The head of the Ho Chi Minh City government requested heads of departments, branches, chairmen of district and Thu Duc City People's Committees, heads of governing agencies, and project investors to seriously speed up investment and construction progress, and compete for 60 days and nights to strive to complete the public investment disbursement plan.
At the same time, agencies and units are required to focus on immediately resolving investment procedures, compensation and handover of construction sites to disburse capital in 2023.
Chairman Phan Van Mai assigned the Department of Transport to be responsible for completing opinions on construction drawing design, project estimates and adjusting investment decisions for 1 project.
The Department of Planning and Architecture completed the planning adjustment of 4 projects. The Department of Agriculture and Rural Development is responsible for completing opinions on the connection plan to Suoi Nhum canal.
Tan Kien Medical Cluster (Binh Chanh District) is expected to be a modern medical system chain of Ho Chi Minh City, but due to land issues, many items are behind schedule.
The Department of Natural Resources and Environment is responsible for guiding the land handover procedures for one project and providing advice on compensation and site clearance procedures for one project.
The Department of Construction completed project adjustments, contractor selection plans, design review, and handover of resettlement apartments for 11 projects.
The Department of Planning and Investment focuses on monitoring, reviewing, and reporting on the contents related to the project to solve tidal flooding in Ho Chi Minh City, taking into account climate change factors (phase 1). The Department of Finance focuses on human resources to approve the final accounts of 48 completed projects.
Chairman Phan Van Mai also requested the People's Committees of districts and Thu Duc City to focus on promoting compensation, site clearance and related contents on schedule to disburse compensation costs and hand over the site for construction and installation.
In addition, these agencies need to focus on resolving issues related to investment procedures under their authority.
Specifically, Nha Be district has 5 projects, Hoc Mon district has 17 projects, Cu Chi district has 13 projects, Can Gio district has 4 projects, Binh Chanh district has 8 projects, Thu Duc city has 17 projects, Tan Binh district has 8 projects, Go Vap district has 4 projects, Binh Tan district has 7 projects; districts 5, 6, 7, 11 each have 1 project; district 8 has 5 projects, district 12 has 2 projects.
Investors need to focus on planning and detailed work to complete the disbursement of the assigned capital and closely follow the project construction progress according to the set plan; regularly hold meetings with contractors, promote overtime, and add machinery and equipment to the construction site to speed up the construction progress; resolutely handle contractors who intentionally delay or do not have enough financial capacity and construction capacity, leading to slow implementation according to schedule.
As of November 10, Ho Chi Minh City has disbursed more than VND25,800 billion, reaching 38% of the total allocated capital. Ho Chi Minh City forecasts that more than 1,800 projects will complete the target of 95% with a total capital of more than VND27,700 billion; there are 233 projects expected to disburse less than 95% with the expected undisbursed capital of more than VND19,500 billion.
To achieve the 95% target, Ho Chi Minh City also launched a 60-day emulation campaign to strive to disburse public investment, and resolutely resolve difficulties and obstacles related to public investment projects. Currently, investors are focusing on accelerating implementation, of which 48 investors have committed to disbursing 95%.
