RECOMMENDATION FOR ATTENTION TO INVESTMENT AND COMPLETION OF PROJECTS IN THE AREA

At the conference, on behalf of the delegates, Chairman of Nam Dan District People's Committee Nguyen Hong Son informed the voters of Xuan Hoa commune about the expected program and content of the Provincial People's Council meeting in mid-2024; the socio-economic situation, national defense and security in the province and Nam Dan district in the first 4 months of the year, key tasks in the coming time; results of handling opinions and recommendations of voters of Nam Dan district.

After listening to the reports, voters of Xuan Hoa commune expressed their joy and highly appreciated the leadership, direction and management of Party committees and authorities at all levels in socio-economic development, national defense and security; at the same time, they raised many opinions and recommendations to the provincial People's Council delegates and Nam Dan district People's Council delegates.

Voter Truong Trong Thang requested the Provincial People's Council to soon allocate funds to invest in the construction of the remaining part of the Nam Dan 2 culvert project. The project started construction more than 13 years ago, but until now the road for people has not been completed, there is only a dirt road, so the people of Xuan Hoa commune face many difficulties in traveling.

Voter Nguyen Van Toan said that Tien Phong hamlet carpentry village was established by the Provincial People's Committee in 2014. Nam Dan district then approved the detailed construction plan at a scale of (1/500), investing in the construction of traffic infrastructure and drainage ditches.

"The villagers hope to soon be able to operate centrally to reduce environmental pollution, but are currently facing difficulties with land procedures and certification. Therefore, we request the Provincial People's Council and People's Committee to direct departments, branches and sectors to help Nam Dan district and Xuan Hoa commune soon put the village into centralized operation," voter Toan suggested.

Regarding the memorial site and church of comrade Le Hong Son, voter Nguyen Quoc Dung requested the Provincial People's Council and Provincial People's Committee to pay attention to supporting funding for the Management Board and the guards to look after and take care of the incense lamps here. Because since its completion and put into use, the costs of electricity, water, and incense lamps have mainly been taken from the commune and clan budgets.

According to voter Dung, the memorial house of comrade Le Hong Son was restored according to the original and made of thatch, bamboo, and rattan, and after only 2-3 years it has deteriorated and needs to be repaired, while the local budget is still difficult. Therefore, it is recommended that the Provincial People's Council and People's Committee pay attention to supporting the local budget annually in the restoration and repair of comrade Le Hong Son's memorial house.

At the conference, voters of Xuan Hoa commune also requested early investment in upgrading and expanding National Highway 46; speeding up the construction progress of Provincial Road 539B from National Highway 46C to the Nam Anh commune bypass because the current construction progress is too slow; upgrading the power transmission infrastructure because many areas have weak electricity.

Voters also requested the Provincial People's Council and People's Committee to pay attention to supporting the arrangement of part-time positions in charge of cultural houses and radio stations for type 2 communes and the remaining communes; have policies to support health insurance for children of students from families working in agriculture, forestry and fishery; have a mechanism to allow the sale of old cultural houses in hamlets to build new cultural houses, creating convenience for people's activities...

At the conference, the leaders of Nam Dan District People's Committee answered and clarified the recommendations of voters of Xuan Hoa Commune. In particular, the slow construction of Provincial Road 539B is due to problems in site clearance. Therefore, they requested some households of Xuan Hoa Commune to agree to relocate the electric poles.

FOCUS ON RESOLVING VOTERS' LEGITIMATE PROPOSALS ACCORDING TO THE ROADMAP

Speaking at the conference, Chairman of the Provincial People's Committee Nguyen Duc Trung said that despite the difficult conditions and context, the province's socio-economic development results have maintained a positive momentum. With a province with a large population, large area, and many difficult areas, these are important conditions for the province to achieve its development goals in the coming time.

In recent times, the province has seen many positive factors and bright spots, notably the results of attracting investment. In addition, the transport infrastructure has been increasingly improved; administrative reform has received attention and has made changes. Nghe An is the only locality in the country where the Provincial Party Secretary is the Head of the Steering Committee, and the comrades in the Provincial Party Standing Committee participate with the viewpoint: Choose key tasks and take drastic actions.

Emphasizing the province's key tasks, the Chairman of the Provincial People's Committee said that, first of all, the province is making efforts to realize the contents of Resolution No. 39 of the Politburo for Nghe An.

The province is focusing on working with central agencies to submit to the National Assembly at the 7th session in May to approve the pilot resolution to supplement a number of specific mechanisms and policies for Nghe An province. The mechanisms and policies in the resolution will create conditions, continue to have more resources and motivation for the overall development of the province, as well as localities.

In addition, the province is actively developing a plan to implement the Provincial Planning for the period 2021-2030, with a vision to 2050; implementing 3 major projects: Project on rearranging administrative units at district and commune levels for the period 2023-2025; Project on expanding the Southeast Economic Zone; Project on expanding administrative boundaries and urban space of Vinh city.

The province is also focusing on building strategic infrastructure projects: Cua Lo Deep Water Port Construction Investment Project; Vinh International Airport Upgrade and Expansion Project; Quynh Lap LNG Thermal Power Plant Investment Project; focusing on completing key infrastructure projects of the Central and the province. These projects will contribute to creating favorable conditions, meeting infrastructure requirements, serving the development tasks of the province.

After listening to the report, Chairman of the Provincial People's Committee Nguyen Duc Trung expressed his excitement, appreciation, recognition and congratulations on the socio-economic development results of Nam Dan district in general and Xuan Hoa commune in particular; at the same time, he highly appreciated the 8 frank and responsible opinions for the common goal, for the development of the commune, district and province of voters of Xuan Hoa commune at the conference.

Directly discussing more recommendations from voters of Xuan Hoa commune, the Chairman of the Provincial People's Committee said that the recommendations of voters on investing and completing the Nam Dan 2 culvert project are legitimate and necessary. Currently, the province's capital has not been allocated enough and hopes that voters will share. The province will assign the Department of Agriculture and Rural Development to propose and coordinate with departments and branches to advise the province on arranging capital to complete the project.

Regarding the proposal to soon invest in upgrading National Highway 46, the Chairman of the Provincial People's Committee said that there is currently a project to upgrade and expand National Highway 46 from Vinh city to Nam Dan, and in the coming time, agencies of the Ministry of Transport will implement the project, meeting the travel needs of the people.

The Chairman of the Provincial People's Committee assigned departments and branches to coordinate and guide Nam Dan district to resolve difficulties for people, soon put the craft village into operation; pay attention to ranking the memorial house and the shrine of comrade Le Hong Son; assigned Nam Dan district to coordinate with the Electricity to relocate electric poles after expanding the traffic road, improve the power supply system to ensure daily life for people.

Regarding other recommendations, Chairman of the Provincial People's Committee Nguyen Duc Trung said that the Provincial People's Committee will recommend competent agencies and levels to consider and resolve them in the spirit of ensuring legitimate and legal rights for the people.
