Recently, in some areas of the province, there has been a "virtual fever" in real estate when many people often gather, continuously research, provide information, and carry out transactions to buy and sell houses and land in a short time.
The reason for this situation is that some investors and real estate brokers take advantage of information related to the separation and merger of administrative units to spread rumors, deliberately pushing up real estate prices that are not true to the nature of the market; enticing people to participate in establishing capital contribution and sale contracts that are against regulations; there are even signs of staging transactions, buying and selling with large differences to deceive buyers, creating a mentality of high, quick and easy profits.

Some investors have shown signs of illegal capital mobilization and using many forms of selling real estate products when they do not meet the conditions... These actions disrupt the real estate market, pose many risks to buyers with real needs, and risk causing disputes, lawsuits, and causing instability in local security, order, and social safety.
To rectify the above situation and further strengthen state management of the real estate market in the province, the Chairman of the Provincial People's Committee requested the Department of Construction to immediately set up hotlines to receive feedback and launch a peak period of inspection and handling of violations in real estate business.
Upon receiving feedback from organizations and individuals on social networks or mass media about real estate transactions and behaviors that show signs of violating the law, price gouging, and market deception (including cases where information is detected through social networks), the Department of Construction must promptly conduct inspections and strictly handle them according to its authority. If there are signs of criminal violations, it must be immediately transferred to the police for investigation according to regulations.
Post and publicly announce on the electronic information portal and fanpage of the Department and the Provincial People's Committee the list of investors, real estate projects, and qualified trading floors for people to find information and decide to make transactions (request to provide detailed information, specifically which projects have reached the stage of capital mobilization, which projects are eligible for transfer...).
Coordinate with the State Bank of Region 5 to organize inspections according to functions and tasks on the implementation of the Law on Anti-Money Laundering for a number of investors and real estate trading floors in the province (complete inspection of a number of organizations in April 2025).
The Department of Finance shall preside over and coordinate with the Department of Construction and the Tax Department of Region VI to review and compare information to inspect the implementation of state legal regulations on business registration in Bac Giang province for investors and real estate trading floors; promptly and strictly handle violations according to the provisions of law.
The provincial police directed professional units and commune-level police forces to strengthen their grasp of the situation, promptly detect, prevent, and strictly handle violations of the law in real estate business, especially acts of posting untrue information on social networking applications and colluding to manipulate the real estate market for personal gain.
The People's Committees of districts, towns and cities direct specialized agencies and People's Committees of communes, wards and towns to strengthen their grasp of the situation, proactively inspect and control the activities of real estate trading floors, real estate service consulting offices and individuals operating real estate brokerage in the area.
In particular, it is necessary to strictly control and strictly handle cases of real estate business that is not in accordance with regulations, lacks legal documents, and does not meet business conditions. If necessary, information signs can be placed at projects where brokers, investors, and people often gather in large numbers to warn.
The Provincial Real Estate Association strengthens propaganda, dissemination and guidance for members who are real estate project investors, real estate trading floors and real estate brokers in real estate business to ensure compliance with legal regulations, publicity, transparency and prevent the phenomenon of spreading fake news and illegal speculation.
It is recommended that organizations and individuals, when discovering illegal real estate brokerage, tax evasion in real estate transactions, signs of multiple purchases and sales of one or several properties in a short period of time, or evidence of signing capital mobilization contracts or real estate sales between customers and project investors that are not in accordance with regulations, immediately notify the competent authorities (Department of Construction, Provincial Police, People's Committees of districts, towns and cities where illegal acts occur) for consideration and handling according to regulations.
