Chairman of the Provincial People's Committee inspects the implementation of projects in Huu Lung district: Highly focused on removing obstacles - Lang Son Newspaper

- On March 27, the Working Group's delegation inspected, directed the resolution, removal of difficulties, obstacles, and handling of projects in the province, led by Comrade Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of Working Group No. 1, inspected, directed the resolution, removal of difficulties, obstacles, and handling of investment and construction projects in Huu Lung district.

Comrade Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee inspected the project of the expressway intersection into Huu Lung Industrial Park.

In Huu Lung district, there are 10 investment projects (9 non-budgetary investment projects and 1 project using public investment capital), all 10 projects are behind schedule according to the plan. The main reasons for the projects being behind schedule are difficulties in site clearance; problems with land procedures; problems with related legal procedures; weak capacity of investors in some projects...

The leaders of the Department of Finance reported some difficulties and problems related to investment projects in Huu Lung district.

The investor of the project to invest, build, manage and exploit the central market of Huu Lung town, Huu Lung district clearly stated the problems affecting the project.

At the inspection, representatives of a number of departments, branches, Huu Lung District People's Committee, and project investors discussed and pointed out the causes of difficulties and obstacles in the process of implementing the projects; proposed solutions to remove obstacles so that the projects could continue to be implemented.

Comrade Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee spoke at the inspection session.

Concluding the inspection, the Chairman of the Provincial People's Committee directed : Departments, branches, Huu Lung District People's Committee and related units need to focus highly to remove obstacles in these projects.

In particular, Huu Lung People's Committee focuses on maximum solutions to organize and complete site clearance work to hand over the site to investors to implement the project. Particularly for the Huu Lung Town Center Project, Huu Lung District People's Committee urgently focuses on reviewing the number of households affected by the project but not eligible for on-site resettlement to calculate resettlement options in other areas (must be completed in April 2025). At the same time, Huu Lung District People's Committee continues to organize site clearance and must complete it in August 2025 to hand over clean site to investors to implement the project.

Comrade Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee and members of Working Group No. 1 inspected the field of the Huu Lung Town Center Project.

The Chairman of the Provincial People's Committee assigned relevant departments and branches to study and review legal regulations related to their fields of responsibility to support investors in completing legal procedures for investment projects; continue to guide, inspect, and urge investors to implement projects; handle problems related to land procedures, construction, planning, policies to adjust project investment purposes, etc., as well as remove other problems of investors.

In particular, for some projects, the Chairman of the Provincial People's Committee directed the provincial departments and branches to guide investors to complete related legal procedures before April 15, 2025.

In particular, for the Huu Lien Ecological Resort and Residence project, the Chairman of the Provincial People's Committee requested the Department of Finance to urgently guide the investor to complete the procedures to stop the project investment. The investors continue to coordinate with departments, branches and the People's Committee of Huu Lung district to complete the legal procedures for the investment project; organize compensation and site clearance... Especially, it is necessary to focus on implementing the work to continue implementing the project.

10 investment projects in Huu Lung district are facing difficulties and obstacles, including: Huu Lien Eco-resort and Accommodation Area; Huu Lung Town Center Area; investment in construction of land exploitation and leveling works at Minh Son 1 mine, Minh Son commune, Huu Lung district, Lang Son province; investment in construction, management and exploitation of the central market of Huu Lung town, Huu Lung district; Huu Lung District Rest Stop (section Km81+280 to Km81+920, Bac Giang - Lang Son expressway); exploitation of sand and gravel for common construction materials at Minh Hoa 3 sand and gravel mine, Hoa Thang commune and Minh Hoa commune, Huu Lung district; exploitation of sand and gravel for common construction materials at Minh Hoa 3 sand and gravel mine, Hoa Thang commune and Minh Hoa commune, Huu Lung district; Investing in the construction of the Minh Son 2 landfill mining project (remaining part) in Minh Son commune, Huu Lung district, Lang Son province; industrial lime kiln and production and processing of CaO, Ca(OH)2, CaCO3; limestone mining for common construction materials at Hong Phong II mine, Cai Kinh commune, Huu Lung district; highway intersection to Huu Lung Industrial Park
