National Assembly Chairman Tran Thanh Man: Focus on social issues and issues that scientists need and can be implemented immediately

Reducing administrative procedures, strengthening post-audit, comprehensive digital transformation

According to the Draft Law on Science, Technology and Innovation presented by Minister of Science and Technology Nguyen Manh Hung, the development of the Law aims to fully and promptly institutionalize the Party's guidelines and policies and the State's policies and laws on science, technology and innovation to develop this field as a top important breakthrough, the main driving force to rapidly develop modern productive forces, perfect production relations, innovate national governance methods, develop the socio-economy, prevent the risk of falling behind, and bring the country to breakthrough development and prosperity in the new era.

At the same time, create a legal corridor for science, technology and innovation to contribute to improving national competitiveness, contributing to socio-economic development, ensuring national defense and security, improving people's quality of life and human development.

The draft Law consists of 8 chapters and 95 articles (an increase of 14 articles compared to the 2013 Law on Science and Technology) and has major amendments to 26 articles and 23 additional articles.

The draft Law is designed based on the principles of reducing administrative procedures, strengthening post-inspection, and comprehensive digital transformation in the management and operation of science, technology, and innovation. Changing management thinking towards effective management, not process management. Attracting non-state budget investment sources for science and technology through encouraging businesses to invest and sponsor funds for scientific research and technology development.

Inheriting to the maximum the contents of the Law on Science and Technology 2013 which has been effectively implemented in the past and is suitable for the current requirements of science, technology and innovation development.

Still heavy on administrative thinking

Presenting the Preliminary Review Report, Chairman of the Committee on Science, Technology and Environment Le Quang Huy stated that the Standing Committee of the Committee agreed with the necessity of promulgating the Law on Science, Technology and Innovation.

However, it is recommended to continue to closely follow and fully institutionalize the spirit of Resolution No. 57-NQ/TW; innovate thinking in law-making; institutionalize the Party's policy on the role of enterprises and the private economy in the socialist-oriented market economy, in which the private economy is the leading driving force for growth and innovation. It is necessary to clearly express the "doctrine" of developing science, technology and innovation in the draft Law, because this is considered the original law in this field...

The Standing Committee of the Science, Technology and Environment Committee also basically agreed with the scope of the draft Law, but there were opinions that the scope of regulation and the entire content of the draft Law "still have a heavy administrative mindset" - managing scientific, technological and innovation activities for the use of the state budget - but have not really highlighted strong enough mechanisms and policies to encourage and promote enterprises, organizations and individuals to invest in and apply science, technology and innovation in production and business.

Some opinions say that the scope of the Law has not clearly demonstrated the role of science, technology and innovation as the main driving force to promote socio-economic development, bringing the country to breakthrough development and prosperity in the new era.

The majority of members of the National Assembly Standing Committee agreed with the development and promulgation of the Law on Science, Technology and Innovation; stating that the draft Law demonstrated the spirit of innovation, closely following the Party's guidelines, according to Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation.

Vice Chairwoman of the National Assembly Nguyen Thi Thanh suggested that it is necessary to consider inheriting the regulations in Resolution No. 193/2025/QH15 of the National Assembly on piloting a number of special mechanisms and policies to create breakthroughs in science, technology, innovation and national digital transformation development because there has not been much time to evaluate, test and evaluate the effectiveness of inherited regulations.

Therefore, it is necessary to review and carefully evaluate the necessity and maturity of each content to have a basis for inclusion in the Law, ensuring the feasibility and stability of the Law; other contents that do not meet the conditions should continue to be piloted to ensure caution and strictness.

Regarding the name of the draft Law, National Assembly Chairman Tran Thanh Man suggested that it could be amended to the Law on Science and Technology (amended) and the content of innovation is contained in the Law and should be researched and developed into a separate chapter.

The National Assembly Chairman also noted that the draft Law should avoid including too much content, but should focus on necessary issues that society needs, scientists need, and can be implemented immediately; at the same time, he stated that for difficult and stuck issues, the National Assembly Standing Committee is "ready to sit down with the Government to resolve them".

Regarding preferential, outstanding and specific policies, the National Assembly Standing Committee found that the draft Law has institutionalized the content of reforming the financial management mechanism in implementing scientific, technological, innovation and digital transformation tasks; the budget for research and development of science and technology is prioritized to be implemented according to the fund mechanism, through science and technology development funds...

Regarding this content, Vice Chairman of the National Assembly Vu Hong Thanh expressed concern that the draft Law stipulates up to 6 funds, is it too much? According to the Vice Chairman of the National Assembly, it is possible to combine some necessary funds to ensure that the funds are effective in promoting the development of science, technology and innovation.

Concluding the discussion, Vice Chairman of the National Assembly Le Minh Hoan suggested that the reviewing agency and the drafting agency fully absorb the opinions of the National Assembly Standing Committee, prepare more carefully, clarify and convince new and important points to perfect the draft Law before submitting it to the National Assembly for consideration and comments.
