On the morning of August 14, speaking at the opening of the 25th session of the National Assembly Standing Committee, National Assembly Chairman Vuong Dinh Hue said that this was the session with the largest content since the beginning of the year, focusing on supervision and legislative work.

Resolution on innovation of general education programs and textbooks will be issued.
Regarding thematic supervision, the National Assembly Chairman said that according to the 2023 supervision program, the National Assembly Standing Committee will supervise the innovation of general education programs and textbooks and organize annual question-and-answer sessions. Each year, the National Assembly Standing Committee has two question-and-answer sessions in March and August.
This is an important monitoring activity that many National Assembly deputies are interested in and voters and people are looking forward to. Therefore, along with the live broadcast of the question and answer session, it is expected that the monitoring session will also be broadcast live on radio and television for voters to follow. This will contribute to promoting democracy, rule of law, and transparency in the National Assembly's monitoring activities.
Regarding the topic of monitoring the innovation of programs and textbooks, the National Assembly Standing Committee gave its opinion at the July meeting, and the National Assembly leaders also had a day to give their opinions on this issue. Up to now, the document is quite complete.
This is a monitoring session that the presiding agency, the Committee for Culture and Education, has prepared quite elaborately. This afternoon, the National Assembly Standing Committee will review the report and issue a resolution on this very important topic.
Regarding the questioning activities, the National Assembly Chairman said that, based on the opinions of 53 National Assembly delegations, the National Assembly Secretary General compiled 132 groups of issues proposed for questioning, and the National Assembly Standing Committee voted to select the 2 most important groups of content for questioning.
The questioning session is scheduled to take place tomorrow, the two Ministers of Justice and Agriculture and Rural Development will answer questions.
In particular, the field under the Ministry of Justice focuses on the implementation of the law and ordinance development program; solutions to ensure the progress, quality and procedural records of projects and drafts submitted by the Government to the National Assembly; solutions to improve the quality of the legal system, solutions to control power, prevent corruption and negativity in the law development work under the responsibility of the Government.
In addition, the National Assembly Standing Committee also raised questions about the current situation and solutions to improve the capacity, effectiveness and efficiency of the work of inspecting legal documents; solutions to overcome the situation of slow promulgation, overlapping and contradictory content, and limitations and violations in the promulgation of documents detailing laws, resolutions of the National Assembly, ordinances and resolutions of the National Assembly Standing Committee.
The current situation and solutions to overcome limitations and shortcomings, and improve the effectiveness of asset auctions and judicial appraisals are also among the issues being questioned in the judicial field.
Regarding the group of questions in the field of agriculture and rural development, the National Assembly Chairman noted: "In the world food situation, some countries have banned rice exports, some countries have withdrawn from the food initiative, leading to an increase in rice prices. How can we take advantage of this opportunity while still ensuring market stability and domestic food security is a problem that needs to be calculated to achieve multiple goals during this period."
Another important content emphasized by the National Assembly Chairman is that the National Assembly Standing Committee gives opinions on the supervision of 3 national target programs and gives opinions on a number of outlines and plans for supervision topics in 2024 such as the real estate market, public service units, etc.
Comments on 12 draft laws and resolutions
Regarding legislative work, at this session, the National Assembly Standing Committee gave opinions on 12 draft laws and resolutions to prepare for the 6th session. Of these, 8/9 draft laws were given opinions at the 5th session and 2/8 draft laws will be given opinions for the first time (Amended Law on Social Insurance and Law on Property Auction). The draft Law on National Defense Industry, Security and Industrial Mobilization was withdrawn from the program because it did not have time to submit its documents.
According to the National Assembly Chairman, the volume of content is very large and has attracted voters' attention, especially the three draft laws related to land, real estate, and housing. These are large draft laws, with socio-economic impacts and are closely related to each other. At the same time, they are also related to the Law on Property Auctions that the National Assembly Standing Committee has commented on this time.
“Therefore, high unity is needed to unlock development resources, institutionalize the policies and orientations of the Central Committee, and avoid overlaps, loopholes, group interests, and local interests in this. Especially the Land Law, the National Assembly Party Delegation meeting to give opinions affirmed that it must closely follow the Resolution of the Central Committee. Therefore, the National Assembly Standing Committee focuses on giving opinions on this series of draft laws,” the National Assembly Chairman noted.
Regarding the draft revised Law on Social Insurance, the National Assembly Chairman emphasized that this is an important safety net, of interest to both business owners and employees.
"Recently in a dialogue with workers, the issue of social insurance is very topical and of great concern," said National Assembly Chairman Vuong Dinh Hue.
At the meeting, the National Assembly Standing Committee will also approve two draft resolutions specifying positions with the rank of Lieutenant General and Major General that have not yet been regulated by the Law on Public Security; the resolution will be partially allocated from the budget discovered through inspection (to be commented on in the first round and voted for approval in the second round).
The National Assembly Chairman requested the National Assembly Standing Committee to continue to promote a sense of responsibility, focus highly, research thoroughly, give in-depth opinions on the content in charge, and participate in contributing to other content as it has done since the beginning of the term.
After this session, the National Assembly Standing Committee will hold a specialized conference from August 28 to 30.
The 25th session of the National Assembly Standing Committee will take place over 7 days, divided into 2 sessions. Session 1 is from today until August 18, session 2 is from August 24-25.
