National Assembly Chairman Vuong Dinh Hue speaks at the Iran Institute for Political Studies and International Relations

Looking towards a peaceful and developed future with a vision for the next 50 years for Vietnam-Iran relations, the National Assembly Chairman suggested that the two sides join hands to strengthen four connections.

Continuing his official visit to Iran, on the afternoon of August 9 (local time), National Assembly Chairman Vuong Dinh Hue visited and delivered an important speech on the relationship "Vietnam-Iran: Cooperation for peace and development" at the Iranian Institute of Political Studies and International Relations (IPIS Institute) in the capital Tehran.

Attending the event were Acting Chairman of the Foreign Policy and Security Committee of the Iranian Parliament, Dr. Amoie; Dr. Muhammad Hassan Shaykh Al Islami, Deputy Minister of Foreign Affairs of Iran, Director of the IPIS Institute, Ministry of Foreign Affairs of Iran; about 40 former Iranian Ambassadors to other countries, Iranian scholars and students...

Every decision puts people at the center

Speaking to scholars and researchers, National Assembly Chairman Vuong Dinh Hue affirmed that over the past 50 years, previous generations have worked tirelessly to foster the friendship and multifaceted cooperation between Vietnam and Iran, achieving many proud achievements and laying the foundation for a brighter future for the friendship and cooperation between the two countries in the next half century.

The National Assembly Chairman shared about Vietnam's efforts in implementing the renovation process. After 35 years (from 1986-2021), the scale of Vietnam's economy has increased 12 times. The National Assembly Chairman discussed 3 main lessons drawn from Vietnam's practice.

Firstly, firmly uphold the leadership role of the Party, Government and National Assembly of Vietnam with the spirit of taking the people as the root. The decisive factor in Vietnam's success in the process of fighting for national independence, unifying the country, building and defending the Fatherland is thanks to the consistent and wise leadership of the Communist Party of Vietnam, the Government and National Assembly of Vietnam.

The National Assembly Chairman shared: “We always act according to the viewpoint of taking "people as the root", "people are the ones who push the boat and people are also the ones who capsize the boat", "taking people's happiness and prosperity as the ultimate goal".

The National Assembly Chairman emphasized that General Secretary Nguyen Phu Trong affirmed that Vietnam is building “a society of rich people, strong country, democracy, fairness, civilization; owned by the people”. The Vietnamese rule-of-law state is of the people, by the people, for the people, expanding friendly relations and cooperation with countries around the world.

In that spirit, the motto of agencies and civil servants is that people know, people discuss, people do, people inspect, people supervise, people benefit. All decisions of the Party, National Assembly, and Government must put people and businesses at the center.

With the right policies supported by the people and businesses, creative actions, and extensive international cooperation, a strong national strength has been created, making Vietnam steadfast in overcoming countless difficulties and challenges, and is gradually developing rapidly and sustainably.

Second, Vietnam focuses on implementing three strategic breakthroughs: Completing synchronous development institutions, especially socialist-oriented market institutions, developing human resources and building a synchronous and modern infrastructure system.

Third, Vietnam always consistently implements a foreign policy of independence, self-reliance, peace, friendship, cooperation and development, multilateralization, diversification, proactively and actively integrating comprehensively, deeply and effectively into the international community.

In the spirit of being a friend, a trustworthy partner and an active, responsible member of the international community, Vietnam has been synchronously and comprehensively implementing all three pillars: Party diplomacy, State diplomacy (including parliamentary diplomacy and government diplomacy) and people-to-people diplomacy.

In the context of a complex and unpredictable international environment, Vietnam always adheres to its foreign policy of independence and self-reliance, respecting independence and sovereignty, actively cooperating, proactively integrating internationally, promoting multilateralism, international law, and the United Nations Charter.

Working together to strengthen the 4 connections

Regarding the relationship between the two countries, National Assembly Chairman Vuong Dinh Hue emphasized that today, Vietnam and Iran are dynamically developing economies in Asia, both possessing a market of about 100 million people, with many advantages that can complement each other, a young population structure, a developed youth and intellectual class, with the advantage of an abundant labor force and a high rate of Internet access.

The National Assembly Chairman said: “We share the aspiration to promote cooperation for peace and development on the basis of the extremely good bilateral political and diplomatic relations.”

Looking towards a peaceful and developed future with a vision for the next 50 years of relations between the two countries, the National Assembly Chairman suggested that both sides join hands to strengthen four connections.

Accordingly, regarding the connection of dialogue and cooperation mechanisms, according to the National Assembly Chairman, Iran is one of the first four countries in the Middle East with which Vietnam established diplomatic relations. Today, Vietnam and Iran consider each other important partners. Political trust is a valuable asset, a foundation, a basis for the cooperation between the two countries to blossom and bear fruit.

The National Assembly Chairman hopes that delegation exchanges at all levels, especially at high levels; effective cooperation mechanisms between Parliaments, the Intergovernmental Committee, the Political Consultation between the two Foreign Ministries and other existing mechanisms should be maintained regularly. The two sides will review and promote the negotiation and signing of cooperation agreements and arrangements in all fields. In particular, parliamentary cooperation plays an important role, especially in perfecting a favorable legal framework for the cooperation process.

In digital connectivity, science and technology and transportation, the National Assembly Chairman stated that digital connectivity and science and technology can erase geographical barriers, bringing high added value to cooperation between the two countries in areas such as telecommunications; information technology; digital transformation; new technologies such as artificial intelligence (AI), cloud computing, nanotechnology to jointly open the door to the future.

In terms of trade and investment connectivity, the two governments need to create conditions for goods and services to penetrate each other’s markets, and encourage localities and businesses of the two countries to strengthen trade and investment connectivity. State agencies should remove difficulties and propose new initiatives for the business communities of the two countries to cooperate effectively.

In terms of human connection, according to the National Assembly Chairman, the depth and similarities in culture are valuable assets to promote the links between the two countries. Tourism and education are two important bridges, helping to strengthen the friendship between the people and young generations of the two countries. The National Assembly Chairman hopes that educational cooperation will foster the common future of the two countries.

Discussing and answering questions from Iranian scholars and researchers, National Assembly Chairman Vuong Dinh Hue said that the trend of peace and development cooperation is still the dominant trend now as well as in the future. No matter how the world changes, the constant thing for each country is to be self-reliant and self-reliant, friendly countries must strengthen solidarity, create collective strength to be able to cope with risks and challenges from the outside.

Vietnam pursues a policy of multilateralization and diversification of foreign relations, and is ready to be a friend and reliable partner of all countries in the world for peace, friendship, cooperation and development. This is the common denominator for us to find our own path in a vibrant world.

With a spirit of peace, Vietnam never forgets the past but is also ready to close the past to look towards the future, together building a truly equal partnership on the basis of respect for territorial integrity, political institutions and non-interference in each other's internal affairs. "These are immutable and unchanging principles. No matter how the world changes, Vietnam will remain steadfast in that stance," the National Assembly Chairman stated.

On this occasion, National Assembly Chairman Vuong Dinh Hue witnessed the signing of the Agreement on mutual legal assistance in criminal matters between the Supreme People's Procuracy and the Iranian Ministry of Justice; the Memorandum of Understanding on cooperation in the field of sports between the Ministry of Culture, Sports and Tourism and the Iranian Ministry of Sports and Youth; the Cooperation Agreement between the National Standards Organization of Iran and the Vietnam Agency for Standards, Metrology and Quality; the Cooperation Agreement between the Vietnam Trade Promotion Agency and the Iranian Trade Promotion Agency; the Memorandum of Understanding on animal quarantine between the Ministry of Agriculture and Rural Development of Vietnam and the Iranian Ministry of Agriculture; the Memorandum of Understanding on cooperation between Ninh Binh city and Qazvin city.

Earlier, in the afternoon of the same day, at the IPIS Institute, National Assembly Chairman Vuong Dinh Hue and Dr. Muhammad Hassan Shaykh Al Islami, Deputy Minister of Foreign Affairs of Iran, Director of the IPIS Institute, Ministry of Foreign Affairs of Iran, cut the ribbon to open and visit the photo exhibition on 50 years of bilateral relations between Vietnam and Iran.

The exhibition displays many photos and documents recording important milestones in the relationship between the two countries over the past 50 years, including visits by high-ranking leaders; cooperation between ministries and branches...

The exhibition is jointly organized by the Office of the National Assembly, the Ministry of Culture, Sports and Tourism, Vietnam News Agency, the Embassy of Vietnam in Iran and the IPIS Institute.
