Binh Dinh Province Chairman requests to speed up land price calculation for many projects

The Chairman of Binh Dinh Provincial People's Committee continues to request determination of starting price of Land Plot K200 and Land Plot No. 72B Tay Son Street to soon put the project up for auction.

Recently, voters of Nguyen Van Cu ward, Quy Nhon city proposed that the People's Committee of Binh Dinh province promptly direct the implementation of the investment plan for the currently unused land area, Land Area K200, to avoid waste.

Responding to voters' petitions, the People's Committee of Binh Dinh province said that in September 2023, the Provincial Land Fund Development Center organized an auction for Land Lot K200 (area of ​​more than 1 hectare). After the deadline for submitting documents, 2 investors submitted documents to participate.

However, the evaluation results and documents of the two investors did not meet the regulations. Therefore, the Provincial Land Fund Development Center continued to announce the auction in November 2023, but by the deadline for submitting auction documents, no investors had registered to participate.

In 2024, the People's Committee of Binh Dinh province continued to assign the Provincial Land Fund Development Center to preside over the auction. Currently, the Department of Natural Resources and Environment is hiring a consulting unit to calculate land prices to put them up for auction according to current regulations. It is expected that in the third quarter of 2024, the calculation will be completed and put up for auction.

Regarding the auction of land use rights in 2024, recently, Mr. Pham Anh Tuan, Chairman of Binh Dinh Provincial People's Committee, also assigned the Economic Zone Management Board to urgently work with investors to review and complete land records and procedures and proceed with land allocation, land use fee calculation, land lease (if any) for the Project of Conversion to urban residential land on a part of the area of ​​Nhon Hoi Trade - Service - Tourism Center Project according to regulations.

In addition, the Economic Zone Management Board urgently organizes the determination of financial obligations arising for the MerryLand Quy Nhon Commercial Tourism and Entertainment Complex Project, submits it to the Provincial People's Committee for consideration and approval in September 2024; reports the (expected) progress of the determination of specific land prices of each project under the management of the unit to the Department of Natural Resources and Environment before September 10, 2024.

The Provincial Land Fund Development Center is required to urgently complete the documents and procedures for auction in 2024 (including 11 land funds for project implementation with an area of ​​over 20.9 hectares, with a total expected value of 923.7 billion VND). In the immediate future, the Provincial Land Fund Development Center is assigned to focus on organizing the auction of land use rights for the Commercial Apartment Complex Project along Huynh Tan Phat Street, Dong Da Ward, Quy Nhon City (by the end of 2024, the land use fee collection for this project will reach about 40 billion VND).

The Chairman of Binh Dinh Provincial People's Committee also assigned the Department of Natural Resources and Environment to preside over and coordinate with relevant agencies and units to urgently hire a price appraisal consultancy unit to determine the starting price for 2 projects in Quy Nhon City.

Including, Project to build a 5-star hotel, office for lease and Trade - Service Center (Land plot K200), Nguyen Van Cu ward; Project to build mixed-use apartment buildings at land plot No. 72B Tay Son street, Ghenh Rang ward, Quy Nhon city to soon organize auction of land use rights to implement the project; report implementation results in September 2024.

Regarding these two projects, previously, on May 22, 2024, the Chairman of Binh Dinh Provincial People's Committee also assigned the Department of Natural Resources and Environment to carry out similar work with a completion date of June 2024.

“Focus on determining specific land prices to calculate land use fees and land rents for projects that have been allocated land or leased land by the State in the province; summarize and report the progress (expected) of determining specific land prices for each project under the functions and tasks assigned to the Provincial People's Committee in September 2024,” Mr. Pham Anh Tuan assigned the task to this Department.
