Make the most of every minute of questioning

National Assembly Chairman Vuong Dinh Hue said that after 2.5 working days, the National Assembly successfully completed the question and answer session at the 5th Session. Along with the 4 Ministers responsible for answering questions, Deputy Prime Ministers Tran Hong Ha, Tran Luu Quang, and Ministers of Finance; Planning and Investment; Agriculture and Rural Development participated in answering and clarifying the contents related to 4 groups of questions: Labor - Invalids and Social Affairs, Science and Technology, Transport and Ethnicity. Deputy Prime Minister Le Minh Khai, on behalf of the Government, reported to clarify the issues under the Government's common responsibility and directly answered the questions of the National Assembly deputies participating in the question and answer session.

At the 5th Session, 454 National Assembly deputies registered to participate in the questioning; 112 National Assembly deputies exercised their right to question, 49 National Assembly deputies debated to clarify issues of concern to the deputies, bringing the total number of deputies participating in the questioning in the first 2 years of the 15th term to 861. It is further affirmed that questioning and answering questions is a form of direct supreme supervision, which is of great interest to National Assembly deputies and is very effective.

"It can be said that in this question and answer session, we will make the most of every minute, not wasting a single minute of the time that the National Assembly has allocated for this session," said the National Assembly Chairman.

Need more breakthrough solutions

According to the National Assembly Chairman, the developments of the question-and-answer session showed that the selection of 4 groups of questions for questioning this time was necessary, meeting the practical needs and desires of the people and voters. The question-and-answer session continued to promote the spirit of "Dedication - Effort - Proactivity - Passion - Responsibility" of the National Assembly deputies, the Government, the Prime Minister, Deputy Prime Ministers and Ministers and heads of sectors.

However, the National Assembly Chairman pointed out that in each field, in addition to the achieved results, there are still shortcomings, limitations, and challenges, requiring high determination, many breakthrough solutions, drastic, specific, and in-depth actions to overcome them in the coming time. "After this session and meeting, the National Assembly requests the Government, all levels, and sectors to synchronously deploy solutions to perform better, creating positive and clear changes for the issues that were just questioned at the meeting," said the National Assembly Chairman.

Based on the questions of National Assembly deputies and the answers of Government members, and the conclusions for each question session on each group of issues, the National Assembly Standing Committee will direct research agencies to prepare a Resolution on question activities to submit to the National Assembly for consideration and approval at the end of the session, as a basis for organizing implementation and supervision according to regulations.

Review at the Sixth Session

The National Assembly Chairman said that at the 6th Session (October 2023), according to the provisions of the Law on Supervisory Activities of the National Assembly and People's Councils, the National Assembly will consider and discuss the summary reports of the Government members, reports of the Chief Justice of the Supreme People's Court, the Chief Prosecutor of the Supreme People's Procuracy, the State Auditor General and other questioned persons on the implementation of the National Assembly's resolutions, resolutions of the National Assembly Standing Committee on questioning and issues promised at this Session and National Assembly sessions, National Assembly Standing Committee meetings since the beginning of the 15th National Assembly term.

“This is both a way of “re-supervision”, demonstrating the thoroughness of the supervised issue to truly create change, and a very important information channel for the National Assembly to consider, serving the vote of confidence for positions elected and approved by the National Assembly at the 6th Session”, said the National Assembly Chairman.

The National Assembly Chairman requested the Government, ministries and branches to prepare and submit reports before July 15, 2023 according to Plan No. 435/KH-UBTVQH dated March 16, 2023 of the National Assembly Standing Committee; National Assembly agencies need to innovate the way of examining reports to ensure accurate assessment of the level of completion of implementation; National Assembly deputies, through monitoring and supervision since the beginning of the term, continue to research and study carefully to prepare questions of high quality and constructive nature.

The question and answer session at the 5th Session of the 15th National Assembly ended successfully in the spirit of clear responsibilities and solutions. Despite this assessment, the National Assembly Chairman said that whether it was successful or not depends on the implementation of the commitments and promises of the Government and members of the Government; requiring the National Assembly, National Assembly agencies, the people and voters to supervise the Resolution on the question and answer activities at the Session.
