On the morning of June 18, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Nghe An province had a meeting with comrade Phoi Kham Hung Bun Nhuong - Secretary, Governor of Xay Som Bun province, Lao PDR, who visited Nghe An province.

Attending from Xay Som Bun province (Laos) were: Director of Provincial Police, Political Commissar of Provincial Military Command, Chief of Office of Provincial Government Committee, Director of Department of Energy and Mines, Director of Department of Planning and Investment, Deputy Director of Department of Finance.

Also participating in the reception, on the side of Nghe An province, there were leaders of: Provincial People's Committee Office, Provincial Military Command, Department of Planning and Investment, Department of Finance, Department of Natural Resources and Environment.

The Secretary and Governor of Xay Som Bun province expressed his joy when visiting and working in Nghe An province; at the same time thanked the Deputy Secretary and Chairman of the Provincial People's Committee Nguyen Duc Trung for the warm welcome. Sharing with the leaders of Nghe An province, comrade Phoi-kham Hung Bun Nhuong said: Xay Som Bun is a province located in the center of Laos; with an area of ​​8,500 km², mountainous areas account for 80% of the area. Although there are still many difficulties, however, with the attention of the Politburo of the Lao People's Revolutionary Party, after 10 years of establishment, Xay Som Bun has gradually stabilized and developed step by step, contributing to consolidating and maintaining the trust of the Lao ethnic people in the government. In addition, there is the active support of the Party, the State of Vietnam and ministries in economic development, infrastructure, national defense, security... Secretary and Governor of Phoi-kham Hung Bun Nhuong also thanked the support and assistance of Nghe An province when it provided scholarships and trained human resources for Xay Som Bun province at universities in Nghe An.

With its responsibility, Xay Som Bun province has also established a Steering Committee to coordinate the implementation of the contents of the minutes signed with Nghe An province in the work of searching, collecting and gathering the remains of Vietnamese volunteer soldiers and experts who died in Laos. The Secretary and Governor of Xay Som Bun province wishes Nghe An province to develop more and more, to achieve greater achievements; and to wish the special friendship between Vietnam and Laos, Xay Som Bun province and Nghe An province to "be forever green, forever sustainable".

Chairman of the Provincial People's Committee Nguyen Duc Trung expressed his delight at the results that Xay Som Bun province has achieved in recent years. In recent years, Xay Som Bun province's economy has always maintained a stable growth rate, with an annual average of 7%. In 2023, the growth rate reached 7.5%, exceeding the plan by 0.6%; budget revenue of 1,187 billion kip (equivalent to nearly 60 million USD) reached 175% compared to the annual plan. Average income per capita is 15.17 million kip/year (equivalent to nearly 760 USD). Most importantly, the province has gradually maintained political security stability and gained the trust of Lao ethnic people in the development process.

Sharing with the delegation of Xay Som Bun province, the head of the Provincial People's Committee said: Nghe An has many similarities with Xay Som Bun province; is a province located in the North Central region, has the largest natural area in Vietnam with nearly 16,500 km², more than 83% of the area is mountainous. The population is more than 3.4 million people, ranked 4th in Vietnam. In recent years, the socio-economic situation of the province has achieved quite positive results. The economic scale of the province in 2023 ranked 10th out of 63 provinces and cities nationwide. The economic growth rate in 2023 reached 7.14%, and in the first 3 months of 2024 reached 6.38%. In particular, attracting FDI capital is a bright spot, reaching nearly 1 billion USD in 2022 and more than 1.6 billion USD in 2023, ranking 8th out of 63 provinces and cities in Vietnam in attracting FDI capital. To date, the province has 137 FDI projects with a total investment capital of more than 4.2 billion USD from 14 countries. The fields of culture, society, national defense and security have received attention and achieved many positive results.

Nghe An has also received attention from the Central Government with the Politburo issuing Resolution No. 39 on building and developing the province until 2030, with a vision to 2045; at the ongoing 7th session, the National Assembly will pass a Resolution on piloting the addition of a number of specific mechanisms and policies to institutionalize Resolution No. 39 of the Politburo. This is an important political foundation, creating motivation and resources for Nghe An province to develop rapidly and sustainably in the coming time.

The Chairman of the Provincial People's Committee said that, implementing the policies and guidelines of the Party and the State, Nghe An province always focuses on developing comprehensive cooperation in many fields with the provinces of Laos, including Xay Som Bun province. Currently, Nghe An province has official cooperative relations with 7 provinces of the Lao PDR. The Chairman of the Provincial People's Committee also thanked the Party Committee, Government and People of Xay Som Bun province for their attention and active support for the Collection Team of Nghe An province in the work of searching, collecting and retrieving the remains of Vietnamese volunteer soldiers and experts who died in Laos over the past time. Over the past 40 years, the Xay Som Bun Provincial Special Working Group has coordinated with the Special Working Groups of Xieng Khouang and Vientiane provinces to provide information, survey, search and collect 12,661 remains of martyrs who died in the resistance wars. Of which, in Xay Som Bun province, 76 martyrs' remains were collected, in the dry season of 2023 - 2024 alone, 9 martyrs' remains were collected and brought back to Vietnam for burial.

Regarding human resource training support activities: in the 2023-2024 school year, Nghe An province will receive a total of 20 international students from Xay Som Bun province. Of these, 10 students will study the Vietnamese language preparatory program and 10 students are currently receiving specialized training at universities in the province. The Chairman of the Provincial People's Committee emphasized that the cooperation activities between Nghe An province and Xay Som Bun province have contributed to strengthening the special solidarity and friendship between the two Parties, the two States and the people of Vietnam and Laos in general and the two provinces in particular. At the same time, he hoped that in the coming time, the cooperation relationship between Nghe An and Xay Som Bun provinces will continue to achieve more outstanding results; focusing on potential areas such as agriculture, production and business, mineral exploitation, and development of transport infrastructure, contributing to promoting socio-economic development, national defense and security of the two provinces.
