mai chaired the regular meeting on socio-economic affairs in August.
Hold the leader accountable
Concluding the meeting, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai stated that the socio-economic situation of Ho Chi Minh City in August and the first 8 months of the year continued to recover positively. According to him, this is a trend that needs to be relied on to promote in September and the last months of the year, in order to achieve the growth target as well as the major goals of Ho Chi Minh City.
Reviewing some outstanding growth indicators, such as industrial production index, total consumer revenue, export, budget revenue; political security, social order and safety are ensured... The Chairman of the Ho Chi Minh City People's Committee assessed that these are meaningful results, Ho Chi Minh City needs to focus more to maintain growth momentum until the end of the year.
In addition to the positive points, the Chairman of the Ho Chi Minh City People's Committee also pointed out the limitations that need to be removed immediately. That is, the disbursement of public investment capital continues to lead the list of limitations. By the end of August, it had only reached 18.1%. Of which, 4 project management boards under the city basically manage the public investment capital of Ho Chi Minh City, but the disbursement rate has only reached 17.4% (lower than the average of the whole city).
The Chairman of the Ho Chi Minh City People's Committee cited the disbursement commitments of the management boards in the last week of August. Of which, the Management Board of Traffic Construction Investment Projects (Traffic Board) committed to disbursing 590 billion VND, but by the end of August, only 86 billion VND was disbursed. The Management Board of Ho Chi Minh City Urban Infrastructure Construction Investment Projects (Infrastructure Board) committed 111 billion VND but only disbursed 31.6 billion VND. The Management Board of Civil and Industrial Construction Investment Projects (Civil Board) committed 153 billion VND, but disbursed 60 billion VND. The Management Board of Ho Chi Minh City Urban Railways (Railway Board) committed 119 billion VND but disbursed 32 billion VND.
Chairman of the Ho Chi Minh City People's Committee Phan Van Mai requested that project management boards and Thu Duc City must carefully review each project, update plans and keep commitments every month. He requested that by the end of the year, the disbursement target must be around 95%, and that the difficulty level must be 90% or higher.
“In the first week of September, the heads of departments must update the plan and disbursement progress from now until the end of the year and must manage each project, each month, assign tasks to each department, each project team and must be responsible for this,” the Chairman of the Ho Chi Minh City People's Committee emphasized.
Analyzing further the limitations, the Chairman of the Ho Chi Minh City People's Committee assessed that the number of enterprises withdrawing from the market is still high; capital absorption is still low due to obstacles; market purchasing power is below potential; Ho Chi Minh City is facing a measles epidemic. He requested that there should be specific solutions for each issue, such as supporting enterprises, removing difficulties and obstacles in public investment, promoting public procurement, etc.
From there, the Chairman of the Ho Chi Minh City People's Committee requested the heads of departments, branches, sectors and localities to focus on operating according to the tasks of the month, quarter and year. In addition, the Chairman of the Ho Chi Minh City People's Committee emphasized and requested to rectify the coordination work between departments and sectors.
“Each leader must review what tasks are still outstanding; what tasks are difficult to complete and need to be focused on; what tasks are hindering and slowing down the common work of the city and other departments. I suggest that each task must be reviewed and closely managed and assigned, and monitored to ensure the timeline and quality of the work,” comrade Phan Van Mai requested.
The Chairman of the Ho Chi Minh City People's Committee also requested to focus on reviewing long-standing and complicated backlog tasks to propose to competent authorities for resolution. In addition, focus on preparing documents to submit to the National Assembly at the year-end session on the Ho Chi Minh City Urban Railway Development Project, the International Financial Center in Ho Chi Minh City and the Ring Road 4 project. In addition, it is necessary to prepare contents to submit to the Ho Chi Minh City People's Council at the September thematic session and implement Resolution No. 98/2023/QH15 of the National Assembly.
Clearing land clearance
Previously, regarding the disbursement of public investment, Director of the Department of Finance Nguyen Hoang Hai said that the results were very low. By August 31, only VND14,381 billion had been disbursed, reaching 18.1%. Investors assigned large capital in Ho Chi Minh City have not achieved the desired progress. According to Mr. Hai, from now until the end of the year, with the task of disbursing about VND60,000 billion, on average disbursing VND15,000 billion per month is very difficult.
Mr. Le Van Dung, Deputy Director of the Project Management Board for Investment and Construction of Civil and Industrial Works, said that by the end of August, the Board had disbursed 691 billion VND, accounting for 8.2%. The Board has approved 12 projects, striving to start construction by the end of the year. Currently, the Board is focusing on the project of purchasing equipment for 3 hospitals in the gateway area (including Cu Chi, Hoc Mon, Thu Duc), with a total capital of about 1,200 billion VND.
Meanwhile, Director of the Traffic Construction Investment Management Board Luong Minh Phuc said that the Board was assigned capital of VND12,380 billion, and has disbursed VND2,150 billion, reaching 20%. From now until the end of the year, the amount of money needed to be disbursed is VND9,930 billion, of which about VND2,000 billion is for site clearance capital, VND700 billion for new projects, VND300 billion of ODA capital... These expenses are expected to be disbursed in the third and fourth quarters and the Board is still determined to keep the disbursement target above 95%. Among the solutions, the Director of the Traffic Board said that he is continuing to speed up the construction and installation group. In particular, the Ho Chi Minh City Ring Road 3 project (about VND3,000 billion for construction and installation) will have the first sand package from the West this week. All projects are implemented in 3 shifts, 4 teams, trying to ensure progress.
Mr. Luong Minh Phuc suggested that localities speed up the site clearance work, specifically Tan Binh district (Tran Quoc Hoan street site worth 390 billion VND), District 4 (Nguyen Khoi bridge and road project worth more than 700 billion VND), Binh Chanh district (National Highway 50 expansion project)... These sites all need to be handed over in September, if they are delayed, it will be too late.
Also an investor assigned a large amount of capital this year, Mr. Bui Thanh Tan - Director of the Urban Infrastructure Construction Investment Project Management Board said that the Board was assigned more than 12,400 billion VND, of which 8,400 billion VND is capital for site clearance. The Board has only disbursed a total of 920 billion VND, reaching 7.4%. The Board's site clearance capital mainly belongs to two projects: dredging Xuyen Tam canal and the project on the north bank of Doi canal, currently the Ho Chi Minh City People's Committee is focusing on removing obstacles.
