On June 20, information from the People's Committee of Hai Duong province said that Mr. Trieu The Hung, Chairman of the People's Committee of Hai Duong province, has just issued a document requesting the heads of specialized agencies under the People's Committee of the province; the Management Board of industrial parks of the province and the Chairmen of the People's Committees of districts, towns and cities to direct and focus resources to accelerate the digitization of records, results of administrative procedure settlement, strictly implement digital signature, sending and receiving documents and processing records in the electronic environment.
On that basis, promote the construction, updating, connection, and interconnection of digital platforms, national databases, and specialized databases in a synchronous, substantive, and effective manner, ensuring the overcoming of the current situations of 'fragmentation', 'information segregation', and 'data separation and clustering'.
Chairman of Hai Duong Provincial People's Committee Trieu The Hung requested to speed up the settlement of public administrative procedures in the electronic environment.
Focus on converting the process of implementing administrative procedures and public services from traditional methods to electronic environment; standardizing and restructuring the process and administrative procedures provided on the province's administrative procedure settlement information system and integrating them on the National Public Service Portal.
This is to meet the practical, simple, accessible requirements and enhance online interaction to receive and resolve public services, build electronic forms, specialized software, digitize records, and results of administrative procedure settlement to enrich the data warehouse, create favorable conditions for people and businesses not to have to re-provide existing information; propose to competent authorities plans to simplify administrative procedures. The deadline for completion is August 31st at the latest.
The Chairman of the People's Committee of Hai Duong province also requested the provincial police to direct and speed up the progress of collecting chip-embedded citizen identification cards, issuing electronic identification accounts to citizens in the area, instructing citizens to log in and activate accounts; requesting the Ministry of Public Security to direct the continued updating of the database on revoked driving licenses or temporarily seized driving licenses into the national population database, avoiding cases where citizens whose driving licenses are temporarily seized can still change their driving licenses due to a search showing no violations, and removing the violation warning for cases where citizens have completed their sentence to continue to be granted a new driving license on the National Public Service Portal.
Accordingly, the Hai Duong Department of Health directed medical facilities to correctly record the health certificate number on the printed copy, which matches the health certificate issuance code on the Health Insurance Assessment Portal. Provide specific instructions for people to know the health certificate code to look up when issuing and renewing driver's licenses online; use the built connection tool (API) to push citizens' health examination results to the Health Insurance Assessment Portal immediately after the examination results meet the requirements.
Hai Duong Department of Transport presides over and coordinates with Hai Duong Department of Information and Communications and district-level People's Committees to strengthen propaganda so that people know and implement online driver's license renewal on the National Public Service Portal.
Select online public services to provide administrative procedure applications
At the same time, the Chairman of the Hai Duong Provincial People's Committee also requested the heads of departments, branches and sectors to urgently complete the assessment of all online public services provided on the provincial administrative procedure settlement information system and integrate them into the National Public Service Portal. From there, select practical public services with high frequency of use, closely linked to the daily needs of people and businesses, with full conditions to provide full-process online public services, and move towards providing administrative procedure applications (apps) for people and businesses to interact effectively online with the government. The deadline for completion is September 15 at the latest.
Hai Duong Police support people to activate electronic identification accounts
To implement this, the Chairman of the People's Committee of Hai Duong province assigned the Department of Information and Communications of this province to preside over and coordinate with departments, branches, sectors and localities to guide the implementation. The deadline for completion is no later than August 31.
The levels of online public service provision are stipulated in Clause 1, Article 11 of Decree 42/2022/ND-CP. Accordingly, state agencies provide online public services at the following 2 levels:
a) Full-service online public service: is a service that ensures the provision of all information on administrative procedures, the implementation and resolution of administrative procedures are all carried out online. The return of results is carried out online or via public postal services.
b) Partial online public service: is an online public service that does not ensure the conditions specified in Point a, Clause 1 of this Article.
State agencies shall apply information technology and digital technology to the maximum extent possible in the process of providing and processing online public services on the network environment, except in cases where organizations and individuals using the service must be present at the state agency or the state agency must conduct on-site inspection and verification according to the provisions of law.
