National Assembly Chairman Vuong Dinh Hue works with Ha Nam Provincial Party Committee

At the meeting, National Assembly Chairman Vuong Dinh Hue listened to Secretary of the Ha Nam Provincial Party Committee Le Thi Thuy report on the results of implementing the Resolution of the 13th National Party Congress and the Resolution of the 20th National Party Congress of Ha Nam Province for the 2020-2025 term in conjunction with the implementation of the Resolution of the 13th National Party Congress; results of implementing socio-economic development tasks in the first 4 months of 2023.

National Assembly Chairman Vuong Dinh Hue worked with the Standing Committee of Ha Nam Provincial Party Committee on implementing the province's socio-economic development tasks.

Accordingly, in the past half term, in the context of many difficulties and challenges, the Provincial Party Executive Committee and the Provincial Party Standing Committee focused on leading and directing the implementation of Party building, political system building, socio-economic development tasks, and ensuring national defense and security, achieving many results.

Party building work has been carried out synchronously and effectively in all aspects of work. Specialized resolutions, programs and key projects have been issued to implement the Resolution of the 13th National Party Congress and the Resolution of the 20th Provincial Party Congress.

Lead, direct, organize propaganda, thoroughly grasp the resolutions, directives, and conclusions of the Central and the province, creating unity and consensus in the implementation. Step by step prevent and push back the degradation of ideology, politics, ethics, and lifestyle; manifestations of "self-evolution" and "self-transformation" within the organization; promote the responsibility of setting an example for the heads of agencies and units; the leadership capacity and fighting strength of the Party organization and Party members are gradually improved...

The economy remains stable and achieves a high growth rate, with an average increase of 10.06% per year in the 2021-2022 period, a high growth rate in the region and the whole country. The economic structure has shifted in the right direction, to date, the proportion of industry and construction accounts for 68.7%; trade and services account for 24%; agriculture, forestry and fishery has decreased to about 7%.

Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairwoman of the People's Council of Ha Nam province Le Thi Thuy spoke.

The state budget balance in the area increases by an average of 13.95% per year, reaching nearly 14 trillion VND in 2022, ensuring budget autonomy from 2022. Investment promotion activities have achieved many results. Up to now, the province has 1,133 valid investment projects (363 FDI projects and 770 domestic projects) with registered capital of nearly 5,200 million USD and nearly 170 trillion VND.

Socio-economic infrastructure has been invested in with focus and key points; urban and rural areas have improved in appearance. Cultural and social fields have made much progress; social security has been ensured and people's lives have been improved. National defense and security have been maintained and strengthened. Political security and social order and safety have been stable.

In addition to the achieved results, Provincial Party Secretary Le Thi Thuy also said that some socio-economic indicators of the province are difficult to achieve such as: the indicators of number of doctors/10,000 people, number of hospital beds/10,000 people; the rate of industrial clusters with centralized wastewater treatment systems.

The planning and implementation of Resolution 30 dated November 23, 2022 of the Politburo on socio-economic development and ensuring national defense and security in the Red River Delta region to 2030, with a vision to 2045 and Resolution No. 14 of the Government on the Action Program to implement Resolution No. 30 with many tasks for Ha Nam are still slow, especially the investment in building High-tech Parks and Industrial Parks.

Disbursement of public investment capital has not met the set plan. Some revenue sources are facing difficulties such as: land use fee revenue, value added tax, corporate income tax, resource tax, registration fee... Handling of water pollution, Nhue - Day River and Tay Day area is difficult to achieve the set target.

On that basis, the Standing Committee of the Ha Nam Provincial Party Committee proposed that the National Assembly consider supplementing Resolution No. 39/2021/QH15 on the National Land Use Planning for the period 2021 - 2030, with a vision to 2050, the 5-year National Land Use Plan 2021-2025; including the content of assigning an additional 663 hectares of land use quota for the High-Tech Park to Ha Nam province.

Propose that the Government authorize the Province to establish, appraise and approve the master plan and zoning plan of Ha Nam High-Tech Park. Continue to pay attention to allocating central budget capital to implement Resolution No. 30 on building Tam Chuc Tourist Area, White-Monkey Langur Species and Habitat Conservation Area into Heritage.

Ha Nam province also requested the central government to pay attention to removing difficulties and obstacles in adjusting the investment policy of the Tam Chuc Tourist Area Technical Infrastructure Construction Investment Project to synchronize traffic between Ha Nam province and Hoa Binh province, Hanoi city, contributing to promoting the socio-economic development of the provinces in the region...

Speaking at the meeting, National Assembly Chairman Vuong Dinh Hue expressed his joy and impression at the spectacular changes in innovation, integration and development of Ha Nam province, especially after 26 years since the province was re-established. Ha Nam has become a dynamically developing province with rapid economic growth and many important achievements; the provincial leaders are creative, have oriented thinking and vision, promote industry development and promote administrative procedure reform.

Basically agreeing with the direction, goals, tasks and key solutions that the Ha Nam Provincial Party Committee has identified for the last months of 2023 and the remaining half of the term, National Assembly Chairman Vuong Dinh Hue suggested that Ha Nam province continue to do well in Party building and political system building, continue to promote historical traditions, revolution, solidarity, democracy, discipline, promote innovation and creativity, and make greater efforts to successfully carry out assigned tasks. The province needs to review socio-economic indicators to supplement and further orient for the remaining time of the term.

The National Assembly Chairman also suggested that Ha Nam review its development direction, especially planning work; coordinate with the Ministry of Planning and Investment to submit to the Government for early approval of the provincial planning, creating motivation for people and businesses to increase investment in the locality; promote the potential and strength of the southern gateway province of the capital, the connection center of the Red River Delta region, quickly complete the construction of the 5th Ring Road connecting with the capital region...
