Also attending were comrade Nguyen Manh Tuan, member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee; leaders of a number of departments, branches, Ham Yen district, and representatives of construction contractors.

After inspecting the construction of the entire expressway, at the headquarters of the People's Committee of Minh Dan commune (Ham Yen), the Chairman of the Provincial People's Committee chaired a meeting on the project's progress.

According to the report of the Provincial Traffic Construction Investment Project Management Board, regarding site clearance, up to now, 69.4/69.7 km of the entire route has been handed over, reaching 99.57%, currently 0.3 km has not been handed over. Regarding the construction of resettlement areas, 24/24 areas have been built, resettlement land has been handed over to 408/479 households, the main problems are concentrated in Ham Yen district because 2 resettlement areas in Phu Huong village, Bach Xa commune and Bua Nghieu village, Phu Luu commune have suffered from geological subsidence. Regarding fill soil, there is still a shortage of 1.97 million m3 of land compared to the demand, 3 mines must be exploited according to special mechanisms; construction stone is still short of 0.35 million m3.

Regarding construction progress, 104 construction sites with 746 pieces of equipment have been deployed so far. The capital plan allocated so far is more than 5,634/6,800 billion VND; more than 4,195/1,494.75 billion VND of the assigned capital plan has been disbursed, reaching 74.5%; in 2025, nearly 60.4/1,494.75 billion VND will be disbursed, reaching 4%.

The Committee proposed that the People's Committee of Ham Yen district pay compensation and hand over the site to 41 households that have had their compensation plans approved and 57 households allocated resettlement land; 16 households related to forestry land; complete the construction of technical infrastructure for the resettlement area and allocate land, issue land use right certificates to households that must relocate and resettle to hand over the site to the construction unit before April 10, 2025.

Discussing at the meeting, representatives of construction contractors raised problems related to site clearance, weather, materials... affecting construction progress.

Speaking at the meeting, Chairman of the Provincial People's Committee Nguyen Van Son highly appreciated the Management Board of the Provincial Traffic Construction Investment Project, Ham Yen district, contractors, consultants, workers and people for their efforts in implementing the project.

In addition to that effort, he emphasized that the progress of site clearance and construction has not met the set requirements. With the goal of completion in 2025, regarding site clearance, he assigned the People's Committee of Ham Yen district to coordinate with relevant agencies to resolve the handover of the site to the construction unit before April 7; directed the construction to be carried out in "3 shifts" to speed up the completion of the resettlement area, paying attention to the electricity and water system, and granting land use right certificates to the people.

He suggested that for infrastructure relocation, each item must be completed after that item; infrastructure suppliers must be required to implement immediately, without waiting for time. Regarding material sources, investors and contractors need to coordinate with relevant agencies to urgently resolve to ensure adequate supply. The Provincial Traffic Construction Investment Project Management Board assigned the Board's leaders and staff to monitor each contractor's construction organization, ensuring compliance with legal regulations.
