Attending the reception on the Vietnamese side were members of the Party Central Committee: Secretary General of the National Assembly, Head of the National Assembly Office Bui Van Cuong - Chairman of the Vietnam - ASEAN Friendship Parliamentarians' Group; Chairman of the Foreign Affairs Committee Vu Hai Ha and representatives of a number of agencies of the National Assembly and the Ministry of Foreign Affairs.

National Assembly Chairman Tran Thanh Man expressed his joy at meeting Ambassadors and Charge d'Affaires of Southeast Asian countries and Timor-Leste in his new position ; and expressed his deep gratitude to the leaders of the National Assemblies/Parliaments of Southeast Asian countries who sent congratulatory letters when he was elected by the Vietnamese National Assembly as Chairman of the National Assembly.

On behalf of the Ambassadors and Chargé d'Affaires of ASEAN countries and Timor-Leste, Ambassador of the Lao People's Democratic Republic Khamphao Ernthavanh respectfully thanked National Assembly Chairman Tran Thanh Man for taking the time to receive him and warmly congratulated the National Assembly Chairman on his election as Chairman of the National Assembly of Vietnam.

The Lao Ambassador highly appreciated the effective contributions of the Vietnamese National Assembly over the past nearly 30 years since becoming a member of AIPO/AIPA. The Vietnamese National Assembly has put forward many initiatives, contributing effectively to the realization of the goals of the ASEAN Community Vision and has put forward many initiatives, actively participating in improving the effectiveness of regional inter-parliamentary cooperation.

According to the Lao Ambassador, negotiation and cooperation mechanisms are practical measures to resolve the complex geopolitical and economic instabilities of today's world, and ASEAN is the key to promoting peace and stability in both the region and the world.

Acknowledging the important role of AIPA in engaging Southeast Asian people in policies to accelerate the establishment of the ASEAN Community Vision, the Lao Ambassador believes that ASEAN Parliamentary Leaders will promote the common values ​​of the ASEAN Community and share common interests with countries to address common challenges in the region during Laos' ASEAN Chairmanship Year 2024.

National Assembly Chairman Tran Thanh Man thanked the Lao Ambassador for his sharing; congratulated Laos on its responsibility as ASEAN Chair and ASEAN Inter-Parliamentary Assembly (AIPA) Chair in 2024; and believed that, under the leadership of the Lao Chair, ASEAN and AIPA will continue to achieve new successes, contributing to peace, stability, cooperation and sustainable development in the region.

“The Vietnamese National Assembly is ready to support and accompany the Lao National Assembly to successfully undertake these important responsibilities.” Affirming this, the National Assembly Chairman also highly appreciated ASEAN’s achievements in recent times and was delighted that Timor-Leste will soon become a full member of the ASEAN family.

The National Assembly Chairman stated that neighboring Southeast Asian countries and ASEAN hold a particularly important position, are a top priority and are an inseparable part of Vietnam's foreign policy.

Currently, in addition to the very good development of the relationship both within the bilateral and multilateral frameworks at the State level, the relationship between the Vietnamese National Assembly and the National Assemblies of Southeast Asian countries is also developing very positively.

Since becoming a member of AIPA, the Vietnamese National Assembly has hosted the AIPA General Assembly three times in 2002, 2010 and 2020. As a proactive, active and responsible member of AIPA, the Vietnamese National Assembly not only fully participates in activities within the framework of AIPA but also contributes many practical ideas and initiatives to innovate the organization, activities and agenda of AIPA, promoting the role of AIPA and the connection with ASEAN in addressing common regional issues.

The National Assembly Chairman was pleased to see that the relationship between Vietnam and Southeast Asian countries is constantly receiving attention and being promoted in many areas based on traditional relations, strengths and needs of each country.

“The Vietnamese National Assembly always pays attention to and fully supports the Vietnamese Government's continued promotion and upgrading of the framework of relations with Southeast Asian countries to strengthen trust, solidarity, and foster friendship, cooperation, and close ties between Vietnam and ASEAN member countries, for the strong and prosperous development of the ASEAN Community,” the National Assembly Chairman affirmed.

In agreement with ASEAN’s theme for 2024, “Promoting Connectivity and Resilience”, the National Assembly Chairman particularly welcomed ASEAN’s efforts in building the ASEAN Community Vision 2045, towards a resilient, dynamic, creative and people-centered ASEAN. These are extremely practical contents, meeting the common concerns of the region and are also strategic orientations, creating momentum for ASEAN to make a breakthrough and grow stronger in the future.

The National Assembly Chairman believes that, with the solid foundation of cooperation over the past 60 years, our member countries will continue to promote the spirit of solidarity, sharing and cooperation, contributing to the steady development of ASEAN in all circumstances; emphasizing that the successful implementation of this year's key priorities will add new impetus to the process of building the ASEAN Community.

With a proactive, positive and responsible spirit, National Assembly Chairman Tran Thanh Man affirmed that the Vietnamese National Assembly will closely coordinate with the Parliaments of ASEAN countries to participate and effectively contribute to the realization of the goals of the ASEAN Community Vision 2045.

In that spirit, the National Assembly Chairman shared with the Ambassadors and Chargés d'Affaires some upcoming focuses.

Firstly, as the representative body of the will and voice of the people, according to the National Assembly Chairman, AIPA and its member parliaments will have to continue to effectively play the role of a bridge between the people and the governments of the countries, affirming the core spirit of ASEAN that “people are the center, the goal and the driving force of the Community building process”. The legitimate voices and aspirations of the people need to be listened to and truly reflected in ASEAN’s strategies and plans, creating a solid foundation for inclusive, sustainable and people-oriented development of ASEAN.

Second, the National Assembly Chairman welcomed ASEAN's efforts to build many cooperation frameworks in new areas such as digital economy, circular economy, digital transformation, and energy transformation. ASEAN is also actively negotiating and upgrading many trade agreements both within the bloc and with external partners such as China, South Korea, Japan, and India.

To soon put these agreements and frameworks into practice, according to the National Assembly Chairman, AIPA and its member parliaments need to continue to accompany and closely coordinate with the governments of the countries in building a suitable legal system, actively reviewing and removing barriers, and making efforts to create the most favorable legal corridor for the effective implementation of cooperation frameworks.

Third, we need to further enhance AIPA's contribution to maintaining peace, security and stability in the region. With its geostrategic position, our region is both the focus of cooperation and the focus of competition.

“Accordingly, it is necessary to focus on promoting the role of AIPA in consolidating and spreading the values ​​of dialogue and consultation, promoting standards of conduct and upholding compliance with international law, engaging partners to participate and contribute responsibly to the region, respecting ASEAN's central role, and working with ASEAN to respond to common challenges,” the National Assembly Chairman emphasized.

Fourth, Vietnam wishes to promote and further expand cooperative relations in accordance with the bilateral cooperation framework with each ASEAN member country , especially in potential areas of cooperation, meeting development needs, for the practical interests and prosperity of each country, while at the same time helping us keep up with the general development trend of the world.

The National Assembly Chairman believes that strengthening trust, solidarity, and fostering friendship, cooperation, and close ties between Vietnam and each ASEAN member country will also make important contributions to the strong development and common prosperity of the ASEAN Community .

The National Assembly Chairman hopes that the Ambassadors and Chargés d'Affaires will continue to support and be an important bridge in the cooperative relationship between the Vietnamese National Assembly and the National Assemblies of other countries, contributing more to promoting the friendly and cooperative relations between Vietnam and Southeast Asian member countries.

At the meeting, Lao Ambassador Khamphao Ernthavanh also informed National Assembly Chairman Tran Thanh Man about the 45th AIPA General Assembly with the theme "The role of Parliament in enhancing connectivity and inclusive growth of ASEAN" which will be held on October 18-24 in Vientiane, Laos and the main objectives of the 45th AIPA General Assembly.

The Lao Ambassador believes that, under the leadership of National Assembly Chairman Tran Thanh Man, the existing friendship and close cooperation between Vietnam and ASEAN member countries and their peoples will continue to be further strengthened in maintaining peace, security and stability in the region in the coming years; affirming that the Ambassadors and Chargé d'Affaires of ASEAN countries and Timor-Leste are ready to cooperate and contribute to ASEAN's goals and efforts in maintaining and enhancing peace, security, stability and economic development in the region and around the world.
