On the afternoon of September 11, at the National Assembly House in Hanoi, National Assembly Chairman Vuong Dinh Hue met with President of the United States of America Joe Biden.
Attending from Vietnam were: Head of the Central External Relations Commission Le Hoai Trung; Minister of Foreign Affairs Bui Thanh Son; Secretary General of the National Assembly, Head of the National Assembly Office Bui Van Cuong; Chairman of the National Assembly's Foreign Affairs Committee Vu Hai Ha; Senior Lieutenant General Hoang Xuan Chien, Deputy Minister of National Defense; Senior Lieutenant General Be Xuan Truong, President of the Vietnam Veterans Association; representatives of the Ethnic Council, National Assembly Committees and a number of veterans.
The US side included: Secretary of State Antony Blinken; Mr. John Kerry, Special Presidential Envoy for Climate; US Ambassador Marc Knapper; representatives of the US Veterans Association and many senior leaders of the US Government.
At the reception, National Assembly Chairman Vuong Dinh Hue expressed his delight at welcoming President Joe Biden as the first US President to visit the Vietnamese National Assembly; congratulated the very successful talks between President Joe Biden and General Secretary Nguyen Phu Trong on the afternoon of September 10; welcomed the two countries establishing a Comprehensive Strategic Partnership for peace, cooperation and sustainable development, opening a new chapter in the relationship between the two countries, across the Party, National Assembly, Government and people-to-people exchanges.
President Joe Biden said that during his 36 years in Congress, he has always supported strengthening US-Vietnam relations and has always contributed to normalizing relations between the two countries since the first day of establishing relations.
National Assembly Chairman Vuong Dinh Hue expressed his appreciation for President Joe Biden’s good feelings and contributions to the Vietnam-US relationship. The two leaders shared that the two parliaments have been playing a very important role in the process of healing, building, strengthening trust, enhancing cooperation and elevating the relationship between the two countries.
The two leaders mentioned the outstanding congressmen of the two countries who have made important contributions to the results of the bilateral relationship today, such as the late Senator John McCain, Senator Patrik Leahy, Special Envoy John Kerry and many other generations of congressmen such as Senator Jeff Merkley, Mike Capro, Congressmen Jason Smith and Trent Kelley. The Vietnamese National Assembly has many generations of leaders, such as: Chairman of the National Assembly Nguyen Phu Trong, Chairman of the National Assembly Nguyen Sinh Hung and Chairwoman of the National Assembly Nguyen Thi Kim Ngan, who always support a deep, practical and mutually beneficial relationship with the United States, gradually bringing the relationship between the two countries to new heights.
The US President thanked National Assembly Chairman Vuong Dinh Hue for his leadership in promoting relations between the two parliaments and the two countries based on trust and cooperation.
National Assembly Chairman Vuong Dinh Hue and President Joe Biden witnessed leaders of the Vietnam Veterans Association and the Ministry of National Defense and the United States presenting war relics from both sides.
The two leaders shared many common values between the two countries and peoples, including the sacred rights recorded in the 1776 Declaration of Independence of the United States and that President Ho Chi Minh cited in the opening part of the Declaration of Independence on September 2, 1945, giving birth to the Democratic Republic of Vietnam (now the Socialist Republic of Vietnam): “All men are created equal. They are endowed by their Creator with certain inalienable rights, among which are life, liberty, and the pursuit of happiness.”
Regarding the very good results that President Joe Biden achieved after his talks with General Secretary Nguyen Phu Trong, on behalf of the Vietnamese National Assembly, National Assembly Chairman Vuong Dinh Hue said that the National Assembly will work with the Government to deploy an Action Plan to implement the Joint Statement. The National Assembly Chairman suggested that the United States soon complete the procedures to recognize Vietnam as a market economy; continue to devote resources to cooperation in overcoming the consequences of war, an indispensable field for the process of healing, building and strengthening trust, understanding and mutual respect between the two states and peoples.
The US President and congressmen agreed with the proposals of the National Assembly Chairman and will strive to promote internal consensus in the US to support the Vietnam-US relationship and soon recognize Vietnam's market economy status.
National Assembly Chairman Vuong Dinh Hue hopes that President Joe Biden will continue to promote bipartisan and bicameral consensus in the United States to support a stable, long-lasting, and mutually beneficial relationship with Vietnam and the Vietnamese National Assembly.
On the 23rd anniversary of the terrorist attack on the World Trade Center in New York City, the National Assembly Chairman expressed his condolences to the victims and sympathized with the Government and people of the United States.
At the reception, National Assembly Chairman Vuong Dinh Hue and President Joe Biden witnessed the leaders of the Vietnam Veterans Association and the Ministry of National Defense of the United States and the United States exchanging war relics between the two sides, an act of profound symbolism and humanity. Both sides agreed to make efforts to heal the consequences of war and discussed the importance of continuing this work.
On this occasion, President Joe Biden expressed his welcome and looked forward to meeting National Assembly Chairman Vuong Dinh Hue soon in Washington DC.
